Dear Proposer,
Thank you for your proposal. Our first vote on this proposal is NAY.
The Small Spender track requires 50% participation and simple majority of non-abstain voters according to our voting policy v0.2, and any referendum in which the majority of members vote abstain receives an abstain vote. This proposal has received zero aye and five nay votes from ten available members. Below is a summary of our members' comments:
The voters expressed concerns about the proposed initiative, emphasizing the necessity for a monitoring entity to evaluate its effectiveness and adapt over time. Many highlighted the importance of coordination in marketing efforts, warning that without it, funds could be wasted. They suggested that marketing proposals should be directed to an existing marketing bounty, and some called for a review process to establish a track record before committing to significant funding reductions. Overall, the sentiment leaned towards caution and the need for oversight.

Truth DAO voted NAY.
Members felt that the proposal’s cost-benefit analysis was vague, lacking key performance indicators (e.g. readership and engagement targets), making it difficult to assess the actual value of the requested 70,000 USDT. There were also concerns about cost reasonableness, with some items priced significantly above market rates (e.g. 7,000 USDT per in-depth article, 10,000 USDT for a single Twitter Space).
That said, we also recognize the positive aspect—PANews has been a long-standing supporter of Polkadot in China, and enhancing JAM and Polkadot’s media visibility in the region would undoubtedly help strengthen the ecosystem’s influence.
Overall, we hope PANews will make adjustments and resubmit a revised proposal!

PolkaWorld’s initial vote on the proposal was NAY, with all members expressing opposition based on the following points:
On the positive side, PANews has been a longstanding supporter of Polkadot in China, and increasing JAM and Polkadot’s media exposure in China could certainly benefit the ecosystem’s influence.
However, given the current pricing structure and presentation of the proposal, we recommend the proposers consider adjusting the pricing and provide a more transparent and reasonable breakdown of costs to build long-term trust and support from the community.
