The course covers various topics and technologies to prepare students for the Web3 ecosystem, focusing on Polkadot. Many milestones have been completed, and the program is ongoing. The initial budget was $95,000, but due to currency devaluation, the project received $67,715. The team has spent $47,657.25 so far and plans to complete the remaining milestones with the remaining funds. The project timeline has been adjusted from 8 to 11 months due to a more extensive marketing campaign, but the budget remains the same.

**Context and Problem**

The Polkadot/Código Brazuca Academy training program commenced in July, launching our endeavor to establish a community of developers within the Polkadot ecosystem in Brazil. Between the proposal submission and the release of the funds, the currency devalued by 28.52%. The initial budget was set at US$ 95,000.00, but the project received a total of US$ 67,715.00 when the funds were released. At the time, there was no option to request funds in USDC or USDT, which could have mitigated the impact of this fluctuation. The team delivered many project milestones in the following months and achieved good results in Brazil. However, the team needs the total funds of the original proposal to accomplish the entire project and to deliver to the Brazilian community all the content that as promised.

At the outset, our online program engaged around 450 students, with 18 participating in on-site sessions. Presently, our collective student and member count has reached 753 individuals. Notably, while our Discord server indicates active members, others have engaged at various intervals and may not be part of the current cohort. The program continues to demonstrate consistent growth in user numbers and has played a pivotal role in establishing significant partnerships within the Brazilian community. Notably, the São Paulo City Hall, the largest city in Latin America, will disseminate the program across the municipality, the Curitiba City Hall has come on board as a partner, and Petrobras intends to integrate some of the content for internal employee training. Furthermore, Instituto Eldorado, a prominent technology institute with programmers and professionals already catering to the Brazilian market, has also pledged support. So far, **$47,657.25** has been spent on course administration, one month of marketing to attract students, student selection, Discord management, lesson editing, instructors recording and giving extra lessons to answer student questions, and teaching in-person classes. These efforts allowed us to deliver milestones 1 to 7. Additionally, we can complete milestones 8,9,10 (october, November and December) with the remaining funds of $20,057.75 (october, november and december), reaching 65% of the project's milestones.

The **$27,545.72** will be used to complete milestones 11 through 15 (more 3 months - end march 2025) Due to a more extensive marketing campaign than initially planned, which extended over two additional months and reached recognized institutions, the project timeline requires an adjustment from 8 to 11 months. The campaign’s success has brought in a higher number of students than anticipated, demanding a synchronous approach to content development aligned with students' learning needs. This iterative process has enabled a notable enhancement in content quality. Despite the extended timeline, the budget remains unchanged as it was designed around the deliverables. Polkadot has limited engagement and few project developments in Africa compared to newer platforms like Ethereum L2s, Solana, Avax, ICP Network etc

This proposal aims to build a supportive community of agents representing Polkadot in Africa. There are so many pieces to the puzzle when growing a diverse community. For instance, we would want developers and content creators. How do we achieve this?

The team who made the PVM Debugger, FluffyLabs.dev, is asking for money to help them keep working on the tool. They want to make it better and add more features. **Context**

The JAM (Join-Accumulate Machine) prize is a Polkadot initiative that encourages teams to develop diverse implementations of the new iteration of Polkadot network proposed by Gavin Wood. As part of the implementation of the JAM protocol, teams need to implement the Polkadot Virtual Machine (PVM) which is responsible for execution of the state transition of underlying services. This implementation diversity is essential for ensuring the Polkadot network remains flexible, secure, and resilient. However, building these various PVM implementations introduces significant technical challenges, particularly around debugging and analyzing the behavior of PVM programs across different client implementations.

Our team is one of the participants in the JAM prize, focusing on creating a robust PVM interpreter. During our work, we realized the need for a specialized tool to streamline debugging and validation processes. Standard debugging tools did not provide the level of insight required to efficiently inspect program execution, memory usage, and register interactions within the PVM.

