I am also a Polkadot Blockchain Academy 2023 (Berkeley edition) alumnus.

I am currently building a mobile wallet for all Substrate based chains written in c#. It is called **PlutoWallet** and it is fully open-sourced here: https://github.com/rostislavLitovkin/plutowallet.

There are many different wallets and they all try to say the same thing - that they have the best UI/UX. All they mean is that they are simple to use and that they are pleasing to look at. Does that mean that they are the best?

It is with great pleasure that we write to you today and introduce our proposal for Polkadot IRL ADS Campaign #1 - Out of Home Digital Billboards

Out of home advertising is a very classic form of advertising - one of the major ad verticals in existence. Using well placed, strategic advertisements, target audiences can be reached in various locations, at all times in the day. We believe this concept can work very well in promoting the Polkadot brand, eventually scaling to a global level of reach. Our first proposal is focused on the busy streets and transit hubs of Toronto, Canada via digital billboards & signage.

We have chosen Toronto, Canada as the first test-run due to its high population density (2.9M), diverse and available number of startup / tech companies, leniency towards advertising with an ‘investment’ angle - and a generally highly organized ecosystem of well placed digital billboards.


**THE CAMPAIGN**.

In order to obtain the best delivery, we consulted with multiple media agencies who offer placement services, and after careful deliberation we have secured a media buying agency that is willing to test our first campaign at a very affordable cost.

The campaign will run for 3 weeks, with preferred placements around major train stations including Union Square, high foot traffic areas including Yonge & Dundas Square as well as the Eatons Centre Mall, and finally, along the streets in the Financial District of Downtown Toronto. Approximate impressions from the placements is projected at 1.17M views for the duration of this campaign.

*We intended to land on a native Polkadot wallet as well (Nova), however at this time we have not received a solid confirmation - hopefully in the future this will change. 
**We also would like to eventually create an affiliate link for Kraken signups for two reasons. One, to track the number of conversions. Two, donating the proceeds to charity - we are already in discussions with a Polkadot based project for this in the future.


**THE SPECS.**
There are a total of 19 locations with this specific agency that are available to place this media. We have requested to focus on a select few, as mentioned above. The signage ranges in sizes and shape with the most generic sizing being approx 68”H x 47”W inches or 5.65 X 3.9 Feet. Good to note that since these are digital boards, they will also be very visible and eye-catching in the night as well.

**Since the vendors must be paid, any DOT funding must be sold on the open market in order to cover vendor costs. Until vendors are willing to accept DOT or USDC (we offered), we will have to plan this way. This method has tax implications, hence the tax coverage portion in the fund.


**CONCLUSION & NEXT STEPS.**

From this preliminary test we plan to learn more about the landscape of advertising the Polkadot brand, track metrics and QR scans where we can, foster new partnerships with media buyers in other tech focused cities and finally, scale these campaigns into larger, more robust projects with further trackable metrics and focused themes.

Financial Support for Polkadot Blockchain Academy (PBA).

sub0 - The Polkadot Developers Conference is the conference for developers building at every level of the Polkadot tech stack — from custom layer-1 blockchains to dApps and smart contracts, infrastructure, tooling, cross-chain interoperability solutions, and more.

In 2024 sub0 will make its debut as a regional edition for Asia and is seeking funding from Polkadot Treasury. The last edition took place in LX-Factory in Lisbon September, 2023, supported by the Web3 Foundation, together with the teams of Apillon, Phala Network, Astar Network and Manta Network in representation of the entire Polkadot ecosystem brought together the global Polkadot developer community.

We collected feedback on where and when this regional edition should take place and are proposing mid of March 2024 in Bangkok, Thailand.

Sub0 will again provide an open introduction to next-generation multichain networks, as well as a chance for existing Polkadot and Substrate developers to deepen their skills and connect with each other. For this year's edition we want 50% of our audience to be new developers from outside of our ecosystem. This includes people who are not building on Substrate but are curious to learn more. By opening our doors to developers who are not (or only slightly) familiar with our tech, we can bring in more potential builders and expand our market reach and visibility.

It will be the first sub0 with paid tickets to help subsidize the impact to the Polkadot Treasury. Ticket revenue will contribute to 8-10% of the required budget.

THIS IS THE FUNDING REQUEST FOR MILESTONE 1. Requested DOTs for this milestone: 99,950 (which covers approximately 85% of the budget) Second Milestone will be post-event to avoid over-payment.

I think it was a great workshop to bring to university students who were new to all of Rust, Blockchain and Polkadot. We had people create not only their first Rust projects, but also their first blockchains with Substrate.

Unfortunately, due to timing constraints (holiday season mostly), we had to host the workshop the weekend before finals, which obviously affected turnout. That being said, this will def not be the last time we try this.

- A person named Shawn Tabrizi ran a workshop at the University of Puerto Rico Mayaguez.
- The workshop was about Rust, Blockchain, and Polkadot.
- The workshop was for university students who were new to Rust, Blockchain, and Polkadot.
- The workshop helped students create their first Rust projects and blockchains with Substrate.
- The workshop had low turnout because it was held the weekend before finals, but they plan to do it again.

Good day, community. I am Edgar Salinas, founder and CEO of Peranto, an identity platform built on the KILT Protocol. We have won two hackathons throughout the year; however, personally, I have been working on Peranto for 2 and a half years, enduring and embracing the challenges of being a founder.

The community that knows me is aware that I have not had any other source of income apart from the prizes from hackathons. We have invested these resources in continuous development, operational expenses, living costs, legal matters, equipment upgrades, and everything required to bring Peranto to your computers.

I am making this request because I have been accepted into the Founders track of the Polkadot Blockchain Academy. If I use Peranto's resources to attend, we would be sacrificing two months of operations and development, which are crucial for advancing this dApp.

