### Original Motivation

Over the last 3 months (July, August, September 2021) we've provided a scalable free public API service so that everyone can access public pools of managed Polkadot and Westend nodes. This provides the following three outcomes:

-   Grow the ecosystem by reducing the barriers to entry to access a high performance nodes
-   Help scale existing projects in the ecosystem by providing infrastructure  services that can be depended on
-   Assist with the testing of all networks by providing valuable data back to the community on how validator nodes are running and scaling as the network traffic increases (we've made Github issues based on behaviour we've observed)

### Service Details

Between 2021-07-01 and 2021-09-30 our Polkadot API service has:

-   Served an unprecedented total of 5,506,995,252 (5.5 billion) requests
-   Accumulated almost 17 TB of data egress
-   The highest daily total was 87,529,840 requests in a single 24 hour period
-   Our rolling 7 day average at the end of this period was over 70 million requests each day.
-   Westend had over 96 million API requests in the period
-   All time totals for Kusama is 11,181,846,891 (11 Billion) since November

Additionally, we are proud to have delivered some key service enhancements (on our own cost) that benefit the Polkadot ecosystem in the last quarter. This includes:

Pinknode is a node-as-a-service platform specialized in providing quality API endpoints and node operation services to the users in the Polkadot ecosystem. Our mission is to support the Polkadot protocol in achieving its vision of a multi-chain future through providing easy-to-use, reliable, and scalable infrastructure services which removes an entire layer of complexities for developers to start building on Polkadot/Substrate.

Pinknode - Proposal: Improved dashboard for managing infrastructure

- This is a plan for the first parachain auctions on Polkadot.
- The auctions will happen every 3-6 months.
- The first set will have five auctions starting on November 11.
- Each auction will last for seven days.
- The second set will have six auctions starting on December 23.
- The number of parachain slots on Polkadot will be limited to 75% of those on Kusama for safety.
- The auctions help with the growth and stability of the network.

Proposal for First Parachain Auctions on Polkadot

This is a proposal to schedule the first set of parachain auctions on Polkadot as well as get
Council buy-in to a recommended strategy for scheduling auctions on a 3-6 month basis.

Based on the performance of parachains on Kusama and the state of audits, the Parity engineering
team believes that the code for parachains, auctions, and crowdloans is ready for an initial
production release.

This motion proposes two batches of auctions:

- The first: five auctions, starting 11 Nov, seven days each, beginning every _seven_ days, for
  lease periods 6-13 (LP6 is slated to begin 15 Dec)
- The second: six auctions, starting 23 Dec, seven days each, beginning every _14_ days, for
  lease periods 7-14 (LP7 is slated to begin 09 Mar 2022)

As auctions can take place prior to a lease period starting, this motion schedules auctions to
begin around mid-day (UTC) of 11 November.

In order to ensure stability guarantees, I suggest along with this proposal that the Council and
network governance limit the number of parachain slots on Polkadot to 75% of that on Kusama. This
initial schedule will last until early March; as the network grows the Council can suggest an
updated auction cadence to stay within a reasonable factor of safety relative to the number of
parachains on Kusama.


Proposal for First Parachain Auctions on Polkadot

- A proposal for upgrading Kusama’s system to a new version, v9110, is up for voting.
- The first attempt used a file that was too big, so a smaller version is needed now.
- The new proposal uses a compressed hash to fit in the network.

Subscan is a tool that helps people explore different blockchain networks like Polkadot and Kusama. Here are some key points about it:

Subscan is an aggregated Blockchain explorer for Substrate-based chains. We have supported several chains, such as Polkadot, Kusama, Westend, and Rococo, for more than one year. We have seen an encouraging trend in the number of users and their level of activity. However, with the rapid growth of users, stability and reliability in infrastructure are becoming a challenge. As a result, Subscan has to expend more resources to ensure the quality of the service.

In the long run, we foresee Subscan is being a financially independent service. Although Subscan is starting to generate some revenue, it currently falls short of supporting the infrastructure costs. Therefore, we are looking for financial support from Polkadot Treasury to help to continue providing a realiable explorer service to the community.

As the charts demonstrate, Polkadot, Kusama, Westend, and Rococo are the major user traffic of Subscan. This request-per-second value is showing a decreasing trend from ~80% the last time we submitted the proposal to ~70% currently.

We also launched the [service status page](https://subscan.statuspage.io/) in the last few months. In order to improve the transparency of the Subscan service, several core metrics of our backend have been published on it. Any user in the community is able to watch the incidents, scheduled maintenances, real-time request success rate, service response time graph, etc.

