Hey Everyone!

We’re honoured to propose the Polkadot Fast-Grants Bounty.

The purpose of this bounty is to fund the fast-grants programme for early-stage builders on Polkadot. This will be modelled on [Solana’s fast-grants](https://earn.superteam.fun/grants/) model with a similar goal, but for Polkadot: anyone who wants to build on Polkadot can get initial funding to do so.

**The problem (summarised)**

This bounty is a response to the following problems in the Polkadot builder funnel:

1.  Polkadot doesn’t have clear funding opportunities for very early-stage builders; and
2.  There is no fast way for developers inspired about Polkadot to get funding to build.

These are both holding back the Polkadot ecosystem, and other blockchains that have solved this are rapidly growing their developer base.

**The solution (summarised)**

The good news is that the answer to the above problems is simple:

1.  A clear programme for early-stage builders to get funding (up to $10,000 each); and
2.  Approvals made as fast as within 72 hours

**Curators**

The curators have deep, sector-specific experience across the Polkadot and builder ecosystems, and are strongly positioned to steward this bounty. The multisig will be a 3 out of 5:

**Community feedback**

Thank you to everyone who helped shape this bounty, from the discussions we had on our previous post, to those who gave feedback live when we presented on AAG for that earlier discussion post (the recording for which is available [here](https://x.com/TheKusamarian/status/1852636778336760314)).

We’ve reviewed it all in detail as curators, and are delighted to have updated our proposal taking into account your feedback.

The main points/questions from the community were:

1.  How will success be measured
2.  How many projects will be funded (and for how much)
3.  What expertise the curators have to manage the bounty

In summary, we have:

1.  Reduced the bounty size by half (to demonstrate success first)
2.  Clarified the definition of what success looks like
3.  Made clear that this is not an EasyA bounty, but an ecosystem-wide one which will benefit the whole community and has a broad base of support (EasyA is just one of the proponents)
4.  Confirmed the types of projects which will be funded

**Executive summary**

Summarised in 5 points, this bounty is:

1.  **Fast:** Because we don’t want people to dismiss Polkadot for other ecosystems
2.  **Retroactive:** So builders can’t leave with the funds without delivering
3.  **Milestone-based:** So we can ensure developers are building what we want to see on Polkadot
4.  **Low-risk:** If there aren’t enough satisfactory projects to fund, the bounty will simply be returned
5.  **First point of contact:** Designed to open opportunities and a way into Polkadot (not designed to be the last point of contact).

This includes more detail on the differences between this Bounty and the others that already exist, how it will work with those ecosystems, success metrics, budget, the Bounty manifesto, and other important information.

This bounty will benefit the whole Polkadot ecosystem, including programmes further downstream, producing top talent for bounties like the Dot Play and Open Source Developer Grants Bounty, with whom we are collaborating closely. Importantly, this bounty is synergistic with, and different from, the other active bounties.

We will be presenting on the upcoming AAGs to share more about our vision for the Fast-Grants Bounty as well as answer any questions the community have, and we would also be delighted to have your feedback here.

**Polkadot Fast-Grants Bounty Summary**

Polkadot Fast-Grants Bounty

We propose the establishment of an Open Source Developer Grants Program to support individuals and small teams in developing open-source software for the Polkadot ecosystem. This initiative aims to fund up to 15 projects with grants of up to $30,000 each, focusing on those with a proven background in open-source software development. Projects can include proofs of concept, general-purpose libraries, or full-scale dApps that benefit the Polkadot ecosystem.
The primary goal of this bounty is to streamline the grant process for applicants, providing an alternative to the W3F Grants Program and traditional treasury funding. By consolidating the discussion, evaluation, and processing of technical proposals into the hands of curators, we aim to create a more accountable and effective decision-making process. Unlike the W3F Grants Program, which is managed solely by the foundation, this bounty will feature multiple community curators, offering varied perspectives on funding open-source development. The milestone-based payment system ensures continuous feedback, allowing curators and teams to adapt their work to meet community expectations.

Good to know:

- Payments will be milestone-based and only made after review. We expect applicants to present a long-term perspective on the project.
- Only open-source software development is funded - no tangential costs like marketing, events, audits, etc.
- The beneficiaries of the grant must successfully go through a KYC/KYB check during the application phase to be eligible.
- We do not award grants for projects that have been the object of a successful token sale.

- A new program will give money to people who make free, open computer programs for Polkadot.
- Up to 15 projects can get up to $30,000 each.

