Paseo Testnet - Curator submission

Hi all,

Thanks to everyone that voted in favour of the Paseo testnet bounty — we believe that having a decentralised, community run testnet is not only an important step for Polkadot, but it also sets a blueprint of how the community can lead initatives.

This proposal is not requesting any funds and is only to set the curators for the Paseo Testnet bounty. The curators were already listed in the proposal, but I have made a shorter version for review, specifically for voting on this proposal.

There will be 4 proposed curators with a 3/4 threshold.
Curator members are: Birdo, Chaosdao Multisig (2/3), Erin Grasmick (Parity Devops), Wil Wade (Frequency).

The ChaosDao Multisig is made up of three key members from ChaosDao - they have been selected for their excellent participation in Polkadot governance and with other bounties like the events bounty. All child bounties to be paid will be voted on within ChaosDao governance and enacted by the multisig signers.
