Hi everyone. I'm Sara, Polkadot Ambassador. As most of you know, last year I successfully completed a proposal on dubbing the Polkadot Decoded 2022 event, as you can see here.
As has been seen in recent months, the community has shown concern about the spending of Treasury funds and seems to be a little reticent about everything that has to do with content creation/translations/etc in the ecosystem, which is still marketing. For this reason, I have prepared a simple proposal that goes to the point simply to check the acceptance of this initiative before moving it to a referendum.
The objective of this proposal is to dubb the Polkadot Decoded 2023 event whose talks can be found here.
The talks that are dubbed are those belonging to the Main Stage, Ecosystem Showcase Stage, Tech Stage and Impact Stage sections.
The deliverable will be a playlist of 88 videos of Decoded 2023 dubbed into Spanish with high audio quality and without errors.
The entire playslit lasts approximately 31.5 hours, which is equivalent to 1890 minutes. The cost is $17/min.
As you can see below, the latest proposals have been paying for quite a higher price, but due to the situation specified above, we have decided to lower the costs so that both we and the community feel comfortable.

In bounty #16, a maximum of $21.5/min is paid as tip if the content is technical, does not have any errors, is of high quality, and the channel has good reach and diffusion.
Current proposal: $17/min
It should be noted that the work will be of equal quality to the old accepted proposals. However, due to the situation, we have decided to lower the costs.
Only 15% of the total is requested in advance to cover costs. The rest will be requested at the completion of the proposal.
As we have been seeing in the bounty in Spanish, some channels have started dubbing the ecosystem's videos, but more than 71% of those channels have been rejected due to serious errors that the dubbing contained. With this I want to emphasize that the fact that a video is dubbed does not mean that it is correct or that the quality of the work is good.
Our priority has always been a job well done rather than doing it quickly, that is, getting a good translation with understandable audio for all viewers who see the content.
