The proposal in its current form mixes too many things together. Different milestones are described but charged as one package.

Even so, this proposal makes little to no sense for the Polkadot community to fund in its current (idea) stage.

If this referendum passes, it will prove yet again that the uncapped voting system OpenGov uses today is inherently flawed. At the moment, a single whale voted AYE on this ref for a total of 28M total votes, trumping all ~280 NAY wallet votes by more than 3X. This is not democracy. DAOs, DVs, and conviction voting do not fix this issue. We need to work on capping whale votes sooner than later, before the treasury is depleted due because a few bad actors are not acting in the best interest of Polkadot at large.
