3. This platform would connect the Fellowship's technical knowledge with the broader community.

First, the Fellowship's intricate role in overseeing and guiding Polkadot’s protocol development required a dedicated space for in-depth technical discussions. A separate platform within Polkassembly ensures these complex conversations remain focused and clear, essential for high-level decision-making.

Second, a distinct platform will enhance the visibility and understanding of the Fellowship’s contributions. In the vast ecosystem of Polkadot, where myriad discussions occur on Polkassembly, the Fellowship’s work can easily be overshadowed. A dedicated space ensures their critical inputs and activities are prominent and accessible for other fellows, bolstering transparency and accountability in the network’s governance. This will help account for their promotion / demotion cycles and ensures that fellows are contributing as per the rank and being rewarded for the same.

Lastly, this platform will act as a bridge between the Fellowship’s technical expertise and the broader community. It will serve as an educational resource, demystifying complex decisions and fostering an informed, engaged community. This engagement is crucial for the health and success of Polkadot’s decentralized governance model and fellowship.

Subsquid Lab Official has requested funding for ongoing development and maintenance costs for public Subsquid Archives and the Giant Squid API. Archives are an important piece of Polkadot and Kusama data infrastructure provided by Subsquid. They provide access to on-chain data in GraphQL format for all major parachains on Kusama and Polkadot, with more chains getting support as the ecosystem grows. They are being used as a data source for [Squids](https://app.subsquid.io/squids) and for efficient data exploration and ad-hoc queries. An up-to-date list of Archives is kept in a public [Archive Registry](https://github.com/subsquid/archive-registry/blob/main/archives.json).

The Archives, as performant data sources of historical on-chain data, are critical to the operation of backend APIs run by major projects in the Polkadot ecosystem (the list is not exhaustive):

**B) Giant Squid** Giant Squid is a set of open-source GraphQL APIs built with Squid SDK and maintained by Subsquid Labs. The APIs cover the most commonly used data for Pokadot, Kusama and a growing list of major parachains and is used by explorers (such as [Calamar](https://calamar.app/)) and wallets (e.g. [SubWallet](https://www.subwallet.app/)).

### Achievements

-   ArrowSquid release: The main feature introduced by the ArrowSquid update is the new ability of the processor to ingest unfinalized blocks directly from a network node, instead of waiting for the archive to ingest and serve it first. The processor can now handle forks and rewrite the contents of its database if it happens to have indexed orphaned blocks. This allows Subsquid-based APIs to become near real-time and respond to the on-chain activity with subsecond latency.Another major feature introduced by ArrowSquid is the support for transaction execution receipts, traces and state diffs.
    
-   Decentralizing Archives: launched public testnet on CoinList with over 40.000 participants ([https://coinlist.co/subsquid-testnet).](https://coinlist.co/subsquid-testnet\).) Several thousand indexers in the Subsquid testnet were deployed to index Moonbeam, a Polkadot parachain.
    
-   Archive requests increased by over 40% (1.46B requests)

Polkadot has completed the final milestone of their 60DaysOfPolkadot Developer Crash Course and Hackathons series. This initiative aimed to grow the Polkadot ecosystem by teaching developers about Polkadot and attracting new projects. Over 43,000 developers learned about Polkadot through the EasyA app, and hackathon winners received grants to continue building in the ecosystem. The program exceeded its target metrics, with 550 developers attending in-person hackathons in London and Boston. The fourth milestone covers the prize money for hackathon winners, totaling $65,000. Hey Polkadot friends!

We’re delighted to present our referendum for successfully completing the final milestone (Milestone 4) of our #60DaysOfPolkadot Developer Crash Course and Hackathons series. Over the past 12 months, we have worked tirelessly to bring this vision, which started off as just ideas coming from different teams in the Polkadot ecosystem, to life. Hackathon winners from our campaign have won grants to continue building in the Polkadot ecosystem and over 43,000 developers have now learnt about Polkadot via the EasyA app. Overall, we’ve been absolutely blown away by the momentum which we’ve generated with #60DaysOfPolkadot, and we couldn’t be more excited to share with the community the full wrap-up report. 

