This is a tip request for [@OnlyDeFiGuy](https://polkadot.polkassembly.io/user/OnlyDeFiGuy) for his expert report on HydraDX's referendum [#561](https://polkadot.subsquare.io/referenda/referendum/561).

I found the report informative and unbiased, explaining the proposal in both its pros and cons. There was some controversy on X, but in my opinion the discussion that happened as a result of it is also valuable.

Tip request is 42 DOT, roughly $375 at today's rate ($8.94) and EMA7/EMA30 ($8.78/$9.1), a symbolic compensation for his efforts. I believe that we should encourage expert reports on proposals.