Open Source Developer Grants Program

**Summary:**
The IBP, a collective of independent infrastructure service providers, aims to become the main ecosystem RPC and 'IT department' by providing infrastructure related services to the Polkadot ecosystem and all parachains. The unique design of the IBP creates a globally distributed and resilient ecosystem service provider. By offering RPC services to parachain teams we want to make it more lucrative for new projects to build on Polkadot and existing teams to purely focus on building.


The program is a specialized initiative to enhance the decentralized infrastructure of the Polkadot and Kusama network. It establishes a resilient, globally distributed setup for the core infrastructure services. All services are deployed on infrastructure owned by its members, removing value extraction by unnecessary intermediaries. 

**!Note!:**
The requested amount is set up as a bounty with 5 Polkadot native curators where costs are only paid retroactively. The charge of the hereby stated proposal only occurs in the case of full Polkadot adoption where the scale of deployment would mean:
- \>1140 RPC nodes (across 15 datacenters)
- \>37 Billion requests a month (across relay and parachains)

RPC services are **all paid retroactively** for delivered services monthly by USD value.

**Summary:**

Infrastructure Builders Program

Bridges enable transferring data, assets, and more between multiple chains. Due to their pivotal role and high transaction volumes, they have simultaneously become a hotspot for malicious activities. When exploited, these breaches can lead to significant impact including financial losses.

This proposal aims to ensure the utmost security of the bridges and promote community involvement by implementing a Security Bug Bounty Program. While all developers involved work hard to ensure the software and protocols built are bug-free, secure by design, and third-party code audits have been already performed, it is recognised security best practices to complement this. That’s why Polkadot and Kusama need community and bug bounty hunters to help to identify security vulnerabilities that could cause impact from all the severity levels before it is widely used and adopted.

To support this, the Bug Bounty participants are provided with many context details in the full proposal [attached](https://docs.google.com/document/d/1j-Nb7FYgSJpChgbvkbkHCM_dsjENhrh4Vqc4rNsmNGY/edit#heading=h.v6is2ta0txr1), including a threat model of the scope.

As a security vulnerability in the bridge can impact both the source and destination blockchains, a mirror bounty is raised on Kusama and Polkadot

- Bridges help move data and assets between different blockchain networks.
- They are important but can also be targets for hackers.
- When hackers exploit these bridges, it can cause big money problems.
- A plan is proposed to make these bridges safer by starting a Security Bug Bounty Program.
- This program encourages community members to find security issues before they become serious.
- Polkadot and Kusama are asking for help from bug hunters to keep the bridges secure.
- Participants in the Bug Bounty Program will get important information to help them. 
- Protecting the bridges is essential for both source and destination blockchains.

The goal of this Bounty is to incentivize and reward indie developers to build games on Polkadot.

The idea is that UNLIKE CLASSICAL STARTUP funding that is usually done by VCs and requires an incredible amount of due diligence and expertise because of:

- the vast scope of potential problems and solutions being tackled by the various startups
- the high uncertainty regarding the reliability and the ability to execute of the team
- the complexity of different business plans based on specific bets on future market trends



DEVELOPING GAMES is a lot more predictable and it is a lot easier to assess what the cost should be and the ability to execute of the team.

Those games can be highly valuable to the ecosystem especially if they are tightly integrated with the chain.

It is easy to assess the ability of a team to produce a game just by looking at previous work. It is also easy to assess the cost because it is only cost of development and not cost of creating a complete business.

It is also easy to pay in small milestones minimizing the risk. You do not need to give large amounts of money at high valuations to people and let them play with the money, you just pay incrementally as the game gets developed and you see the development happening.

Basically classical VC investing is a lot less linear but game development is quite linear, you can really pay as the game is being developed, understand the costs incurred, predict the time to completion, assess the quality objectively, etc

The idea is that game development is a specific niche that does not require the deep expertise of the VCs and can also provide a very strong adoption of the underlying blockchain Polkadot.

I believe that we can seed and fund incrementally indie game developers with minimal risk and potentially high upside for the ecosystem.

The purpose of this bounty is to be able to do this.

The list of curators has not been defined yet and will be defined in the next referendum.

I am discussing with different credible curators and will finalize the list hopefully in 1-2 weeks.

I am posting the bounty just to ensure that we can start deploying capital as soon as possible. Of course the community is always free to reject the list of curators once it is proposed

- A new bounty is set up to help indie game developers create games on Polkadot.
- It focuses on giving rewards for game development, which is easier to evaluate than regular startup funding.
- Game development costs can be more predictable, and teams can be assessed by their previous work.
- Payments will be made step by step as the game is being built, reducing risks.
- This approach aims to strengthen the Polkadot blockchain while supporting indie developers.
- A list of people who will help choose projects (curators) will be decided soon.
- The community will have a chance to agree or disagree with the chosen curators later.