To address this, we developed the PVM Disassembler & Debugger ([https://pvm.fluffylabs.dev)](https://pvm.fluffylabs.dev\)) specifically tailored for the JAM ecosystem. The tool includes a machine code and assembly view, allowing developers to inspect the PVM programs at a low level. After plugging in one of many possible PVM interpreter implementations, it also offers key debugging features such as step-over functionality, breakpoints, and memory inspection, giving developers a detailed view of program behavior during execution.A significant potential benefit of the debugger is its ability to validate programs simultaneously across multiple PVM implementations, helping teams participating in the JAM prize identify discrepancies and improve client interoperability.

While the tool was initially created for our own development purposes, we recognized its value for the broader Polkadot community and have decided to open-source it. This will allow other teams to use the debugger for cross-client validation and debugging, accelerating their development process and ensuring the robustness of their PVM implementations.

**Problem**

The development of diverse Polkadot Virtual Machine (PVM) implementations, as encouraged by the JAM prize, introduces significant technical challenges. Developers might struggle with debugging and validating PVM programs across different implementations, lacking tools to gain deep insights into program execution, memory states, and discrepancies between clients. This slows down development and increases the risk of bugs going undetected.

Additionally, we believe the PVM Disassembler & Debugger will serve a greater educational purpose of introducing a new wave of developers that are going to build Services on top of JAM. With references to Gray Paper definitions of instructions we strive to make it easier to understand in depth the complexity of PVM’s formal specification.

While our current main focus is creating a tool that would serve JAM implementers, with a proposal Solidity smart contracts running on top of PolkaVM on Asset Hub: [https://forum.polkadot.network/t/contracts-update-solidity-on-polkavm/6949,](https://forum.polkadot.network/t/contracts-update-solidity-on-polkavm/6949,) the PVM Disassembler & Debugger might prove itself useful much wider.

**Proposal**

We propose retroactive funding of the PVM Disassembler & Debugger aimed at supporting the implementers of Polkadot Virtual Machine (PVM) interpreters as part of the JAM prize. The tool addresses the complexities and technical challenges developers face when debugging and validating PVM programs. Our goal is to provide a robust solution that helps developers better understand program execution, identify discrepancies between multiple PVM implementations, and align with the formal specifications in the Gray Paper.

By creating this open-source debugger, we aimed to not only solve immediate development issues but also contribute to the long-term robustness of the Polkadot/JAM ecosystem by promoting client diversity, enhancing the overall quality of PVM implementations and helping the builders of programs running on top of the PVM.

Please note that the JAM prize or other funding mechanisms do not cover tooling for JAM. The JAM prize focuses on client implementations but does not cover the development of ecosystem tools such as debuggers, which benefit all participants. This is why we are submitting this proposal directly to the treasury and the Polkadot ecosystem.

**Available solutions**

While RISC-V debuggers exist, there is no dedicated debugger for PVM currently available. Even if one existed, it would probably not support running a program in parallel across multiple PVM implementations, which is crucial for identifying discrepancies in client behavior—something that traditional debugging tools cannot achieve in a standard debugging setup. This project aims to fill that gap with a PVM-specific debugger tailored to the unique requirements of the JAM ecosystem.

**Scope of work**

The PVM Debugger ([https://pvm.fluffylabs.dev)](https://pvm.fluffylabs.dev\)) initial version 1.0 has been completed, providing a basic range of functionalities to support PVM client implementations in the Polkadot ecosystem. **Known constraints**

As we continue to expand the PVM Debugger by integrating additional PVM implementations, there are some known constraints that may affect future efforts:

1.  Integration Complexity: Further integration of PVMs, may require additional development time and resources. Managing the technical complexity of supporting new implementations could influence the timeline for integrating new PVMs.
2.  Coordination with Other JAM Teams: Future integrations may depend on testing and feedback from other JAM prize teams. Delays in receiving feedback or coordinating external testing could affect the speed of further integrations.
3.  No Prior Funding: The project has not been previously funded, ensuring no conflict of interest with other proposals or ongoing projects.

