Hello! Cris_Pap here. I want to tell you about some changes in PolkadotJs. Now, when you ask for DOT, you need to add 10 extra zeros, not 12. 

Before, we used a thing called "treasury->spend(amount, beneficiary)" but it's gone now. Instead, we use "spendLocal(amount, beneficiary)". There's also a new thing called "spend(assetKind, amount, beneficiary, validForm)" which might be about a new payment way, but I don't know how to use it yet.

Big Tipper Proposal: ETHDenver Official Afterparty (Bash) Polkadot Airdrop 

DOT LATAM DAY is a special event about Polkadot, a big computer network, in Latin America. This year, it was held online on December 15th because the main event, Polkadot LATAM DAY, was postponed to 2024. The event was planned very quickly, in less than a month, but it went well without any big problems.

There were two virtual stages with 66 guests talking about Polkadot in Spanish and Portuguese. They had 45 different talks and discussions that lasted for over 20 hours. Many people watched these talks on YouTube, with a total of 1,212 views.

DOT LATAM DAY is a spin-off of Polkadot LATAM DAY, the ecosystem's main in-person event in Latin America. This year Polkadot LATAM DAY had to be postponed to 2024 and this would mean a break with the tradition of always holding a major broadcast on December 15th with the presence of everyone who is making a difference in the development of the ecosystem in Latin America.

Due to this setback, we held this first edition of DOT LATAM DAY as a pre-launch event for Polkadot LATAM DAY itself. Formatted as a return to origins. That is, 100% online and LIVE via streaming.

It is important to highlight that the entire production of the event took place in less than a month, more precisely between November 26th and December 15th, which required the core team to undertake a radical race against time so that everything took place as planned and without last minute surprises.

All this effort was worth it because we had an event with impeccable timing and even with schedule adjustments until the last moment, we were able to resolve all the unforeseen situations that occurred without compromising the broadcasts, which took place LIVE.

**Overview**

This is a retroactive proposal for creating and publishing educational materials around the state of OpenGov, leading discussions, and introducing how to advance it. Polkadot OpenGov is fairly young and ecosystem participants need more experience in open and collective governance. Our material has contributed to onboarding users into the OpenGov mindset and exposed participants to more structured theories around OpenGov.

**Educational Content**

We published two educational OpenGov videos of 34 minutes each.

1.  [Coalitions and Opposition](https://youtu.be/C4pecS-MRzc?si=RFnAfdau71paU2ix) reflected on the topic of formulating a strategic mindset around governance strategies and explained the model of Giotto’s “Autonomous Marketing Initiative” (AMI). The philosophy behind, as well as the strategic and tactical components of AMI, are summarized, mental frameworks on how to make decisions and formulate personal decision criteria are reflected. The video concludes with a discussion about how coalitions and opposition might form in the future.
2.  [The Future of OpenGov](https://youtu.be/5Mz5gB-DBHg?si=3tS9Fd1RBfVtltYo) presents a framework on how to evolve OpenGov. We introduce a differentiation of legislative (”What should we do?”, expressed as on-chain voting) and executive (”How do we do it?”, expressed by the implementation of funded participants) and flesh out how each existing and some future components of OpenGov can be considered under this view. We show how OpenGov as practiced today works and where participants can join the process. We introduce additional mental models that help participants understand Governance.

We pushed users to reflect on the presented materials in several discussions

-   To highlight how current discussions can lead to governance action, we opened the discussion on one of the main issues in the Polkadot ecosystem: [Developer Experience must be our #1 priority](https://forum.polkadot.network/t/developer-experience-must-be-our-1-priority/3957) is among the top engaged threads on Polkadot Forums. Strategically published before Sub0, it spawned many discussions on-site and led ecosystem agents to contribute to a [shared list of perceived issues](../264b338f38184248acbf630879f8386f?pvs=25) that can be picked up for future initiatives and bounties

**Impact**

-   We reflected on Giotto’s current governance discourse and embedded our educational materials into the conversation ([example](https://twitter.com/alice_und_bob/status/1739613884955119936)). The public discourse with Giotto ([here](https://twitter.com/giottodf/status/1739683755768287293)) was interweaved with his formulation of the current expert groups.
-   The general direction in the written and video content provided governance participants with varying perspectives on the establishment of different coalitions and initiatives within the socio-political sphere of Polkadot OpenGov. We also think that the [The Future of OpenGov](https://youtu.be/C4pecS-MRzc?si=PPmWLeaZ2skvCBpw) in this proposal greatly helped the Polkadot community to understand the efforts of the Autonomous Marketing Initiative and enabled further community engagement around the ideas of reforming the marketing efforts of the Polkadot brand in general.

Our report provides a structural perspective on the management of treasury funds and paving the way for a more proactive approach to future spending proposals. The report also shows that popular assumptions on treasury spending such as ‘marketing being the biggest category of spend’ are mainly based on misinformation.

**Discussion**

Polkadot is the biggest DAO on the earth and we think it will require systematic planning and documentation on important issues such as treasury spending. Our initial report on treasury spending is a great example of how we can approach this in an analytical way that is based on truth. But to lead the conversation about how future spending is best coordinated, we have proposed a way towards a Treasury Budget.

Our channel, Verbo da Sabedoria, has made its mark by producing high-quality, impactful content for the Portuguese community in Polkadot. However, to continue expanding and enhancing our reach, we require funding. Here are the reasons why investing in our channel is pivotal.

Educational: If our channel has an educational bent, funding will allow us to produce content that not only entertains, but also educates and informs audiences, making a positive contribution to Polkadot beginners and enthusiasts alike.

The MEETUP multichain event was a success in my perception. A total of 39 people attended the event. We distributed gifts to the participants, including t-shirts and stickers. We also talked about Polkadot to the general public and had a good time discussing with other networks like Filecoin, Algorand, Near, Hedera, and Zcash.

Unfortunately, not everyone stayed until the end for the final Photo because the presentations went on until 10:30 PM. However, I have posted the list of confirmed attendees, and you can look at the files for all photos and testimonials from randomly selected participants here:
