## Proposal context

The beneficiary and implementer of this proposal is the [Thomson Reuters Foundation](https://www.trust.org/) (TRF). [Every.org](https://www.every.org/about) are the proposer, supporting TRF to exchange any DOT granted to US dollars in order to fund the pilot training programme that aims to “Build a better understanding of blockchain across mainstream global media”.

TRF is an independent charity, registered in the UK and the USA (as TRF INC). We work to advance media freedom, foster more inclusive economies, and promote human rights. Through news, media development, free legal assistance and convening initiatives, we combine our unique services to drive systemic change. We use the combined power of journalism and the law to build global awareness of critical issues faced by humanity, inspire collective leadership, and help shape a prosperous world where no one is left behind. We believe that societies around the world should be free, fair and informed.

Following an introductory meeting and Web3 Foundation relationship scoping workshop in Zug (27th July 2022), TRF are proposing a strategic partnership, which will aim to build a more accurate and deeper understanding of Web3 and blockchain technologies across audiences who are not familiar with it and who are exposed to more traditional narratives (e.g. cryptocurrencies facilitate illegal activities and pollute the environment). The aim of the partnership is to educate non-crypto audiences and journalists on a global scale to better understand the fast-evolving blockchain ecosystem (For example, the downfall of FTX, a news story that went mainstream, involving politicians and celebrities. Many journalists struggled to report on this incident accurately, due to their limited knowledge of the crypto ecosystem and one of its largest exchanges.) and its potential applications beyond decentralised finance (DeFi).

TRF proposes to launch the partnership with a pilot programme to scope, develop and test a new training programme that responds to this aim. The pilot will be delivered iteratively in collaboration with the Web3 Foundation to achieve a robust and needs-driven training methodology that can be effectively scaled in anticipated future phases of the partnership.

Encointer is a project in the Dotsama ecosystem that was not funded in a recent referendum due to its high burn rate. However, it is still considered valuable by many. The project has now proposed a new budget with a 50% lower burn rate to cover expenses from September to December 2023. The proposed budget is CHF 238,000, which is equivalent to 59,895 DOT. The project plans to experiment with more scalable approaches, test a new faucet, and integrate with other platforms like KILT and Polkassembly. In our recent [referendum 33](33), DOT holders decided against funding Encointer’s current burn rate of 100kCHF/mt (1.5% of current treasury influx). Nevertheless, Encointer is deemed a valuable common good for the Dotsama ecosystem by many reputable individuals and projects in the Dotsama ecosystem. 

With this adapted proposal we are budgeting with a 50% lower burn rate and aim to still achieve valuable goals similar to the ones described in the previous proposal on a relaxed timescale.

This proposal to the Polkadot Treasury shall cover our expenses for **Sep-Dec 2023 (4mt)**

Magnet Proposal: Polkadot’s Smart Contract Docking Station using DOT as Gas Based on the PAYG Model

Polkassembly is a platform that offers simple usage and high-performance advanced functionalities to the Polkadot community through Substrate pallets and crypto best practices virtual integration. They have proposed implementing a crypto-friendly Substrate scaffold to provide privacy and scaling functionalities. All libraries are fully compatible with Substrate and are open-source, allowing existing Substrate pallets to import them and use high-performance privacy and scaling functionalities.

The proposal introduces a Plonk-based zero-knowledge proof construction, which is new to Polkadot and can be used for various types of functionalities. The project aims to empower existing parachains and accelerate future crypto projects. The Substrate pallet system is highlighted as a significant feature of Polkadot, as it allows for best practices virtual integration and unlocks blockchain potential.

The project has completed 19 out of 31 milestones, including the development of Polkadot-compatible crypto primitives and Substrate pallet functionalities. ##  Abstract

In this proposal, we implement a **crypto-friendly Substrate scaffold** and realize **privacy and scaling** functionalities. Every library is fully compatible with Substrate (**no\_std and SCALE** support) and provided community as **open source** libraries.

Full compatible libraries can be imported by existing Substrate pallets thus every parachain can use high-performance privacy and **scaling** functionalities and other crypto projects can implement their functionalities by combining libraries. The same scaffold-based functionalities allow **simple usage**, **high performance**, and **composable** between functionalities.

