This proposal aims to upgrade Collectives system parachain to runtime v9420: the specific details on this upgrade please check the release notes. This release contains the changes from v0.9.41 to v0.9.42. Please note there are 4 runtime migrations for relay chain on this release (details below), in addition to the migrations mentioned above, all the migrations included in runtimes since v9380 have been included in this release, allowing to jump over a few runtimes. This Polkadot system parachain upgrade includes changes since v9370, which has several major updates. For one, it includes XCM v3.
On Collectives specifically, this update includes the Technical Fellowship. It corresponds to the launch of Open Gov on Polkadot, which is included in the Relay Chain runtime. The Fellowship will manage its membership and referenda voting on the Collectives chain, while sending its decisions (e.g. to whitelist a call for the
WhitelistedCaller track) in an XCM message to the Relay Chain.

This proposal is submitted as an external motion: meaning if/after Council approves, the community will have the final decision via referenda queue.

This is for motion 403, upgrading Collectives system parachain to runtime v9420. Among other things, this update includes the needed code for the Technical Fellowship to exist (Fellowship is coming with motion 404 - up for vote by the Council now). As such, this needs to be enacted before 404 (including OpenGov on Polkadot).