We’re committed to growing the Polkadot ecosystem, and see a huge opportunity to build on the massive success we’ve seen in 2023. We’re already planning how we can make 2024 the stand-out year for developers to launch their projects in the Polkadot ecosystem, especially as developer-focused features such as agile coretime come to life. 

This referendum will cover the prize money for winners of the Harvard and London in-person hackathons, as well as the in-app challenges. **Background context**

This referendum is the fourth milestone in a detailed, multi-phase initiative that started under Gov1. In summary, our hackathon teams are now thriving and actively contributing to the Polkadot ecosystem! The below are just three of the awesome teams that came out of our awesome Harvard and London Polkadot hackathons:

a. Flybloc: [http://www.flybloc.com/](http://www.flybloc.com/**) 

Created by Harvard PhD Yefei Jin, Flybloc came out of our Polkadot hackathon at Harvard. Since the hackathon, they have successfully recruited even more stellar team members, and now have one of the strongest teams we’ve ever seen: their successful previous exits are valued at over $1 billion. Their CTO is a former VP at Algorand, and their team has deep experience building successful startups. They are building the future of Web3 brand engagement, leveraging AI. They have received grant funding from Massachusetts-based non-profit Qubic labs, and will be raising venture capital funding.

b. DotIAM: [https://www.dotiam.com/](https://www.dotiam.com/)

Led by Tom Rowbotham, a full-time software engineer at one of the UK’s fastest growing startups, [Gousto](https://www.gousto.co.uk/), DotIAm first launched their idea for decentralised KYC built on Polkadot at our Polkadot hackathon in London. They have now been successfully executing on their roadmap, and have received grant funding from Astar via the Unstoppable Grants.

c. Aegis Protocol: [https://www.aegisprotocol.io/](https://www.aegisprotocol.io/) 

Harvard Computer Scientists Ethan Tan and Douglas Yang first launched Aegis Protocol at our Polkadot hackathon at Harvard, winning first place. They have continued to build on it since, making huge progress over this summer, connecting with ecosystem teams and projects to iterate on their vision to build decentralized dispute arbitration to safeguard crypto users. They have now added two members to their team (from MIT and Duke) and are planning to raise venture capital funding for their startup, alongside applying to join accelerators. **Progress Summary**

We have now completed all our milestones, successfully executing the roadmap the Council approved under Gov1 at the start of 2023. We not only achieved all of our target metrics, but exceeded them by far, teaching over 43,000 new developers about Polkadot, attracting over 550 developers to our two IRL hackathons in London and Boston, and much more!

We began by bringing together all the Polkadot ecosystem teams who were excited about getting involved and increasing the number of developers building on Polkadot as well as their own protocols. These included Parity, Moonbeam, Acala, Astar, Composable, Gear, OAK, KILT and OriginTrail. We then discussed with each of them in detail over numerous in-person and online meetings what they saw as being the biggest challenges for developers, and how we could solve them. We also held numerous focus groups throughout the #60DaysOfPolkadot to gather their feedback and test our hypotheses on real developers.

Once we had gathered these data points, we then set out integrating them all into a comprehensive Polkadot developer journey, teaching new developers first about how Polkadot works, and then about the different parachains as well as projects in the ecosystem. We implemented these into the EasyA app with a brand new, custom design especially for Polkadot, and launched them to our community and beyond. 

These developer challenges were a massive hit. Today, over 43,000 builders have started learning about Polkadot in the EasyA app, and that number is still rising. 

With the EasyA in-app challenges in full swing, we created massive awareness on social media via the #60DaysOfPolkadot hashtag. Developers shared their journeys and what they were finding most exciting about Polkadot, and before long we had grown a loyal following around this hashtag. This got them extremely excited about our Harvard and London in-person hackathons. 