These constraints will be considered when expanding the debugger to support additional PVM implementations.

Since the PVM Debugger project is already completed and this proposal seeks retroactive funding, there is no need for ongoing reporting related to the development process. **Why are you requesting retroactive funding instead of building this under the JAM prize?** The JAM prize focuses on client implementations but does not cover the development of ecosystem tools like e.g. debuggers, which benefit all participants. We developed the PVM Debugger to solve problems that arose during our own implementation and are now making it available to the entire community. Retroactive funding allows us to recover the costs of building this tool and ensures that it remains freely available and open-source.

**Will there be further development of the PVM Debugger?** While this proposal is specifically for retroactive funding, we are going to continue developing the PVM Debugger to add more features and integrations in the future. However, these future developments are independent from the current funding request.

A new proposal aims to teach decentralized finance (DeFi) and non-fungible tokens (NFTs) in Latin America through three online courses in the first half of 2025. The goal is to increase understanding and adoption of the Polkadot ecosystem in the region. The proposal is a continuation of a previous one from 2023.

During 2024, the results of the educational program have been highly positive:

-   One university in the region has joined the proposal, opening training spaces in decentralized finance.
-   Students from various disciplines have acquired practical knowledge about Polkadot, including the creation of wallets, staking, and the mint of digital assets.
-   We are starting a dialogue with academic institutions, so that they get to know Polkadot as an innovative and reliable network. • It spreads the word about education at La Bitconf, the oldest cryptographic event, where more than 10,000 people participate. In addition, this educational program highlights the versatility of Polkadot, showing how it can be a driver of change not only in DeFi, but also in areas such as digital identity, logistics, and smart infrastructures. Project Proposal: Continuing Education in DeFi and NFT in Polkadot

The proposal includes the implementation of three sequential courses, which will serve as the basis for establishing a learning network on Polkadot in the region.

Part One: Introductory Course to DeFi in Polkadot

-   Description: A free course designed for beginners, which will cover basic DeFi concepts and how to use them in the Polkadot ecosystem.
-   Main topics: Introduction to staking, swaps, DEX, and basic DeFi security.

-   80% had no or limited knowledge of the Polkadot ecosystem.
-   60% did not use a Polkadot wallet.
-   80% considered the content to be adequate.
-   90% would recommend the course.
-   90% rated the teacher as 7 (scale 1-7).

Course 2: DeFi Intermediate at Polkadot (July 2024) Enrolled: 64 people from 9 countries, including Chile, Argentina, Peru, Colombia, Venezuela, Mexico, Spain, Honduras, among others. Passed: 10 students (16%). Statistics:

-   57% had no or limited knowledge of the Polkadot ecosystem.
-   57% did not use a Polkadot wallet.
-   83% felt that the content was adequate.
-   100% would recommend the course.
-   100% rated the teacher 6 or 7 (scale 1-7).

Additional achievements to the previous proposal In addition to meeting the proposed objectives, the following milestones were achieved with the previous proposal,

-   In addition to the planned delivery of NFT and physical books, “DeFi en Polkadot” books were sent to the Polkadot Colombia team.
-   An invitation to participate in the education panel of La Bitconf in Buenos Aires, the oldest cryptocurrency conference in the world with more than 10,000 attendees.
-   At La Bitconf, a relationship is established with the “Whabbit” community of creators, with whom we will seek to work on initiatives in the Polkadot ecosystem.
-   An introductory course to DeFi is held at the University of Santiago de Chile, a university with 176 years of history and more than 35,000 students. The course is a success. All students receive a book as a gift.
-   Presentation of the DeFi book at Polkadot at the University of Santiago, with the presence of university authorities, such as the Dean of the Faculty of Engineering, the Vice Rector of Research and other authorities. New connections are generated with other departments of the University for future collaborations.
-   Establishment of connections for future collaborations with two other interested universities, who learned about the initiatives carried out.
-   The DeFi online course at Polkadot has the participation of a Member of Parliament from Honduras and representatives of the Autonomous University of Honduras, which may be useful for future joint activities.

