The proposal uses a feature added in a recent substrate PR to ensure that the staking system maintains a certain level of quality in terms of backing scores. This is an additional security measure to the staking system being put into place, as the signed submissions are opening up in the 9080 runtime upgrade. With this motion, all staking solutions provided to the chain (either by offchain workers or signed miners) will need to attain at least the score that is specified in this motion. These numbers are obtained by taking the average score of Polkadot/Kusama election for the last 50 eras, and taking their average, then multiplied by 50% to take into account network variability.
As an example, we know that the current entry barrier of Polkadot's validators set is around 1.69 MDOT. This motion will impose any validator set elected henceforth to present a least-staked validators of at least 847.4 KDOT (50% of the current average). Similarly, we know that the average amount staked in Polkadot now is around 655 MDOT. This motion will ensure that all staking election henceforth will at least put 327.69 MDOT at stake.
Note that these numbers need to be updated on a semi-regular basis, depending on the staking rate of the network. Although, given that (lenient) 50% threshold applied to the scores, we don't expect this to be very often.
Lastly, note that this motion has no impact on the current staking parameters. All validators and nominators continue to operate as they did.