As the community knows, the Polkadot treasury has been a general target for proposals related to marketing or projects aiming to promote the Polkadot name in other areas. However, that is not my focus. I will explain my reasons for requesting 4,000 USD.

I started Peranto with the following hypothesis: If internet users can control their digital identity, we can also control the digital identity of the objects we use and own. If this is possible, we can start developing businesses around the circular economy.

My goals for participating in the PBA are as follows:

- Researching a token economy focused on the circular economy and laying the groundwork for building a parachain.
- Building a parachain based on the circular economy using our current development of Peranto with KILT as a Decentralized Identity Provider, which can help build these circular businesses and possibly a Universal Basic Income based on these two constants.
- As a tech-focused founder, my strengths lie in Mexico and Europe. Attending the Academy in Hong Kong will allow me to expand my knowledge regarding regulations and how they relate to the token economy I aim to research and develop.
- Peranto is a strong team, and meeting other founders and developers can be very beneficial for the ecosystem as a whole, not just for Peranto. My experience can be valuable to someone else, just as their experience can be valuable to me.
- The founders' track is specially designed to complete a project fundable in 4 weeks. Working with digital identities, I believe this is a great opportunity to tackle that 4-week challenge and propose beyond our implementation with the KILT Protocol.
- Attending implies expanding my network of contacts, including founders, developers, investors, and mentors like Dr. Gavin Wood. These are contacts that would otherwise take me several months, and as the community knows, in web3, a month is a significant amount of time.
- Finally, as a Mexican founder, I aim to make the ecosystem turn its attention to Latin America as a window of opportunities, especially in Mexico, where crypto regulations have a high likelihood of being adopted in the next 5 years.

Undoubtedly, going to the PBA aims to continue developing a Peranto vertical that I consider necessary for our world, not just in web3.

Scholarship for Polkadot Blockchain Academy Founder's Track

Hi all, I am Gulcan. We at [Rise In](https://www.risein.com/) onboard web2 developers into web3 with free-of-charge structured bootcamps, courses, and career and venture-building opportunities. We have 200,000+ web2 developers on our platform, with ~20k of them joining our web3 programs that we carry out in partnership with leading web3 protocols and ecosystems.

This year, we also partnered with Polkadot and have successfully delivered two cohorts of developer bootcamps for Polkadot in Turkey. The total number of students enrolled in the bootcamps exceeded 2,000 and has produced tangible evidence of developers entering and building in the Rust and Substrate Ecosystem. On top of that, we launched our web3 programs in India and already have 8,000 developers in India learning our courses and are interested in doing even more.

However, training is only the beginning of creating a sustainable developer community. The following problems persist:

- Graduating from the bootcamp is only the initial step for building a career. Developers question what they should stay in the Ecosystem, they want to see success stories. Otherwise, they simply leave.

- There is a lack of knowledge and opportunities related to earning and career-building opportunities in the Polkadot Ecosystem. Without an intentional marketing and community-building strategy with a dedicated team behind it, it’s very difficult to collect this information and present meaningful guidelines for developers.

- It’s difficult for developers to stay committed to an Ecosystem without physical communities. Physical events and being present at universities and hackathon environments provide confidence to developers to continue building in the Ecosystem.

That is why, this proposal aims to create a training and then career-building program for developers in Turkey and India. We propose to start with activating developers with an online course and bootcamp program in Turkey and India during 2024. Meanwhile, we’ll also do community events, hackathons, and integrate our students with the existing Polkadot Ecosystem, mainly parachains, to create success stories of developers.

As a result, we believe we can onboard 10,000 developers across Turkey and India in 2024 for the Polkadot Ecosystem through project partnerships, an enhanced bootcamp curriculum, 10 events, and 10 hackathons. We aim to bring in at least 500 developers building projects in the Ecosystem alongside 2,500+ new wallet addresses.

Greetings to all esteemed members of the Polkadot community. We are the Polkadot Ecology Research Institute, a well-known research organization from the Chinese Polkadot community. We are submitting a new treasury proposal to request operating expenses from October 2023 to March 2024. This is a formal application, and below is our development process for your reference.

Polkadot Ecology Research Institute was founded in October 2020, it has been in operation for exactly three years. In the past 36 months, we've produced 185 in-depth articles on Polkadot ecology, with an average of over 5,000 words per article and some even exceeding 10,000 words. In total, we have generated over 1 million words of original content and have become the most productive research institution for Polkadot original content production in the Chinese community.

Our original content has been recommended by many well-known global media outlets, including Tencent News, Jinse Finance, MarsBit News, Odaily, Tuoluo Tech, CC Value, Huoxun Finance, Cointelegraph, Metaverse Hub, 8btc, PANews, Web3Caff, Foresight News and Blocklike.

Moreover, we are the only Chinese media outlet that publishes content on Polkadot's official Medium, which was shared by Polkadot's official Twitter and liked by Gavin. Our story with Polkadot dates back to 2019 when we started promoting Polkadot in China. Therefore, our involvement with Polkadot's development in the Chinese community has been ongoing for nearly five years. We have passionately contributed to the construction and growth of Polkadot within the Chinese community, witnessing its progress from inception to its current state. If you were to inquire about us within the Chinese community, it is highly likely that you would hear about our experiences.

Besides content creation and production, we have actively promoted Polkadot in various communities and events. In the past few years, we have participated in over 60 events, and as guests, we have continually taken part in the global sharing activities of the Polkadot Decoded Community Conference in both 2022 and 2023. Up to now, we have reached out to more than 30,000 people in our promotions throughout China.

In addition, we have been empowering the development of the Polkadot ecosystem.