The estimated infrastructure cost we spent on Polkadot, Kusama, Westend, and Rococo adds up to `$16,725` according to the request distribution chart. Therefore, the amount we are requesting is `568 DOT (1 DOT ≈ 29.40 $USD)`. Such support is indispensable for our goal to capitalize on economies of scale.

**Short description**: This proposal is focused on increasing the Polkadot Spanish community with the development of an Educational Hub for Spanish community and ambassadors. 

As ambassadors we need information about the Polkadot ecosystem, we have been searching and translating documentation to participate in events since last year. We also notice requests for this kind of information in social networks, official and unofficial chats, frequently. We have seen the limitations of English communication in the community. The complexity of the protocols and the ecosystem requires additional information and an easy way to explain the system.

To solve the necessity of the community, we believe that it is important to explain the ecosystem in an easy way, and in Spanish, to give tools to the community to participate in the Polkadot ecosystem.

As we know, some people are working on tutorials, translations, or blog posts but there is not an integrated, compiled, and organized information system for this community, and we aim to establish one for the Spanish and Latin American communities. 

We consider that development of the Spanish community (Spanish language) should be through different actions and activities, building content in communication channels:

a.- Development of a Spanish community Polkadot webpage.

b.- Guidelines and Tutorials about Polkadot Ecosystem.

c.- Spanish content as blog posts, guidelines, papers and more about Polkadot.

e.- Translations of Polkadot and Kusama Wiki and official documents and research of important
information in the ecosystem.

We are considering creating a website integrated by video tutorials, translations, official information, blog and news. All to increase the Spanish Community engagement. 

We have taken into consideration community  and council feedback and we will include into the proposal:

1.- Section to add to the website a submissions form: to submit article / video / tutorial to be published on the website 

2.- Information related with validators and staking.

3.- For the third part we could create a space to learn and develop the languages applicable to the DOT, including Rust.

The staking team requested a new proposal to increase the minimum bond and allow new nominators above the threshold to participate in the network’s security mechanism. The team suggests to update the staking parameters: The proposal has the goal to increase the minimum bond to allow new nominators above the threshold to participate in the network’s security mechanism, and for less staked nominators to be chilled. **Note that after the latest runtime upgrade (9090), existing nominators can always update their preference at all conditions.**

The proposal the team suggested aims to change the staking parameters to allow more nominators with higher backing stake be able to join the staking system. The existing parameters as follows:

- Minimum validator bond: None
- Maximum validator count: `1200`
- Minimum nominator bond: `80` DOT
- Maximum nominator count: `22500`
- Chill threshold: 90%

The new proposed parameters aim to update one value:

Increasing nominators’ min bond on Polkadot

- The proposal asks for help from the Polkadot Treasury to support a group called the Polkadot Ecology Research Institute.

On the other hand, we will also follow up on the outstanding projects of the Polkadot ecology to keep everyone informed of the latest developments of the Polkadot ecology.

Polkadot's success cannot be separated from the prosperity of the Polkadot Ecological Projects. Our goal is to make more people aware of Polkadot and also to make more people aware of the development of Polkadot ecology, which in turn will lead them to join in the participation and construction of Polkadot ecology, so that Polkadot and Polkadot ecology can flourish.

Since June 2021, we have established a Polkadot Treasury for our June/July/August operation cost, and get funding from the Polkadot Treasury. We have completed all the goals in June and July. Treasury proposal: The 2021/9-2022/2 operating cost for the nonprofit organization Polkadot Ecology Research Institute

- Lumos Labs held a successful online event called Polkadot Buildathon India.
- This event lasted for 9 weeks, from March 2021 to May 2021.
- It helped many people learn how to build on blockchain and meet others in the community.
- There were over 1230 applications, with 695 submissions in total.
- Three teams won prizes from a total of $14,000 in grants.
- Lumos Labs is now planning the next steps to help developers in India.
- They discussed starting an Incubator program and hiring a Developer Evangelist.

After a successful Inaugural India Hackathon i.e Polkadot Buildathon: India, in collaboration with the Web3 Foundation, we at Lumos Labs are excited to explore the next phase in the development of Web3 Ecosystem in India. Polkadot Buildathon India was an India Focussed 9-week online Hackathon that provided great opportunities to learn how to build a blockchain, join a talented, global community and show off your talent as a developer!

The program ran from March 2021 to May 2021. During this, We received over 1230 Applications, 695 Submissions, 120 Local Node Submissions.