**PROGRAM DIRECTOR**

The function of Program Director is created, with the following responsibilities:

-   Direct and coordinate training activities.
-   Maintain and strengthen relations with partner universities.
-   Expand the network of educational institutions interested in collaborating, particularly in Chile.
-   Supervise the execution of the courses and ensure their quality.

**PROGRAM MANAGER**

In order to improve the educational service and the student's experience, it is considered necessary to maintain and expand the Program Manager function by considering two people, with the following responsibilities:

-   Coordinate the preparation of class material and student support material, such as guides and assignments.
-   Manage communications with students by email, regarding schedules, contents, evaluations and workshops.
-   Manage queries and requests generated by students through the Telegram group of the community.
-   Manage class calendars, platform agendas, sending appointments, schedules, changes.
-   Manage class recording, save in shared repository and also share with students.
-   Manage the delivery of NFTBooks to students.
-   Manage the delivery of NFT certificates to students.

The role of the program teacher considers the following tasks,

MacZam, is a professional with a solid background as an Engineer, Master in Finance and Investments, and Diploma in Cybersecurity, with an outstanding trajectory in the financial industry. PROPOSAL EDUCATING IN LATIN AMERICA WITH THE POLKADOT ECOSYSTEM PART 2

Subcoin, a Bitcoin full node project, received a grant from Web3 Foundation to create a decentralized Bitcoin fast sync mechanism using the Polkadot SDK framework. However, they faced issues with Substrate's inability to import large states during state sync, leading to Out-of-Memory errors. This problem affects other Substrate-based projects as well. The main issues are:

1. Out-of-Memory issue when importing large states.
2. Lack of persistent state sync support.

To address these problems, a follow-up grant proposal was submitted to Web3 Foundation, but they recommended treasury funding instead. The goal is to improve Substrate's state sync capabilities by resolving the OOM issue and implementing persistent state sync, allowing Substrate-based projects to use advanced sync strategies regardless of chain state size. Some fast sync-related bugs have also been identified and fixed to improve Substrate's sync mechanisms.

## Context

### Motivation

Several months ago, [Subcoin](https://github.com/subcoin-project/subcoin), a Rust Bitcoin Full Node implementation, received a grant from the Web3 Foundation as a showcase of the `polkadot-sdk` framework. The project aimed to implement a decentralized Bitcoin fast sync mechanism, enabling Bitcoin users to quickly sync with the network tip by directly downloading the Bitcoin state (UTXO set) from the Subcoin P2P network in a decentralized manner.

However, limitations in the Substrate framework prevented the realization of this vision. The primary issue was Substrate's inability to import large states (several gigabytes or more) downloaded during state sync without encountering Out-of-Memory (OOM) errors. As a result, we could only demonstrate the Bitcoin fast sync functionality by syncing to an intermediate block height, falling short of the original objective.

### Background

Since completing the Subcoin w3f grant, I have been actively working to address the challenges related to state sync. Through extensive investigation, we identified the root cause of the OOM issue: Substrate attempts to construct the entire trie in memory during the state import process ([Issue #5053](https://github.com/paritytech/polkadot-sdk/issues/5053#issuecomment-2325449167)).

With guidance from the `polkadot-sdk` maintainers, a rough plan to resolve the OOM issue and introduce persistent state sync support has been formulated. Preliminary efforts have already yielded encouraging results, laying the groundwork for a comprehensive solution.