Games Bounty

Currently, there are two testnets in the Polkadot ecosystem, both being paid for, serviced, and run by Parity: Westend, and Rococo. As a result of the decentralization of Parity, Rococo will be decommissioned in 2024 leaving a gap in Polkadot testnet offering. This gave us a chance to reimagine how a community run testnet would operate, who would maintain it, and what support would be available for new and existing developers building in Polkadot.

A dedicated group of ecosystem agents from Portico, Amforc, Dwellir, Paradox, R0GUE, StakePlus, and Zondax played a key role in the testnet's development, spending 2+ months of personal costs in late 2023, leading to its launch on December 22nd, 2023. Portico and R0GUE are made up of individuals from the Parity “Delivery Services” team who have had vast experience running Rococo over the last 2+ years. 

The new developer testnet, ‘Paseo’ has subsequently launched in late 2023 and is seeking 125,018 DOT ($850,000) from the treasury to operate and run for 1 year (Jan 2024 to Dec 2024). These funds will be managed via a bounty and paid to individuals quartlery in advance, over the 12-month funding period.  
  

This testnet is planned to receive updates just before Polkadot, rather than earlier than Kusama - conceptually making it more stable than Westend and closer to Polkadot in terms of code. It will allow new teams an easy environment to build and deploy, where the development environment of the testnet closely matches production (Polkadot). For dapp teams building on existing Parachains, these parachains can test and run their chains on Paseo, giving them greater confidence to deploy to Polkadot, offering greater stability to the dapp teams. Anyone can deploy here, not just parachain teams, opening up the ability for new builders and teams wanting to experiment with building their own appchain.  
  

This proposal outlines a bounty to manage the following:

1.  Setting up and maintaining the testnet - including upgrading the testnet relay chain runtime as per updates from the fellowship.
    
2.  Maintaining required system chains and upgrading the runtime as per updates from the fellowship. The system chains managed will be Assethub, Coretime, and Bridgehub for the initial launch. 
    
3.  Developer community management and technical support
    
4.  Hardware to run the network - collators for system chains, validators, RPC services, logging, etc

- There are two testnets in the Polkadot system: Westend and Rococo.
- Rococo will close in 2024, which creates a need for a new testnet.
- A new testnet called "Paseo" launched on December 22, 2023.
- Paseo is being developed by a group of teams working together.
- They want $850,000 to run Paseo for one year.
- Paseo will help new teams build and test their apps easily.
- It will be updated to be more stable and similar to Polkadot.
- Anyone can use Paseo, not just teams who already have parachains.

Paseo - Developer Testnet Funding

**_Context of the Proposal_**

This proposal is curated by reputable parachain founders and Polkadot builders who have been active contributors to the Polkadot ecosystem since its inception. With the experience of building in Polkadot and a deep understanding of how DeFi works across other ecosystems, we’ve identified two of the most crucial gaps that have dragged Polkadot’s DeFi ecosystem back; the lack of unified infrastructure and tooling in Polkadot.

_Infrastructure_

Parity's BD team, which was previously responsible for bringing essential infrastructure to the ecosystem, was tasked with directing those infrastructure teams (i.e CEXs, Onramps, Oracles, etc) to the Polkadot treasury for their integration fees. However, Polkadot doesn’t present the most compelling business case due to its low liquidity and user numbers in addition to the perceived complexity of integrating Substrate compared to EVM chains. The added challenges of navigating the on-chain treasury as an outsider further compounded the problems of convincing them to join the ecosystem.

This leaves a DeFi ecosystem that lacks channels of entry for liquidity and outside users and prevents teams on Polkadot to reach their full potential.

_Tooling_

In the current state, teams independently approach the treasury through referendums to secure funding for what they believe are the right solutions to the problems they've identified. However, this approach poses numerous challenges such as the unconventional ways to access funding, not implementing the ideal solution to a specific problem, and the misaligned incentives by receiving payment before the work is delivered.

