Update the setNDelayTranches from 89 to 213, which will reduce the number of assignments per candidate per delay tranche from ~5.61 to ~2.33, the justification why this is the desired value for this parameter can be found in ELVES https://eprint.iacr.org/2024/961 paper and here https://github.com/paritytech/polkadot-sdk/issues/6853#issuecomment-2540373492.
The high level impact is twofold, it reduces the overall load in the presence of validators that are no-shows and it reduces the impact that a few no-show validators could have on the finality lags because those no-show validators would be assigned less often.
This configuration change has been running already on kusama since https://kusama.subsquare.io/referenda/484 and it had the expected effects.
