[Whitelisted Caller] Enable RFC103

This referendum enables the RFC103 feature in the relay chain runtime and if approved it will be enacted on 8th of Sep (Monday around 8:00 UTC) at block #27677196

Once enacted, the relay chain Elastic Scaling feature is complete and live! RFC103 is a PoV replay protection mechanism that is mandatory to be implemented by parachains that will use multiple cores.

We have successfully enabled RFC103 on Kusama with 569. More details can be found in this forum post.

This vote turns on a new feature called RFC103 for Polkadot.
It will start on September 8th at block 27677196.
RFC103 helps parachains use more than one core safely.
It is required for parachains that want to use elastic scaling.
The same feature was already turned on for Kusama.
More information is available in a forum post.
