Proposal: OpenZeppelin x Polkadot Ecosystem Growth Phase M3

This proposal is the third of four quarterly submissions by OpenZeppelin to accelerate the development and deployment of secure parachains in the Polkadot ecosystem. Since our last approval in January 2024, we have:

Completed the Generic Runtime and FRAME Pallets Development: The runtime has been audited by SR Labs, and all related documentation has been updated.
Community Engagement: Conducted over 10 meetings with existing parachain teams, validated ideas, and gathered feedback. Presented a workshops at Sub0 in Bangkok.

In this third phase (M3) we request the funding to:

Develop the Second Parachain Runtime Template: According to milestones and roadmap available on GitHub.
Engage Further with the Ecosystem: Continue our interactions and workshops to gather input and ensure our deliverables meet the needs of the Polkadot community.

We aim to maintain transparent progress and welcome community feedback to strengthen the Polkadot network.

OpenZeppelin is sharing its third plan to help build safe parachains for Polkadot.
They have finished important development work and had their work checked by experts.
They talked with parachain teams and gathered ideas to improve their project.
They plan to create a new template for parachains and share their work on GitHub.
OpenZeppelin wants to keep working with the community to make sure their ideas are helpful.
They are open to feedback to make Polkadot stronger.
This is part of their ongoing efforts to support the Polkadot ecosystem.