3 Teams won the Hackathon from a Pool of USD 14,000 as Grants.

Post the success of the Hackathon, Lumos Labs discussed the next set of challenges and opportunities to the Indian Developer Ecosystem and how we can address them on a grassroots level. This proposal Covers our vision for the next phase.

Lumos Labs had a discussion with various teams earlier in July and validated the concept note and the need for an Incubator program was identified along with hiring an India Developer Evangelist.

Polkadot India Incubator Launch and Evangelist Hiring Proposal - Lumos Labs (Phase 1)

Runtime v9090 on Polkadot Network

- The university program is asking for £30,000 in funding to support a hackathon.

The team suggests to update the staking parameters as soon as the next runtime upgrade happens today. The proposal has the goal to increase the minimum bond to allow new nominators above the threshold to participate in the network’s security mechanism, and for less staked nominators to be chilled. Note that after 9080, the existing nominators can always update their preference at all conditions. 

The proposal the team suggested will change the staking parameters to allow more nominators with higher backing stake be able to join the staking system. The existing parameters as as follows:

* minimum validator bond: None
* maximum validator count: `1200`
* minimum nominator bond: `40` DOTs
* maximum nominator count: `22500`

**The new proposed parameters will update one value:**
* new minimum nominator bond: `80` DOTs

 and set a new parameter that did not existed before:
* chill-threshold: 90%

The reasoning behind the new minimum nominator bond: Polkadot onboards ~150 nominators per day. That means if the network has 4500 empty slots, they will be filled in 30 days. The team aims to increase the limit enough so that we won't need to do another tweak for at least a month. Changing this parameter to `80` will almost expose 4500 nominators. 

The new chill-threshold will ensure that the permissionless `chill_other` can only be used when more than 90% of "maximum nominator count" is used.
note that to ensure polkadot's stability until the parachains launch, this motion does not yet include an increase in the total count of nominators. Multiple tracks of optimization are ongoing by the development team, and you can read more about them in this [issue](https://github.com/paritytech/substrate/issues/9511).

Please note that doubling the value of the parameter to `80` DOTs will hopefully give the team more time until the new threshold is reached and we have made progress on a more permanent solution. Increasing nominators’ minimum bond on Polkadot

- PolkaWorld is the biggest Polkadot community in China.
- This proposal is to request money for running costs for September, October, and November 2021.
- For two years, PolkaWorld was funded by the Web3 Foundation.
- They help by translating articles and organizing events to teach about Polkadot.
- In June 2021, they made a contract with the Polkadot Treasury for funding.
- Monthly reports are available to see their progress.
- They have a budget for the next three months available for review.

This is a social contract between PolkaWorld (the biggest Polkadot Chinese community in China) and the Polkadot Treasury. This proposal is aimed to cover the operational costs of September, October and November 2021!

PolkaWorld is the first Polkadot Chinese community. For the past two years, PolkaWorld was running as an independent Polkadot Chinese community funded by Web3 Foundation. We contribute to the Polkadot community by publishing Polkadot Chinese articles (translated from Polkadot Blog/wiki or produce the original content), interviewing Polkadot eco-constructors, and organizing Meetup/Polkadot China Tour /Substrate Workshop and Substrate Hackathon in different cities in China to help people learn Polkadot well and build a strong Polkadot Chinese community!

A Social Contract between PolkaWorld and Polkadot Treasury - Ops and Maintenance proposal

- OneBlock wants to organize a Summer Polkadot Hackathon in Hangzhou, China.
- The hackathon will need funds for operations and prizes for winners.
- OneBlock helps teach Substrate technology and has trained over 1200 developers since 2019.
- Many students from OneBlock have become important leaders in the Polkadot projects.
- The first Polkadot hackathon in March 2021 was very successful.
- The summer hackathon aims to attract more people to learn about Substrate and join the Polkadot community.
- The goal is to create high-quality projects and a strong Substrate ecosystem.

This proposal aims provide funding for the Summer Polkadot Hackathon by Oneblock in [hangzhou], China - for operations and winners prizes. 

OneBlock is a dev community with the focus on the Substrate online courses and Substrate hackathon program for the Polkadot ecosystem in APAC. OneBlock is committed to advocate Substrate technology and cultivate the Substrate ecosystem. As early as the year of 2019, OneBlock already started the early efforts of Substrate courses and cultivated more than 1200 Substrate developers as of now. Lots of the students from the Substrate courses of OneBlock become founders, CTOs, and core developers of the early Polkadot ecosystem projects. We also successfully delivered the spring Substrate hackathon in March with over 110 participating individuals in 33 teams and a high-profile judging panel with the people from Parity core devs, top VCs, top blockchain tech medias, top community leaders, etc.

