[Ref 896](https://polkadot.subsquare.io/referenda/896) failed because the pallet has a [hardcoded limit](https://github.com/paritytech/polkadot-sdk/blob/d2fd536/polkadot/runtime/parachains/src/hrmp.rs#L48). This updates the config to the limit value instead.
