Establish a rule for "top up"
undestraning the proposal from top up a cuase of Dot token priece varation...
During the last month we have seen a lot of this type of proposals, from what I have seen in Polkadot mostly in the proposals as a community we have fulfilled the social contract of the top up due to the change of the price of the DOT token in negative. We have also seen how sometimes even another Top up is requested after having launched a first one so we see that asking for the Top up with the DOT token is NOT VIABLE.
That is why I think it would be better for the community that these Top ups are done in USDT/USDC stables.
Currently we have these referendums in progress to apply for a TOP UP, the price od DOT it´s 5.60$ so we will see new top up´s……..?

And here is the account where we have USDT/USDC for opengov with more than 7 Million dollars that we should to use for this type of proposals and not the DOT token because it does not solve the price variation
Another of the parameters that we should establish when we should do these top ups?
Perhaps content creators can carry out work and requesting their top up does not paralyze their activity in the long term, but large events could be harmed, or exaggeratedly large proposals or new users, we can fulfill this social contract by doing part of the work with the financing and then ask for that top up
Maybe it's easier to know when NOT to give this top up
Please do not see this as an attack on the proponents but as a measure in the face of price variation and take an example from the ref 831

comprender la propuesta desde la recarga por causa de la variación del precio del token Dot..
Durante el último mes hemos visto un gran cantidad de este tipo de propuestas, por lo que he visto en Polkadot mayormente en las propuestas como comunidad hemos cumplido el contrato social de los top up debido al cambio del precio del token DOT en negativo. hemos visto así mismo como en ocasiones se pide incluso otro Top up después de haber lanzado un primero por lo que vemos que pedir el Top up con el token de de DOT NO ES VIABLE
Es por eso que considero que sería mejor para la comunidad que estos Top up se realicen en stables USDT/USDC
Actualmente tenemos estos referendums en curso para solicitar un TOP UP .el precio de DOT es 5.60$ entonces veremos nuevas recargas……..?

Y esta es la cuenta dónde tenemos USDT/USDC para opengov con más de 7 Millones de dólares que deberíamos usar para este tipo de propuestas y no el token DOT porque no soluciona la variación del precio
Otro de los parametros que deberiamos establecer cuándo debemos hacer estos top up?
Quizás los creadores de contenido pueden ir realizando trabajo y pedir su top up no paraliza su actividad a largo plazo, pero grandes eventos si se podrían ver perjudicados, o propuestas exageradamente grandes o nuevos usuarios podemos cumplir este contrato social hacien do parte del trabajo con la financiación y luego pedir ese top up
Quizas en más fácil saber cunaod NO dar este top up
Porfavor no vea esto como un ataque a los proponentes si no como una medida ante la variacion del precio y tomar ejemplo del refrendum 831