In addition to the above, there are a lot of resources or teams that aren't incentivized to take a stab at solving the biggest ecosystem problems. One example of this is Parity's Delivery Service Partners Program (DSP) which includes more than 15 substrate development teams mostly focused around runtime development and parachain deployments. Unfortunately, their level of activity has remained relatively low given that the parachain pipeline was affected during the bear market. With the right structure in place, these DSP teams could take initiative to tackle some of the most pressing ecosystem gaps with a group of experts that guides them, provides feedback, provides funding and supports them with GTM initiatives to get the tools adopted across the ecosystem. It would help in funnel engineering resources where the ecosystem needs it most and provide the tooling necessary to improve DeFi specific and general UX and DevEx

**_Proposed Solution_**

This bounty proposal aims to empower both builders and infrastructure providers by establishing the right mechanisms and incentive structures to streamline the development and integration of key missing pieces. A curator set, predominantly consisting of technical parachain founders, will provide clear development guidelines for tooling and infrastructure through Request for Proposals (RFPs), review and assess milestones/deliverables and subsequently provide retroactive funding from the treasury upon successful delivery. The success of this bounty not only signifies addressing the tooling and infra gaps but also incentivizes teams from outside our ecosystem to come and contribute to Polkadot's growth.

Velocity Labs will support most of the effort for this bounty and will be accompanied by leaders from the following teams:

We think this curator set is well equipped to provide the right expertise and set the right direction for the bounty. They will also play a pivotal role in overseeing the solutions and integrations resulting from the bounty and ensuring the proper allocation of funds.

This proposal is about helping Polkadot's DeFi ecosystem grow by fixing two big problems: not having enough infrastructure and tooling. Infrastructure is like the foundation that supports the whole system, and tooling are the tools people use to build and use the system. 

Right now, it's hard for new teams and users to join Polkadot because it's not easy to get the money and tools they need. Also, teams are not sure how to get money for their ideas, and sometimes they don't fix the right problems. 

The people who made this proposal want to bring in more builders and infrastructure providers by creating a group of experts. This group will give clear instructions on what to build, check if the work is done well, and give money from the treasury if the work is successful. 

The group will be made up of people from different teams, like Velocity Labs, Moonbeam, Acala, and more. They will help make sure the right things get built and the money is spent in the right way.

System Parachains Collator Bounty

_This is a joint-proposal by [BlockOps](https://blockops.network/), [Dwellir](https://dwellir.com), [LuckyFriday](https://luckyfriday.io/), [OnFinality](https://onfinality.io/), [RadiumBlock](https://radiumblock.com/), [RockX](https://www.rockx.com/), and [Stakeworld](https://stakeworld.io/). Valuable input to this proposal has also been made by the proposed curators._

**TL;DR:**

This proposal outlines a procurement strategy for public RPC services in Polkadot and Kusama ecosystems, aiming for high-quality, decentralized, and cost-effective services. ### Introduction

This proposal aims to implement a procurement strategy for public RPC services in the Polkadot and Kusama ecosystems. The goal is to ensure high-quality, decentralized, and cost-effective services for essential applications like Polkadot.JS and wallets. The need for robust public infrastructure was emphasized during Polkadot Decoded discussions.

### Problem Statement

Reliable public RPC services are crucial for the growth of the Polkadot and Kusama ecosystems. Existing applications, such as Polkadot.js.org and Nova Wallet, require optimal functioning for an enhanced user experience. The proposal addresses the challenge of balancing service provision with sustainable treasury spending. It acknowledges the evolving role of light clients and the continued need for RPCs and bootnodes.

### Proposed Strategy

The procurement strategy aims to optimize quality of service, sustainable cost, decentralization, and simplicity. Key definitions, such as curators, independent RPC monitoring, system chains, and qualified RPC providers, are outlined. Quality of Service Reports and Service Agreements form essential components, with predefined standards and penalties for non-compliance.

### Tender Submission and Evaluation

A transparent process is proposed for RPC providers to submit tenders, with defined standards of service. Two potential options for tenders are presented: one focusing on cost targets and the other on predefined service levels. The curators, responsible for evaluation, scoring, and public announcement of selected providers, will ensure transparency and community involvement.

### Operations Phase

RPC providers awarded service agreements are obligated to provide services throughout the six-month operations phase. Independent RPC monitoring will assess performance, and metrics will be made public. Providers will be paid monthly in arrears based on the EMA7 day average price of DOT/KSM.

### Budget and Costings

The proposed budget for the program is $400,000, providing a 12-month runway for assessment. Funding will be split between Polkadot and Kusama treasuries, with curator payments of $350 per month from the Polkadot portion. **Polkadot Bounty**

This specifc bounty is to cover the Polkadot related chains, and Westend & Rococo. This bounty proposal also covers the costs for the stipends to the curators, and also the external monitoring.  EMA7 $5.89/DOT was used to calculate $265,542.86 to 45,083.68DOT.

