Due to Gavin not being inducted on Fellowship as an active member (something all Fellowship members need to execute) referendum 814 did not execute successfully. Therefore, I am resubmitting the proposal (same track, same preimage):

Comment(s):
- Gav was originally meant to be seeded into the Fellowship at Rank 7. However, this could not happen as the manifesto specifies that induction at Rank 7 can only be done via the community vote: more specifically on Fellowship Admin track. For any members to be promoted to rank VII a vote from the community needs to happen.
- Gav's contributions to the ecosystem are invaluable and his work has shown a clear vision with regards to where Polkadot should be in the future, what the challenges and the opportunities are in the industry and how a truly unstoppable, scalable and interoperable network should look like.
Make sure to review the above and cast your vote!
