Move 55k USDT & 55k USDC from old AH Treasury account to new AH Treasury account

This is a proposal to collect some "dust" from the old AH Treasury account.

Context

Pre AH migration, the old Treasury account on AH was 14xmwinmCEz6oRrFdczHKqHgWNMiCysE2KrA4jXXAAM1Eogk. After the Governance migration, the new Treasury account is 13UVJyLnbVp9RBZYFwFGyDvVd1y27Tt8tkntv6Q7JVPhFsTB.

The Treasury has an ongoing stablecoin acquisition campaign with Hydration, see Ref 1729. As part of this campaign, acquired USDT and USDC gets streamed from Hydration to the Treasury account.

I suspect that Hydration Governance changed their stream roughly in time with the Hub migration. But a small remainder of USDT & USDC got streamed to the old Treasury account: 55k USDT & 55k USDC.

These 110k USD in stables sit around as dust and need to be moved manually to the new Treasury Account

Proposal

The call data of the proposal will send all remaining USDT and USDC from the old account to the new account. To facilitate this we wrap the transfer in a utility.dispatchAs(oldAccount) and then utility.batchAll() two assets.transferAll() calls with the asset IDs 1337 and 1984.

The recipient is the new Treasury account.