Bounty Proposal for Public RPCs for Relay and System Chains

This [bounty proposal](https://docs.google.com/document/d/1dLvzMgP8-BFg25Y1eK1PF6sv5SpN0SbktGkPvUkPSbk/edit?usp=sharing) aims to provide an incentive to authorized Polkadot Moderators for their round-the-clock contribution and support to the communities.

The Community Moderation Team is a group of Ambassadors from the Polkadot and Kusama communities. The team originated as unpaid volunteers, after which they were occasionally tipped by the Kusama treasury. Later on, a bounty was [requested](https://kusama.polkassembly.io/bounty/14) and [funded](https://kusama.polkassembly.io/motion/528) on Kusama in August 2022) and [topped up](https://kusama.subsquare.io/referenda/referendum/29) thereafter (in January 2023). Within the original roadmap, there were plans to migrate to Polkadot after the structure and evaluation mechanism matured.

The Community Moderators provide a dedicated daily service, actively monitoring new member joinings to ensure the community is protected from fraudsters. They guide users with first-line direction and support while promptly identifying and regulating or banning obvious scammers to maintain a safe environment for all.

Since the beginning of the bounty on Kusama, the structure and review system of the moderation team activities have improved significantly. A couple of changes have been made to help improve the objectivity of reviews and rewards and better understand how large the team needs to be to sustain the various platforms, etc.

The team comprises thirteen **(13)** members with a significant level of involvement in the ecosystem. This ensures that they are able to keep abreast with recent advancements in the ecosystem and can effectively assist the community as needed. In light of extending responsibilities to the Polkadot Forum, this estimates an average of four Moderators per platform per day including overlaps. This implies a **six-hour** shift to attain 24-hour coverage for all the platforms. Despite this, only **two hours** of work per day will be rewarded in line with previous top-ups. We're also extending our moderatorial activities to the Polkadot forum and Polkassembly. Based on the number of platforms that are being (and will be) moderated and given that the aim is to monitor the official channels on a 24/7 basis across all time zones, we have determined that thirteen (13) is the minimum optimal team size.

This bounty proposes a 6-month budget of $112,320 (25,004.45 DOT) to support 15 hours of work per week for each moderator for the period of August 2023 to January 2024. The EMA-7 rate for conversion ($4.492/DOT) was taken on the 26th of August 2023.

Polkadot Assurance Legion Bounty

The Events Bounty has been established to fund several activities in the ecosystem:

The Events Bounty is a program that helps fund activities related to Polkadot, like meetups, hackathons, and other events. It also helps with travel for business and speakers. Community Events Reward Bounty with Child-Bounty Distribution

### Purpose of the bounty

Scams are plaguing our ecosystem, as they do the entire industry. However, as a community, we have shown time and again that we take scams seriously and strive to create a safe ecosystem for users. 

This bounty proposal aims to incentivise the community, both individuals and companies, to fight against scams and protect users from falling for them. We believe that anti-scam response should be a community endeavour and this is what this proposal aims to build.

This proposal expands on the community initiative targeting scam sites that has been ongoing for several months now with high levels of success. However, the current initiative is focused only on scam sites, while overlooking other aspects of scam fighting where we could be doing more. 

With this proposal we aim to create a holistic solution that addresses the problem from several aspects, while bringing awareness to the community, and educating users, of both the problems and the efforts to address them. The bounty for this proposal is meant to be open-ended, with the funds being distributed through child bounties that cover several aspects of the anti-scam response.

The tasks described in the child bounties utilise mostly off-chain tools and processes, but it is the goal of this initiative to evolve to bring as much of that as possible on-chain. These tasks came from feedback from the community and the experience garnered from the current initiative.

The child bounties will be opened gradually as potential implementers come forward, and more will almost certainly be added along the way. They are described in this proposal with varying levels of details, but all parameters of each child bounty, in terms of implementation, participation and rewards, will be defined in detail before the child bounty is opened.

And because this is an evolving process, changes to the bounties are almost certain as we gain more experience and get more feedback from the community. But the three main evolution goals of this initiative are:

- To move it on-chain as much as possible
- To have it being driven and coordinated exclusively by the community
- To become an anti-scam umbrella over the broader Polkadot ecosystem, covering parachains, other relay chains and projects 

Finally, all rewards are subject to change as we evaluate the efforts needed, receive feedback from implementers, curators and the community at large, and in case the price of DOT is very low or very high for prolonged periods of time.
