With all due respect, the budget is too expensive.
Why would I know? Because I'm Indonesian, I've visited Bali countless times before and now have lived here long-term. You can get better prices out there. $100 / night is for 4- even 5-star hotels. Food shouldn't cost you $100 / day unless you're eating at a fancy restaurant everyday. Dishes in a local, well-established restaurants range from $5-$10 each. I don't know where she will stay, but Canggu is not far from the venue, and she can find diverse offers in terms of price for rooms and foods.
I respect the effort to help promoting Polkadot in my home country, and I am also a supporter of Mandala, but there is a lot of room for improvements on the budgeting part.
Moreover, I have helped some members of the ecosystem who are planning to attend Coinfest, helping them to get good deals on accommodations, practical (and cheap) ways to get around, etc. Again, the idea is great, and I'd love to see the proposal passing, but not with this budget.
