OpenGov submission of Motion 420 - Upstream funding Matrix.org Foundation

Dear community,

This is an OpenGov submission of motion 420 to help the Matrix.org foundation with upstream funding. The motion was originally submitted by council member Wei after the launch of OpenGov which may have attributed to lower than expected council voter turnout. Wei has articulated his argument for funding here and I agree with the testimonies quoted in the write-up.
