Nay. This looks more like a reuse of existing work to me.
Majority work of contract library/standard belongs to Ethereum way before your polkadot cooperation.
The susbtrate library of yours, frankly speaking, does not worth the amount of spending you require, pure personal opinion.
The previous 4 proposals are funded already. So I do not see the reason for this extra $1.75M proposal.
Yes, OpenZeppelin is the most famous repo for all blockchain smart contract developers, but I doubt if it should be reason for this spending.
