The event was scaled down, but the organizer still lost 46.1 DOT due to a technical error. The organizer, Tomi, is a Polkadot Ambassador in Finland who has been actively promoting the network and is now asking the community to reimburse the lost DOT.

This proposal seeks to **recover 46.1 DOT lost due to a technical error** while pursuing a local Polkadot event. The event aimed to foster XR, AI, and Web3 collaboration in Finland but faced unexpected funding roadblocks due to discontinuation of advertised [Events Bounty](https://web3foundation.notion.site/Bounty-17-Community-Events-V2-45f16ac6c17b4d158ddcfee96f564561) support.

The [original proposal](https://drive.google.com/file/d/1GeGKg4Dx7fu21-pUdSCLVeoyjW7CCPgM/view?usp=sharing) (596 DOT) was for a launch event (an extraordinary event) that would be on a cool venue and set the stage for an extended hackathon and a series of recurring meetings, culminating in a Slush side event in November 2024.

Due to the feedback from the Events Bounty curators, the event was scaled down, the venue was changed to smaller, the catering was reduced, the organiser fees were cut and the prizes to activate participants were slashed.

The [revised proposal](https://drive.google.com/file/d/1Oxn1EjenzL9_1obFh5U0CPofCGFkati_/view?usp=sharing) was for merely 310 DOT. Since the Polkadot community in Finland is non-existing, the practicalities were to be organised by a student group (XES) that was eager to learn more and spread the Polkadot vibes to their entrepreneurial membership. As an ambassador, I helped them to set up the practicalities, to be able to receive the funding. For this, I had to give them 1.1 DOT existential deposit and lock up 45 DOT to pay for the multisig and pure proxy identity verification.

Although we had submitted the application well in advance, we now started to run out of time. After multiple queries, we heard nothing from the Events Bounty. Ultimately, we had no choice but to pull the application. Then, we finally got a response: “_The Bounty has been in some flux as we prepare for either a renewal or a wind-down of operations._” This possibility, that the entire bounty was about to be discontinued, was not communicated to us earlier and we had been waiting in vain.

I was frustrated, fatigued and under a lot of pressure. This led me to make a technical error with polkadot.js and caused the locked up DOT to be lost. I immediately asked for help on Polkadot Watercooler channel (Element) and, after a call with Radha from Web3 Foundation, got confirmation that the funds cannot be retrieved, even if Subscan still shows the pure proxy as active. These are the accounts in question:

Polkadot-API: Apr-Jul development financing

On December 29, 2023, Ryan received a message from Chris, also known as "Learn Polkadot," who is the Head Ambassador of North America. Chris asked Ryan if he would be interested in bringing the Indy 500 opportunity to their community, and Ryan agreed. After many meetings, they successfully got the project live on the blockchain. Chris also helped rally DOT token holders to replace funds for the race team. Ryan is impressed with Chris' work on the Inter Miami deal and believes these marketing opportunities will bring attention to their ecosystem. Chris has never received any tips from the treasury, and Ryan hopes other DOT token holders will vote in favor of this tip for "Learn Polkadot" to celebrate his contributions.

On December 29th, 2023, I received a DM from Chris, aka "Learn Polkadot." He is the Head Ambassador of North America and was instrumental in helping me throw my first Polkadot Decoded watch party earlier in the year. He asked me if I would be interested in trying to bring the Indy 500 opportunity to our community, and I excitedly said yes.

After many meetings with Andrew, Conor, and others, we finally got [Ref 514](514) live on chain. Then, after the treasury payout snafu, he helped Jay and I rally DOT token holders so that we could get the replacement [Ref 616](616) passed in record time to replace the funds and help make the race team whole in time for the race.

And though I had no hand in the Inter Miami deal ([Ref 644](644)), I am genuinely impressed and exceedingly grateful that Chris helped orchestrate this deal as well. I ardently believe that both of these marketing opportunities will bring a lot of attention to our incredible ecosystem, something that I personally believe is sorely lacking here in the United States.

As far as I am aware, Chris has never received any tips from the treasury, and certainly not for spearheading these two incredible opportunities. Moreover, he has been a stalwart ecosystem agent by getting involved in the early years of the network. While he may not be the most public facing Polkadot promoter, it is amply evident that he has the chops to help pull important strings behind the scenes (let alone acting as our on-the-ground reporter the day of the Indycar reveal about a month ago).

For these reasons and many more, I hope that other DOT token holders will join me in celebrating these recent successes, as well as his prior contributions across many years, by voting AYE on this tip for "Learn Polkadot."

## Summary

This proposal will support Ecosystem Agent Yung Beef to improve Polkadot’s presence in the U.S., discover new integration opportunities, and insert Polkadot into the minds of some of the U.S.’s foremost blockchain policy advocates. This will be accomplished in part through sponsoring the Texas Blockchain Council at the Executive Partner level, creating a stepping stone to further opportunities around the U.S.

**Amount requested: $170,000 plus another $17,000 for price volatility for a total of $187,000. Any extra DOT will be returned to the treasury, based on the DOT price when the funds are received.**

Many ecosystem members have discussed how Polkadot is lacking a suitable presence in the U.S. As we’ve seen from the results of the U.S. based Bitcoin ETFs launching, **results in The United States can and will have an impact around the world.**

As an ecosystem member for over 3 years, with an advanced understanding of the Polkadot ecosystem and its needs, I am well positioned to represent Polkadot in the push towards relevance in the U.S., provide education around Polkadot and its strengths, facilitate connections between interested parties and teams in Polkadot, and provide input on policy creation that would benefit the ecosystem.

Partnering with the Texas Blockchain Council (TBC) will enter Polkadot into the minds of those working on **favorable regulations** and provide networking and integration opportunities with teams in Texas, **elsewhere in the U.S.**, and around the world.

I will start by focusing on maximizing the value of our partnership with TBC.