## What’s new?

Zero-knowledge proof **Plonk-based** construction is new to the Polkadot. Plonk can set up params independent from functionalities thus params can be used for various types of functionalities. Our implementation is **the first Polkadot compatible** (no\_std and SCALE) Plonk as far as we know.

Additionally, we replace the **hash function**, **signing algorithm**, and **arithmetic domain** with an efficient scheme for Plonk. Not only the sidechain but also the mainchain is optimized based on Plonk. This is hard for existing blockchains and a trick of **simple usage** and **high performance**.

## Why Polkadot

We think that the most significant feature of the Polkadot is the **Substrate pallet system** because it allows best practices virtual integration.

It’s hard for **traditional blockchains** to upgrade their infrastructure runtime and storage. When they support new functionalities, they need to extend their blockchain by precompile, off-chain relayer, and so on. This causes **complex usage**, **expensive gas cost**, and **less development flexibility**.

However, the **Substrate pallet system** allows blockchains to replace blockchain infrastructure runtime and data structure with an efficient and suitable for processing crypto functionalities. This significant feature unlocks **blockchain potential** and accelerates **the next innovation** happening in the Polkadot ecosystem.

Additionally, we can share our **knowledge** with other Polkadot projects, stack **the best practice**, and improve the Substrate scaffold. This causes synergy between **compatible** functionalities and enhances Polkadot Network value.

In this project, we implement **Substrate crypto-friendly** scaffold pallets and realize **privacy** and **scaling** functionalities. Deliverables are as follows.

As this was proposed on 4.25.2023, we improved and added some deliverables. We implement every crypto primitive from scratch. Deliverables consist of Substrate **crypto-friendly scaffold**, **ZkRollup**, and **privacy-preserving** transactions. Unique features are as follows.

### Substrate crypto-friendly scaffold

1.  Full SCALE and no\_std **Compatible**
2.  Avoid **Code Duplication**
3.  Replace with new Algorithm **Easily**

**Firstly**, the main issue is **runtime compatibility**. We have been working on crypto projects and when we tried to use crypto functions on Substrate runtime, we needed to make every library dependency compatible with Polkadot or implement host functions and connect each other with conversion interfaces. This accounted for most of the development workload. To avoid this workload and import directly to Substrate runtime, we implement **fully compatible libraries**.

**Secondly**, we think how easy it is to apply optimization is important because performance directly affects the user's experience. We separate the interface and algorithm in order to **avoid code duplication** and replace them with new algorithms **easily**.

### ZkRollups

When we worked on the EVM ZkRollups previously, we found that it reduced gas costs and the prover process was not so heavy as it could be done on the GitHub Actions environment.

However, users were necessary to create **layer2-specific wallets** aside from the main blockchain, and the prover cost was **not optimized**.

We integrate the wallet between layer 2 and the main blockchain to **avoid wallet recreation** and, replace the signing algorithm with an efficient hash function and curve, and introduce batch signature validation to **reduce the prover workload** by native field proving. This ZkRollup works in a **WASM** environment.

When we worked on the confidential transfers previously, we found that **audibility** was necessary because of recent regurgitation and **UTXO-base** was inefficient perspectives from zero-knowledge proof and on-chain memory space.

We implement the first **account-based** privacy-preserving transactions with Plonk. This privacy-preserving transaction is **auditable** and saves **computation and memory space** because of account-based. Account-based is also useful when we extend transaction functionalities and **interact** with other crypto schemes.

The proposal aims to continue developing Multix and create a Cypress Dapp testing plugin to benefit all Polkadot Dapps. The plugin will allow teams to automate Dapp integration tests without the need for mocking. The development request is for 214,099 USD for the next 6 months.

Hello there,

Multix is a simple interface to manage complex multisigs. It has been live for more than 6 months and its continuous development has been made in the open. It’s become the de-facto interface for teams to manage their multisigs, making it easy even on mobile or with the use of pure proxies. It supports more than 13 chains to date and users’ feedback has been overwhelmingly positive. This proposal aims to continue Multix development (see the list of planed features in the full proposal), but not only. We propose to build a [Cypress](https://www.cypress.io) Dapp testing plugin to benefit all Polkadot Dapps, more on this below.

