This proposal is about getting money to make weekly reports for Polkadot's P2P network. The ProbeLab team, which has worked with Protocol Labs for a long time, will make these reports. They have a lot of experience with libp2p and have helped it a lot.
The team collects data using a tool called Nebula Crawler. The reports will show how the network is doing and can be found on their website, probelab.io. The money for this project will be given by the Open Impact Foundation, which wants to help ProbeLab make the network better for Polkadot.
The ProbeLab team has been working on this for over a year and has paid for everything so far. They need help from the Polkadot community to keep doing this work. The cost for the reports is $20,000 to set up and $2,500 per month (or $30,000 per year). This money will be used to run the website, update the tools, and have an expert check the results every week. They will also post the reports on the Polkadot forum.

We agree with @ROTKO.NET here in regards of the need to have better insights at the p2p levels so the overall networking mechanism can be improved, however, the sample report shown is somehow too "executive" for the goal...
We are voting Aye with the expectation of seeing lees aggregated data in the report and more nitty-gritty analyses which are actionable (e.g. main causes for disconnection, problems in bidirectional reachability, peer discovery obstacles, aspects hindering network latencies, problems with old peer retention in tables, etc).. all of those seemingly complex enough and volatile enough that cannot be automated in a report like the one shown.
ALSO, IMPORTANT!: please make sure that your accounts have verified on-chain identities and that the decision deposit is also covered.