Based on the progress made so far, I submitted a follow-up grant proposal to the w3f grants program. However, after careful consideration, the reviewers recommended the treasury funding route to better support this work ([https://github.com/w3f/Grants-Program/pull/2436#issuecomment-2479329146).](https://github.com/w3f/Grants-Program/pull/2436#issuecomment-2479329146\).)

## Problem

The current fast sync feature in Substrate suffers from significant limitations, making it unusable or impractical in certain scenarios:

1.  **OOM issue on importing the large state:**
    
    Substrate fails to import states downloaded via state sync due to the OOM issue when the chain state is large. This limitation affects not only Subcoin but any project using Substrate, including Polkadot itself. For example, the Astar network has already encountered this issue ([Issue #5053](https://github.com/paritytech/polkadot-sdk/issues/5053)).
    
2.  **Lack of persistent state sync support:**
    
    State sync in Substrate currently lacks the ability to persist partial progress, requiring the entire process to restart in case of interruptions.
    

These challenges must be addressed to unlock the full potential of Substrate's advanced sync strategies, including warp sync and fast sync, particularly for projects with large chain states.

In addition to the above issues, I have identified and addressed several other fast sync-related bugs during my work, with some fixes already implemented and others still in progress. These improvements aim to enhance the overall reliability and functionality of Substrate's sync mechanisms.

A new proposal aims to integrate SolidityScan, a blockchain security platform, with key projects in the Polkadot ecosystem like BiFrost, Moonbeam, Hydration, and Unique Network. This integration will provide users with security scores and analysis for verified contracts, enhancing security, transparency, and user experience. The integration will be done in two phases: first, with SolidityScan integrating with explorers, and second, with direct API integration on ecosystem explorers. The one-time API integration fee for each explorer is $2,500. SolidityScan has already integrated with over 40 Blockscout-based blockchain explorers and has a successful track record. Edgetributor SubDAO will help with curation and operations for this integration. The total amount requested for this proposal is 11,000 USDC.

The Web3 Foundation legally owns Polkadot's social media accounts and has entrusted ET90266 to manage them. The EB works with ET90266 and Distractive for content creation and brand alignment. The first EB had impressive growth in reach and engagement. The second EB was selected through an application and interview process, and its members have backgrounds in business development, content creation, social media, copywriting, marketing, and other Web3 areas. **Problem statement:** 

Game developers hate crypto and are are filled with negative sentiments around the industry, and yet gaming has frequently led the adoption of new technologies. Polkadot needs game developers.

**Goal:** Educate non-crypto-native game developers on the benefits and challenges of blockchain gaming through an honest and accessible documentary featuring Polkadot ecosystem tech and teams and organically onboarding curious developers into our ecosystem.

**TLDR;**  
— The Documentary is already done.  
— It's been ENTIRELY self funded, including international flights, hotels, etc.  
— 2.5 months of Full Time work was spent. Significant opportunity cost to complete and edit was done in good faith.  
— The documentary targets Gaming Developers curious about blockchain but are often skeptical about blockchain. By acknowledging both negatives and positives, it comes across as honest rather than an ad campaign.

**Background**

For reference, I (Pnin) am an Internationally Awarded photographer who has worked professionally in photography for several years. I am also a long-standing reporter for the Kusamarian with extensive experience and networks within the ecosystem, specifically on gaming and NFTs.

This proposal is about getting money to help grow the Polkadot network in Nigeria. The people who made the proposal fixed a mistake in their budget and now they want to show how they have been working hard for Polkadot without any help. They did things like teaching people how to use Polkadot and making a special campaign to get more people to build things with it. Polkadot Growth Initiative 

Dotmemo is a decentralized platform on Polkadot Asset Hub that lets people create digital memories of events. These memories, called POAPs, are like special tokens that show you were part of an event. Before Dotmemo, there wasn't an easy way to make these tokens on Polkadot without using other services.

