The Small Spender track requires 50% participation and simple majority of non-abstain votes according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. While the use of art to engage and attract audiences is an interesting concept, our members remain unconvinced about its effectiveness in converting these audiences into actual, long-term users within the Polkadot ecosystem. We believe clear, measurable pathways from awareness to active participation are critical for initiatives at this stage.

  • Lack of Direct Revenue Generation for Polkadot:
    

Our DAO is currently prioritizing projects that actively contribute to creating revenue streams for the Polkadot ecosystem. While we understand that this may not be your team's primary objective, our members feel that economic sustainability and tangible value generation are essential to attracting further investment and growing the network.

  • Regional RPC Connectivity:
    

Based on the RPC connectivities data off from the past 14 days or so, we noticed that within the regions, in particular Indonesia, did not any connectivity. While some may view this as a potential opportunity for development, our members see it as a significant risk, especially when Treasury funds are involved. At this time, our members are not comfortable recommending Treasury support for initiatives that may face significant uphill challenges on participation.

We believe the ultimate goal of marketing should not be to promote the art of Polkadot, but to drive real user and developer engagement that contributes to the ecosystem. This proposal seems overly focused on artistic expression, without offering a clear path to conversion. We would like to see stronger emphasis on onboarding efficiency, integration of ecosystem products, and a more incremental approach starting from smaller, measurable actions.

Additionally, the budget appears high and lacks sufficient transparency. There’s no clear mechanism to guide users onchain, and the proposal leans more toward hype than tangible value. We recommend revising the proposal and submitting it for re-evaluation.
