If that had happened there would have been no funds for marketing for an entire month which would have been disastrous. This bounty is more mission based, it will try to identify the best opportunities for marketing as those opportunities arise. I personally believe it is more important to produce quality results and be effective rather than write extremely complicated and detailed proposals that only create problems and limitations later on.