@OneBlock The second Polkadot Hackathon Proposal 

- A new proposal aims to improve the staking system's quality by adding a safety measure.
- This means all people who help secure the network need to meet a specific score.
- The scores are calculated based on the average results from past elections.
- For example, to join Polkadot's validators, at least 847.4 KDOT must be staked.
- Similarly, at least 327.69 MDOT must be staked in future elections.
- These numbers can change over time based on how much people are staking.
- The changes won’t affect how current validators and nominators work.

The proposal uses a feature added in [a recent substrate PR](https://github.com/paritytech/substrate/pull/8903) to ensure that the staking system maintains a certain level of quality in terms of backing scores. This is **an additional security measure to the staking system being put into place**, as the signed submissions are opening up in the 9080 runtime upgrade. With this motion, all staking solutions provided to the chain (either by offchain workers or signed miners) will need to attain **at least** the score that is specified in this motion. These numbers are obtained by taking the average score of Polkadot/Kusama election for the last 50 eras, and taking their average, then multiplied by 50% to take into account network variability.

As an example, we know that the current entry barrier of Polkadot's validators set is around 1.69 MDOT. This motion will impose any validator set elected henceforth to present a least-staked validators of at least 847.4 KDOT (50% of the current average). Similarly, we know that the average amount staked in Polkadot now is around 655 MDOT. This motion will ensure that all staking election henceforth will at least put 327.69 MDOT at stake.

Note that these numbers need to be updated on a semi-regular basis, depending on the staking rate of the network. Although, given that (lenient) 50% threshold applied to the scores, we don't expect this to be very often.

Lastly, note that this motion has no impact on the current staking parameters. All validators and nominators continue to operate as they did.

In the past few months, we have become one of many victims of multiple DDoS attacks. For example, here are some of the screenshots from the Google Cloud Platform Load Balancer and our Nginx monitoring system during one of the attacks:

The attacker generated much more packets and requests per second than usual. This forced us to find a firewall to protect Subscan and filter out DDoS traffic. In the next few days, we enabled Cloudflare as our firewall and CDN provider. However, attackers still point to Subscan as a valuable target. The following chart from Cloudflare shows that it successfully prevented many potential malicious attempts in a day:

Fortunately, we are able to mitigate the impact of those attempts and Subscan has not had any major outage due to DDoS attacks since using Cloudflare.
## Why We Need the Cloudflare Enterprise Plan?
Up until June, we had been utilizing Cloudflare for some months. A considerable number of users reported multiple service interruptions in certain areas during the month. Benefit from the complete monitoring pipeline built by Subscan DevOps team, we noticed and observed the issues shortly after it was raised. For example, here are two dashboard snapshots on June 2nd and June 8th, which showing a very similar phenomenon:

With careful diagnosis and analysis, we managed to pinpoint the cause. They coincided with some Cloudflare incidents of the Pro plan. The screenshot below recorded the announcement and postmortem by our DevOps team explaining the incident at that time:

After consulting with Cloudflare sales and support, we realized that the enterprise plan is a great choice that meets our high availability requirements, just as they suggested. Argo smart routing, one core feature included in the enterprise plan, can help us re-route the traffic during zonal network failures. The enhanced WAF rules can be even more accurate and effective in blocking the attackers. Beyond that, here are also several features that we can utilize to improve Subscan's accessibility and reliability.
## What Other Features Can the Cloudflare Enterprise Plan Offer to Us?
Opting into the Cloudflare enterprise plan will bring about other advantages besides higher availability.
For example, Argo smart routing promises an estimated increase of 30% in network latency.

Also, a relatively large proportion of Subscan users comes from mainland China, where Internet access can be unpredictable sometimes. With the Cloudflare enterprise plan, we can utilize their China network infrastructure to offer a faster and more reliable experience for visitors inside China.

The technical support for Cloudflare enterprise users is apparently better than other plans as well. We will be able to contact the support engineers, if there is any incident, via emails and even phone calls rather than just tickets. This allows us to become more proactive and advantageous in providing highly avaialble services to Subscan users in the Polkadot ecosystem.

## The Financial Support
We have received financial support from the Polkadot treasury during the past month, and such support proved fruitful. This proposal is for financing Subscan's upgrade to the Cloudflare enterprise plan, which amounts to 967 DOTs. This includes 5000 $USD per month, and 3 months in total (August 2021 ~ October 2021), according to the EMA30 price `1 DOT ≈ 15.5 $USD`.