**Here’s a summary of our hugely successful in-app challenges:**

Our intense preparation with the #60DaysOfPolkadot in-app developer campaign attracted the very best developers to attend our two IRL hackathons. As a result, at the hackathons we had founders backed by a16z and YC, with multiple previous exits under their belts, as well as professional software engineers all coming together to create some of the best projects we’ve ever seen. Students came from top institutions like Harvard, MIT, Yale and Brown, and even travelled across the country to be there, from UChicago, Georgia Tech and Stanford. These students are the key to unlocking the next generation of Web3 builders, and they were inspired by the opportunities unlocked by Polkadot. As you will see below, many of these brilliant teams are continuing to build on Polkadot after the hackathon.

**Milestone 4 Requested Allocation Breakdown Summary**

This milestone covers the costs for prize money awarded to the winners of the two in-person hackathons at Harvard University and in London, as well as the prize money for the winners of the in-app developer challenges. This total, including distribution of the prizes, is $65,000.\* Further breakdown of the prize money and costs are included in the full report.

Milestone 4 Report: Polkadot x EasyA Hackathons at Harvard and in London (#60DaysOfPolkadot)

Kalatori is a project designed to help eCommerce store owners accept payments with cryptocurrency directly, without relying on third parties. Here are some key points:

- The project aims to create free, open-source plugins for popular eCommerce platforms.
- It will allow shop owners to receive tokens safely for their products and services.
- There are different milestones for the project, including integrating with eCommerce stores and improving payment processing.
- The total cost of the project is estimated to be around €280,350 and will take about 18 weeks.
- The team believes they can deliver this project successfully based on their past experiences and community feedback.
- They plan to maintain the code and continue developing it after the initial funding finishes.
- The main focus is on enabling shops to handle their own payments securely and independently.

WHAT: Develop and deliver free, open-source plugins for major eCommerce engines to allow shop owners to receive both AssetHub-powered and "chain-native" tokens in exchange for goods/services sold, without intermediaries.

Kalatori — non-custodial Polkadot/AssetHub payment gateway for eCommerce

WagMedia is a decentralized platform that encourages stakeholders to share, create, and promote content in various languages about the Dotsama network. Founded in December 2021, WagMedia aims to solve the problem of information distribution in the growing network by incentivizing individuals to discover, develop, and distribute network-related content. They have funded hundreds of original content pieces from a diverse group of independent creators and have supported content in over 18 non-Anglo languages.

WagMedia has contributed to the ecosystem by cultivating over 25 qualified content creators through its bounty-run programs. They have a proven track record of addressing content and marketing issues in the Polkadot ecosystem by incentivizing a diverse group of independent creators to produce valuable content. They distribute funds retroactively based on the quality of the content and provide feedback on style, accuracy, and trends.

The WagMedia team consists of ikhaled, Goku, Vampsy, and Dodow, who are responsible for administration, content program, treasury, and the sourced news finders program, respectively. They welcome questions and feedback and encourage everyone to read their full proposal for a deeper understanding of their goals and achievements.

**Introduction:**

WagMedia decentralizes the story of Dotsama by incentivizing stakeholders to curate, share, create, and promote content of all languages in an open and transparent manner.

Founded in December 2021, WagMedia (WM) addresses the Dotsama information distribution problem as it seeks to counter the diminishing ability of network participants to make informed decisions as the network grows. To achieve this, WM incentivizes individuals to discover, develop, and distribute network-related content.

WM units have funded the creation of hundreds of original content from a large and diverse group of independent creators. For example, from January through July 2023, 69 unique creators produced a total of 496 original content through the Paraverse Content Creators unit. Similarly, the NFT Content Creation Guild has funded the production of 177 original content from December 2022 through July 2023. WM Bounty #12 (prior to the spin-off of the guilds) generated over 1,600 original content from June through December 2022.

