Thank you for your proposal. Our first vote on this proposal is NAY.
The Medium Spender track requires 50% quorum (at least 5 aye votes) and simple majority of non-abstain votes according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. This proposal has received zero aye and four nay votes from ten available members, with two members abstaining. Below is a summary of our members' comments:
Many members raised concerns regarding the clarity of the strategic benefits for Polkadot, with some questioning the return on investment for the proposed campaign. A few voters abstained, citing a lack of understanding or conviction about the value of the initiative. Overall, the general sentiment leaned towards doubt about the campaign's ability to achieve meaningful user engagement and its high associated costs compared to alternative marketing strategies.

Reasons for opposition:
Pudgy Penguins is a great project, but as an Ethereum-based NFT collection, it currently lacks compatibility with the Polkadot ecosystem. It’s hard to envision how this collaboration could effectively bring users into Polkadot.
We recommend applying through the Marketing Bounty instead. From a community member’s perspective, this initiative has limited ties to the Polkadot community, and there’s no compelling justification for why its costs should be covered by the Polkadot Treasury.
In this partnership, Polkadot is primarily positioned as a sponsor. Actual user conversion remains weak, and there’s no clearly defined path to guide users toward SubWallet.
Therefore, we suggest:
• Defining concrete KPIs for wallet partnerships (e.g., number of new wallet sign-ups);
• Clarifying the on-chain conversion flows, such as NFT minting or music interaction mechanisms during the events;
• Providing detailed user acquisition and conversion analytics after the event.

Polkadot needs more mainstream cultural exposure, and partnering with Pudgy Penguins is a relatively safe and high-impact move.
The budgets for the other three events are also fairly reasonable and cost-effective. With the Web3 Foundation backing and supporting Mubert’s tech development, this may be a valuable opportunity to connect the “infra narrative” with real-life use cases.
That said, while we support this proposal, it’s important to note that Polkadot is primarily positioned here as a sponsor — actual user conversion remains weak, and there’s no clearly defined path for directing users to SubWallet. Therefore, we recommend:
