- One program will keep working until October 2026, then it will also be stuck.

## What does this referendum do?
- It **stops** all four old programs.
- It **fixes** the permission problem.
- It **starts new programs** to send a big amount — about 1.7 million USDT and 1.7 million USDC — to the **new** treasury.
