I see this as a foundational document stating some Minimum lvl of transparency for chains connected to Polkadot, This will eliminated conflict of interest in the chain and chains enabled by the polkadot network, along with voting powers from sub chains holding the dots and limits their voting powers depending on the referenda. The Wish For Change track requires 60% quorum according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. They maintained that oversight of delegation contracts should remain the responsibility of delegators rather than be enforced through overarching regulation. Ultimately, these differing perspectives led to the decision to vote against the proposal.
