OpenGov - update and lock down proposals

Hello community!

Currently, OpenGov does not store or record the original proposal and hyperlinked documents for referendums that are passed. The original poster, is the only person able to edit or make changes to the original documents / page after it has been passed, which should not be allowed (there is no valid reason to allow any edits after it passes). Attachments should be displayed or saved on chain for record keeping.

Example: Currently the original curators list and DOT market price at the time of submission have been removed from Bounty #33 and no reference points are available. There are curators voting on child bounties that have conflict of interests and the curators will not provide requested verifiable reporting. They continue to top-up this bounty with the DOT they siphon and have added over 4M DOT or a total of 15M DOT voting power (without conviction).