Currently, it’s very hard to properly do integration tests with Dapps. Integration tests are the most advanced type of tests. They are no less than the automation of what a real user would do with the Dapp. Clicking buttons, sending transactions, making mistakes, etc.  
Right now, developers have to mock the responses from the wallet and from the nodes. They spend a lot of time developing solutions which provide few guarantees because the tests are running against mocked responses. If the interface or the answers from the node or the wallet change, the mocks have to be updated and unless the developers pay close attention, they may only discover these changes in prod. As a Dapp, Multix faces the same issues. This is the reason why we propose to build a plugin for the popular testing framework [Cypress](https://www.cypress.io) . This open-source plugin will allow teams to automate Dapp integration tests, without the need for mocking. As we talked to Dapp developers in our network, from Talisman to InvArch, our contacts have shared their enthusiasm.

There is no better way to build a tool than to build it for your own needs. This will not only benefit Multix but also the entire ecosystem. This is why this proposal of Multix development is coupled with the building of a Cypress plugin to benefit Polkadot Dapp developers and ultimately Dapps users.

Currently, communication in the Polkadot ecosystem is not only largely stuck in Web2, but it is siloed and segregated. Governance discussions take place off-chain and are thus fragmented, projects have to rely on Discord and Telegram to interact with their communities, and suboptimal solutions are implemented for connecting these Web2 accounts to users’ Web3 accounts. Furthermore, by forcing communities to live off-chain, user engagement with dapps is lowered. We realized that, although Web3 communities, and their communications, should be moved on-chain (in order to solve the aforementioned problems), there was too much friction with actually using a blockchain for this.

In May, we released the final piece of our UX (user experience) solution, enabling Web3 social to provide a familiar Web2 UX that is so smooth, even your grandma can do it. In fact, the onboarding process is even faster than many Web2 apps, as you don’t even need to manually create an account.

## Open Communication For Open Governance

After removing the previously mentioned friction, we created OpenComm in order to further decentralize Polkadot’s governance, and the governance of any other Web3 project (as OpenComm supports EVM as well as Substrate) by enabling smooth and efficient on-chain communication.

With OpenComm, all governance discussions will take place on-chain, and the content and messages will be freely accessible by anyone. This means we could have ten different governance platforms, all connected to the OpenComm social layer, allowing anyone to access the full breadth of Polkadot’s governance discussions, despite their UI/UX preference. We then realized that OpenComm could facilitate much more than just governance, and with our Resource Linking standard, OpenComm enables on-chain communication around any on-chain entity (such as accounts, proposals, NFTs, or anything else), and can even be used to discuss things off-chain, such as URLs around the internet.

My name is Graeme Fox - Co-Founder & CEO of Societal. Societal is building a parachain that makes it easy to organize, govern, and grow on-chain communities. Its streamlined SaaS application is the ideal platform to run any Polkadot community’s operations, including the creator economy, protocols, social clubs, gaming, DAOs, and more.

Societal is asking for $135,477.72 USD / 26,616 DOT in treasury funding to provide the ecosystem with a platform for community (token holder) operations and governance. Our application will work with any tokenized project in the ecosystem that is looking to add governance, treasury, and community management services to their operations.

Earlier this Summer, Societal previously submitted a referendum for treasury funding, which you can find [here](29). The proposal made it to the confirmation period twice, however it was aborted in the final hours and did not pass. We believe that we answered all the questions that were asked about the proposal to the best of our ability, and were pleased to see a strong community discussion and voter turnout. Our conclusion from the previous proposal is that the amount asked for was too large, especially as it was our inaugural ask for funding. We have gone back to the drawing board, and reduced the proposal by ~$52k.

The reduction in the amount does come with a slightly smaller scope of work. We want to continue to prove ourselves as builders in the ecosystem and hope that we can be given the chance to do so with the new proposal amount.

Societal has already completed most of the work required to become the operating system for decentralized communities in the Polkadot ecosystem. We are seeking funding to complete an array of final features of the product, including token import, governance, and proposal features, along with the management UI to support them. We will also use the funding to conduct final testing and to start onboarding users. These features will allow new and existing communities in the ecosystem to have access to a full suite of governance, treasury, and member management systems.

If you're unfamiliar with what PolkaWorld is doing, let me give you a brief introduction. Founded in June 2019, PolkaWorld has been around for **four years** now (we proudly say that no blockchain community in China has been operating this long, except for Ethereum). Milestone 3: Polkadot Hackathon Global Series 2023
