Is there any future plans to hook these .dot domains to dns records?
Being a dns root authority has been proven as a great revenue stream for the treasury. The country of Anguilla has claimed that the dns sales of their cld(Country code top-level domain) .ai covers 20% of their government funding. Actually registering .dot as a web2 domain with icann will take a long time in processing time and it requires 70k usd to become an authority.
