This is a fix of Referendum 74, which failed to execute properly. Instead of using a Transact instruction containing a batch call, this uses a batch of Transact instructions, each with one call in it. This should work on the current version of Polkadot.
In addition to the original 5 channel requests, this also adds a sixth pair with ParaId 2030 (Bifrost).
The force_transfer is for 22 DOT: 20 for the sixth parachain (the 100 DOT from Ref 74 did get transferred) and 2 DOT for the XCM execution fees (the remainder of which will be transferred back to the Treasury).
Since the referendum already passed, requesting TC to fast track this one, presuming it passes Council.
