Coretime DevTools is a set of tools to help developers work with Polkadot SDK/Substrate and deploy with Coretime. It has four parts:

1. Coretime CLI (being planned): A way to build parachains and deploy with Coretime using the command line.
2. Subdev.cn: A website with technical information for Chinese Polkadot developers. It has 1,200 page views and 200 active users each month.
3. Substrate Stencil: A template to start a Substrate-based Proof of Stake (PoS) chain with features like staking and governance.
4. Play Substrate: A place for developers to practice with different parts of a blockchain, like data types and custom weights.

The team behind Coretime DevTools has a lot of experience with Polkadot and wants to make it easier for developers to get started. They have done things like:

- Making a way for private networks to only connect with certain nodes.
