PolkaWorld votes NAY

Two-thirds of our members voted against this proposal, while one-third have chosen to abstain, awaiting further clarification from the team.

Reasons for opposition:

The proposal lacks clear, measurable outcomes and detailed execution plans. For example:

•	What kind of tangible exposure will this partnership bring?
•	What specific events will be held, and what are their cost breakdowns?
•	How will the case studies be conducted and in what format?
•	Where will the published articles be distributed, and what level of reach is expected?
•	What is the structure of the seminars, and what concrete value or outcomes will they deliver?

These key details are missing, making it difficult to assess the impact and cost-effectiveness of the collaboration. The overall uncertainty is high. We recommend including quantifiable KPIs and a detailed execution roadmap to better evaluate the proposal’s value.

Additionally, some members have held off on voting due to a few open questions that we’d appreciate clarification on:

  1. The Blockchain & Web3 Observatory at Politecnico di Milano has been described as a central hub for Web3 innovation and collaboration in Europe since 2017 — playing a key role in adoption, academic research, and connecting enterprises and governments. Could you share specific examples or success stories that highlight its role and impact?
  2. Since the Polkadot Community Foundation (PCF) already receives treasury funding for its ongoing legal operations, why is a separate funding request being made here?
  3. You mentioned that the costs for each event will be handled through individual bounty proposals. Beyond travel and accommodation, there are also additional execution costs mentioned. In that case, what exactly does the $18,735 in project coordination costs under this proposal cover, and how was that amount calculated?

I think this isn’t just an event or a marketing push, it’s a strategic partnership that directly connects Polkadot to European regulators, top research institutions, and major enterprises.

I consider this type of initiative is essential for the ecosystem. Not only give visibility to Polkadot but also insert web3 and Polkadot in public and private institutions and universities.

TruthDAO votes AYE.

Reasons for support:

•	The budget is detailed and reasonable.
•	A $59,240 investment to reach 10,000+ people offers better cost-effectiveness than typical marketing campaigns.
•	The European market is a key battleground for Web3 regulatory alignment.

Suggestions for improvement:

•	Publish a quarterly report with measurable outcomes.
•	Provide a breakdown of coordination fees, including hourly rates, to avoid ambiguity around administrative costs.

Dear Proposer,

Thank you for your proposal. Our first vote on this proposal is AYE.

The Medium Spender track requires 50% quorum (at least 5 aye votes) and simple majority of non-abstain votes according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. This proposal has received five aye and two nay votes from ten available members, with two members abstaining. Below is a summary of our members' comments:

Proponents highlighted the potential benefits of promoting Polkadot through innovative strategies and regional expansion, viewing the initiative as a valuable experiment. Conversely, some voters expressed concerns about the high costs and questioned the necessity of additional funding for the project. A few abstained, acknowledging the proposal's merits while seeking more clarity on expected outcomes. Overall, the discussions reflected a desire for careful evaluation of the initiative's potential impact.

The full discussion can be found in our internal voting.

To be able to talk about KPIs and derivables, you first need to start a business development process.

We could have included completely invented KPIs in the proposal (as many do), but what would that have actually achieved?
Nothing.

The idea is to initiate a collaboration with one of the leading European universities involved in Web3 research, which already work closely with both public institutions and private companies. The goal is to understand their needs, build a constructive dialogue, and use workshops and joint initiatives to highlight why Polkadot is a strong and forward-looking choice for Web3 development.

At the same time, it seems that institutional and corporate business development within the Polkadot ecosystem is currently somewhat underactive. While it's true that attracting developers is essential, we should be careful not to assume that simply building is enough for broader adoption to follow automatically.

Without proactive engagement and strategic outreach, especially at the institutional level, it’s unlikely that concrete results will emerge on their own.