**Problem Statements:**

At the time of writing, there are multiple content and marketing proposals going through OpenGov with more to be expected. This raises concerns about balancing upfront spending with quality, inclusion, and fair compensation. Centralized content creation and marketing tend to push narratives based on one group's point of view. This can result in faulty marketing that does not appeal to the public at large. There are limited options when it comes to nurturing media talent that focuses on Polkadot. The over-reliance on single influencers and figures can lead to a narrow, centralized view of Polkadot, limiting the diversity of perspectives available to users and the retail community.

Implementing a structured approach to nurture these new voices, micro-influencers, and ecosystem agents is essential to address this. This approach will not only diversify the range of viewpoints about Polkadot but also mitigate the undue influence of any single figure on the community's perception. By constantly funneling in new figures, we can ensure a continuous and dynamic presence of diverse voices, also preventing any vacuum created by the absence of established figures. This is one of the key value propositions offered by WM.

**Solutions:**

WM has a proven track record of being the answer to the problems that have been stated. WM has successfully incentivized a diverse group of independent creators to produce content that add value to the Polkadot ecosystem by holding the funds approved by OpenGov in escrow and distributing them “retroactively” to creators based on the quality of content. Quality is addressed by direct feedback on style, accuracy of information, and direction on trends. Those who continually respond to feedback enjoy better rewards, exposure, and reach with their content. Additionally, the writer’s room allows for peer review, with fellow creators receiving minor rewards for providing feedback or making edits to drafts. In terms of inclusion, WM is open to all, this includes smaller creators, those new to the ecosystem, natives who want to get involved, aspiring creators, or even those who have limited time. Contributors will not need to raise their own OpenGov proposal. WM has supported 18+ non-Anglo languages, including German, French, Spanish, Chinese, Romanian, Portuguese, Japanese, Greek, Hindi, Italian, Turkish, Russian, Polish, Czech, Filipino, Thai, Mongolian, and Vietnamese. The tiering system along with every piece of content posted being appraised will allow for fair compensation being rewarded. Contributors can work their way from a tier 3 creator to the converted role of a tier 1 creator. Each tier increases the percentage awarded, thus, incentivizing creators to up their game. Coverage of the ecosystem updates is done by individual creators, each with their own unique perspective and voice. This variety helps to successfully capture the attention of ever-growing audiences, as well as alleviates centralized narratives. WM allows those without support or direction find their unique voice and eventually become confident, independent creators able to support themselves or appeal directly to the token holders through OpenGov for their own proposals.

Bagpipes - Powerful No-code Cross-Chain XCM Dapp and Workflow Builder for the Polkadot Ecosystem 🪄

Magnet is a project that aims to make using DOT (a cryptocurrency) easier for everyone by creating a smart contract platform. Here are some key points:

- Magnet uses DOT as a fee for transactions, making it more useful and increasing demand for DOT.
- Polkadot has improved its technology and is popular in the blockchain community for using smart contracts.
- A new model called PAYG Parachain allows flexible usage of DOT, making it cheaper and simpler to connect to the network.
- Milestone 1 of Magnet has been completed, and many features work independently on Parathread.

Magnet Milestone 2 Proposal: Polkadot’s Smart Contract Docking Station using DOT as Gas Based on On-demand Coretime Model

- Quinence has launched a new course on the Polkadot SDK for developers.
- The course focuses on Substrate, Polkadot, and Cumulus and includes both theory and practice.
- There are not many good resources available to learn about these topics.
- Current materials can be outdated or not beginner-friendly.
- The Polkadot Blockchain Academy is limited and doesn't help everyone.
- Quinence's course aims to help learners from basic to advanced levels.
- It is suitable for newcomers, developers, and tech teams.

Quinence proposes a comprehensive course on the Polkadot SDK, addressing the lack of up-to-date educational materials. The course will be hosted on their Modern Fullstack platform, suitable for various learning stages, and will combine theoretical knowledge with practical application. Treasury Proposal: An expansive course on Substrate and Polkadot

- The Polkadot Unity SDK proposal aims to help grow gaming on the Polkadot network.
- The project involves over 20 team members from different companies like Ajuna, Astar, and Parity Technologies.
- Requesting $275,000 for business development, marketing, and education related to the SDK.
- The funding will help promote the SDK on platforms like the Unity Asset Store and through gaming events.
- Teams will create tutorials and educational content to help new developers use the SDK.
- There will be a curator team to manage the budget and keep the community informed.
- Community feedback is encouraged to support the proposal and its goals.