The people who made Dotmemo want to get money to keep making it better. They have four main parts to their plan:

Before dotmemo, the Polkadot ecosystem lacked a native, decentralized solution for creating and managing digital event memories. Others could say that asking for stablecoins eliminates skin in the game. I chose USDT this time as the most neutral way, as it’s currently favored by today’s community social consensus. And after all, this is retroactive compensation, not for future. Ideally, I believe a better approach will be partial vested DOT for initiatives like this (when it’s available), aligning the proposer’s future actions with the network.

**Why $15K?**  
There’s no one concrete way to assess outreach contributions in crypto. It’s a mix of subjective judgment, some metrics—most of which can be gameable—and a sense of indispensability.

Content creators similar to me, in terms of quality and genuine engagement, can be typically rewarded between $20K to $50K from newly emerging projects through airdrops or from existing ones via retroactive rewards.

But, this is not standardized and varies. Therefore, from my perspective, the best option is to do a heat check—request the amount and see the response.

Previously in March, I was tipped through OpenGov, receiving close to $10K. This time, I based my retroactive request on a monthly compensation range of $2K to $2.5K. Surely, this range reflects my self-assessment of the impact I believe I’ve made here.

I worked as a Helper Ambassador (HA) for the past 3 months and now I'm asking for a reward. I started a team called "The Core" to help find new talent and show people how great Polkadot is. I paid for some of the team's projects with my own money, and I hope to keep doing that until we can get money from the treasury.

I will keep working to make the ambassador program better and I will keep leading "The Core" team. We have a special event called "Blockspace" that happens every 3 months to show people what Polkadot is and how to use it. Getting elected as HA was a motivation to set up a team aimed at incubating talent and putting the spotlight on Polkadot, in a project named \`The Core\`. I've funded some initiatives of the team with my own funds, and hope to continue doing that until it's able to secure funding from the treasury.

I'll continue working with interested parties to reform the ambassadorship program, and I'll continue working with/leading \`The Core\` team to carry out its activities, one of which is a quarterly **Blockspace** event aimed at "showing" people what Polkadot is and how to use it and its tools. FanSociety is a crowdfunding platform for musicians and artists based on the gift economy. It allows musicians to create smart contracts to accept donations and give proof of donation to the donator. The platform is designed to grow with the musician throughout their career and segment donators into different supporter groups called generations. Artists can manage their smart contracts as they wish, and the platform provides flexibility with a simple protocol. FanSociety also enables artists to give back to their fans with physical or digital goods.

TL;DR

FanSociety provides a platform for musicians to deploy and manager their own smart contract, this smart contract is a mechanism that allows musicians to accept donations, and mint a proof of donation to the donator. The smart contract is designed to grow with a musician through their entire career and works to segment donators into cohorts of supporters that we call generations. The smart contract is unopinionated, so different artists can manage their smart contract how they want to. Opposing methodologies would be to treat every supporter distinctly (NFT), or treat every supporter equally; FanSociety falls somewhere in the middle, this provides flexibility with a single simple protocol. Finally, with an on-chain ledger of supporters, artists are then able to give back to their fans with physical or digital goods. This is not a quid-pro-quo protocol; it is deeply rooted in ideas of the gift economy. It is also a new concept, that uses old ideas, so I ask that you give your brain a minute to really try to understand it.

-   **An anti-subscription model**: A subscription model means that your donations/financial support only count as long as you continue to make payments, otherwise you're no longer part of the community despite the contributions that you made in the past
-   **A minimally extractive rev-share model**: Many large organizations take up to 50% of earnings on their platform (think Twitch, Apple's App Store) or rev share starts low, locks the user into the paltform and then raises rev share over time. We detest this business model as it's maximially extractive from the creators. The FanSociety protocol is minimally extractive. Read the 'Transparency Paper' for lower level details.
-   A**n unopinionated NFT smart contract**: We provide a simple protocol that makes it flexible for each artist to manage their community according to their needs. There are no time based requirements or limited number of NFTs. One smart contract can serve an artist's entire career.
