This Wish for Change requests the disbursal of the undistributed vDOT from Polkadot Referendum 1439 (DeFi Singularity) to the liquidity providers affected by the April 13, 2026 Hyperbridge Token Gateway exploit.

These vDOT are currently controlled by the Hyperbridge team and were meant to be distributed through Merkl as LP rewards, as agreed under Referendum 1439. Per the official 6-month DeFi Singularity report (March 26, 2026), only 336,593 vDOT of the 795,000 DOT allocation had been distributed.
Approximately 458,000 DOT remains undistributed. After the exploit, LP principal was drained from the compromised pools, and the vDOT meant as rewards remain undistributed on chain.

Approving this referendum expresses the community's will that the undistributed vDOT be disbursed proportionally to the affected LPs as soon as possible. In this way, funds currently available are passed to affected LPs without delay. The remainder of the debt to LPs would be completed as the clawback from decentralized and centralized exchanges concludes.

This referendum requires no funds from the Polkadot Treasury. It requests only the disbursal of funds already granted to Hyperbridge LPs under Referendum 1439, to the recipients for whom they were always intended.

LP debt takes seniority over theoretical future rewards from new campaigns. These funds were originally destined for LPs as rewards against principal they have now lost to the Hyperbridge exploit. Accordingly, these funds must not be used for new campaigns or rewards for fresh capital, and may only be spent after the LP debt has been settled.

At least two affected parties are willing to engage privately for now with @Gov Advisory Group, The W3F, PCF or the technical fellowship if needed in order to achieve this goal. The parties have already gotten in touch with some of these parties and are willing to engage.