Ajuna Network proposes to allocate $275,000 for business development, marketing initiatives, and tooling for the Polkadot Unity SDK. The goal is to position the SDK as an ecosystem-wide solution that fosters collaboration and interoperability among diverse projects, particularly in the gaming industry. The funding will cover event participation, educational materials, and the designation of a dedicated Caretaker and Polkadot Unity SDK Advocate. The Curator team will oversee the budget, and the community is encouraged to provide feedback and propose modifications.

 Polkadot Unity SDK proposal to become a Verified Solution (Part 2)

Lunar Strategy is proposing a campaign to promote Polkadot on crypto Twitter. They aim to ensure important Polkadot posts reach a wide audience by collaborating with 50+ key opinion leaders (KOLs) to amplify news and generate organic discussion. The campaign is expected to reach over 800,000 impressions and will run for 30 days. Lunar Strategy is an ecosystem growth agency with experience in storytelling and influencer marketing. They have worked with over 150 projects and collaborated with 400+ KOLs. The project's budget includes $50,000 for KOL payments, $10,000 for media publishing, and a $12,000 agency fee. The goal is to promote Polkadot and onboard new users during a positive market shift.

For schedule we will schedule all the collaborations over 3 weeks in order to capitalize on the hype and once done create a report on the results from our collaborations.

**What is this proposal about?**

The key goal is to create momentum for Polkadot in Turkey and India, two of the biggest web3 communities in the world, by onboarding developers and keeping them active in the ecosystem beyond only training. This proposal builds on the successes and learnings of the pilot developer bootcamp program. We’ll build mechanisms to keep developers in the Polkadot ecosystem beyond training by working with Parachains. **This proposal is supported by Unique Network, Astar, Apillon, Moonbeam, Zeitgeist, Subquery, and Bifrost Finance.** Once started, we will open the opportunity for all ecosystem teams to get involved too so this is an ecosystem-wide project.

**Expected outcomes as a result of all milestones are:**

-   10,000 developers onboarded Turkey and India for the Polkadot Ecosystem through bootcamps, courses, events and hackathons at universities and dev communities that we’ll run during 2024

We’re asking support for Milestone 1 ($112,065):

1.  Updating the current Polkadot Substrate Development course content
2.  Working with parachains and building a new course about career options for developers to stay in Polkadot ecosystem
3.  Launching the bootcamp pages for India and Turkey separately and reaching at least 1,000 registrations in both markets

After completion of this milestone, we’ll continue with opening bootcamps quarterly and marketing the importance and advantages of building a career in Polkadot, doing 5 IRL hackathons and 5 community in events in Turkey and India each, assigning a full-time Talent Success Manager to connect high potential devs with Parachains, Job opportunities, including internships, Building company opportunities, and further education opportunities (Polkadot Blockchain Academy, Polkadot Heroes, etc.).

**Why does Polkadot need this project?**

Our previous Polkadot bootcamp, along with other Polkadot dev education programs show that:

-   Although learning Rust and Substrate development was a good first step, developers don’t know a clear career roadmap to stay in the Polkadot ecosystem and switch from their web2 careers to web3. When they see no clear steps, it’s hard for them to get involved with the ecosystem and become a long-term part of it. Some of them became Polkadot Heroes; but still, they are disconnected and need career mentorship and steps.
-   Turkey and India have some of the largest and most active web3 communities in the world, too big to ignore by lack of intentional marketing and education activity and presence.
-   Local language support and physical activities are critical to keep developers engaged in countries like Turkey and India. Physical events and talking with people IRL at universities, hackathons, etc. provide confidence to developers about the ecosystem.
-   Awareness of Polkadot is lower than other protocols as the activity on Polkadot also shows.
