As a step towards [Economic Model for System Para Collators](https://forum.polkadot.network/t/economic-model-for-system-para-collators/1010), this motion reduces the number of "invulnerable" collators on Statemint from four to two, and opens six positions that anyone can register in by placing a bond.

The call consists of three parts:

Since `batch` calls are not expected to work over XCM in v9290, the message in this motion contains three separate `Transact` instructions.

All three of these calls require the `UpdateOrigin`, which is set to "more than 50% of the Council". Therefore, I have opened this as a motion requiring approval from 7 of 13 councillors. If discussion shows that people think that this is controversial, then we can reject the motion and make it a referendum.

I also recommend leaving this open for a few days to make sure that node operators can set up their Statemint nodes.
