Polkadot Decoded 2024 post-event report

Polkadot Decoded 2024 in Brussels was one of the big FLOP events in 2024.
The only parts that are saved are the CD Bar and Vibe.
Completly wrong:

• Location. Literally outside of all main events in the city which prevents people from arriving there
• Size of the premises. It's too big for the number of people who joined Decoded.
• Paid tickets. The location was a big issue to arrive at this event, but paid tickets just added a cherry on top with the result: EMPTY event.
• No institutional interaction.
• No swags for Ethcc visitors.
