 Why do I think we need it:
First of all &mdash; the PVM that will be developed and delivered soon (Q2) can significally expand the utility of DOT token. For now &mdash; token utilities are very poor for the average retail user, it is intended more for developers (Governance, Staking and Coretime). In my vision,&nbsp;by creating such islands of activity like my NFT collection, we can increase the usability of DOT.
Governance, Staking and Coretime the main functions of DOT token. Do we need to expand it? I believe &mdash; yes! Let's add functionality for average retail users too, let them have some fun here, because as I said before, current functions of DOT token is not really about fun, about building.&nbsp;
I don&rsquo;t want to say whether this is good or bad, I would prefer to say that we need to remember that the majority in our space are average users.&nbsp;
We have been building for a long time, people from other chains even saying that Polkadot was built by builders for builders. So let's attract retail to our platform, let them study our blockchain by using it. This will show them the advantages of Polkadot over any other blockchain better than any advertising. The real experience &gt; any form of advertising.
My NFT collection is just a small piece of puzzle of what we will provide to people with PVM. I believe that other builders and enthusiasts will expand the functionality of the DOT token by creating more activities on chain. I worked in many projects during NFT boom in 2021-2023. I have a lot of experience:
Collabed with a lot of huge influencers such as @beeple (<a href="https://x.com/beeple">https://x.com/beeple</a>) &mdash; 825k followers, @deekaymotion (<a href="https://x.com/deekaymotion">https://x.com/deekaymotion</a>) &mdash; 225k followers.&nbsp; The largest project that I managed is Lunar Project (<a href="https://magiceden.io/marketplace/lunar">https://magiceden.io/marketplace/lunar</a>) &mdash; 10k NFT's sold, 2,000,000$ raised, 3,500,000$ trading volume (1 week).
My connections and my experience will be very needed in my strategy is to use not only Polkadot audience, but to go beyond our ecosystem and attract the attention of those who were not familiar with the Polkadot ecosystem before &mdash; SOL and ETH users. I would like to show them that our chain can work smoothly, quickly and cheaply. Although Solana has the last two advantages, for ETH users they may seem very significant (remember that the most popular gaming ecosystem MYTH was migrated to Polkadot because of this).
I think that a good start can become a trend, and many more creators and even just artists will want to do the same &mdash; create their own NFT collections or other onchain activities.

Why I made this request:
&mdash; I am creating a symbolic request for 1000 DOT to use in initial marketing, as well as for another main purpose - to find out how many people support my idea and whether the Polkadot community wants the appearance of a project of this format at all.

About my future NFT collection:
The art is a collaboration between the artist and AI. There will be 10,000 images(near to 10,000 new polkadot holders). I am going to create an NFT collection using PVM, one way or another it will work directly on the Polkadot chain (or on Polkadot Hub), not on the parachains.&nbsp;
The minting will be through a contract, for the first time.
Many may mistakenly think that the NFT trend has lost popularity and passed, but look at MYTH &mdash;&nbsp;projects with gamified utilities are still working and are still very popular. Therefore, my collection will be supplemented with&nbsp;a simulation game in which 10,000 autonomous AI agents will interact with each other in the world.&nbsp;
Basicly, each holder of my collection will be able to spectate their own agent (the one they minted). General supply of the collection will be deflationary, some NFTs will be burned at some point, due to the fact that one character will be able to, for example, fight with another &mdash; we don't know how AI will behave himself, but each NFT's will have unique traits of character traits. Because of this, the value of some NFT's will gradually increase. Along with the attention that will be received thanks to the continuous stream on YouTube of the world in which all the characters will exist.
All donations from streaming on YouTube (and not only donations) will make up the prize pool in DOT, which NFT owners will earn for staking. If you stake your NFT, you earn, but you also have a chance to lose your character forever.
The uniqueness of the project is that each art is completely unique 1/1. This has not been in any collection on Ethereum or Solana. It will appear on Polkadot for the first time.
In summary we have AI generated art in combine with AI utility, and that's all secured by Polkadot.

Just a short story:
I started my journey in crypto by minting NFT's on Ethereum blockchain. It was possible to do this on Solana too, but for a number of reasons all the hype was focused on Ethereum. And everything would have been so, but suddenly people began to notice that Solana was much faster and cheaper. Solana became a competitor to Ethereum. Just imagine this, Solana is now next to Ethereum, but in 2022 the gap was much wider. Yes, only in one area, but still better. Then people realized that Solana is better not only in minting NFT's, but also in minting meme coins. Imagine how many people Solana has absorbed from Ethereum, how many people have migrated to Solana from Ethereum. It was Solana season &mdash; the influx of users was colossal, and following the hype, developers came. No one was afraid that building here might not be profitable. Now imagine that we can try the same thing on Polkadot.&nbsp;

UPDATE:
I like the idea with reward to the treasury based on benefits made by collection! By making this collection on Polkadot (although I can make it easier on Solana or Ethereum) I wish specifically Polkadot ecosystem will win from this!
Therefore, by creating a collection, I will be happy to create additional activity in the network, bring new users and fees from all transactions that Polkadot will receive.
It's worth remembering that just participating in this vote will provide a retroactive reward in the future in the form of a priority minting spot. And it's Polkadot users who get this, not Solana and Ethereum, which is where my marketing will be.
But I can increase the benefits for the Polkadot ecosystem from the launch of my nft collection. If I learn the technical aspect of how I could guarantee profit for the treasury, I would definitely come up with a reward system. For example, 1/10 of the collected funds from minting could potentially go to the Polkadot treasury. But I need to find out if this is possible and how I can do it better from a technical point of view.
Do not forget that I will not be able to allocate too much of a reward, since a lot of funds will have to go to salaries and utilities. I believe that the development of my nft collections in the long term will be better for the ecosystem as a whole than just a cash return. Since the better and more interesting the utility is, the more attention from other ecosystems I can focus on my collection, which will be based directly on Polkadot thanks to PVM.

Funding for ReactiveDOT & related developments

We, Otar and Raul of JUST Ventures GmbH, are submitting a second retroactive funding proposal to the Polkadot Treasury, following the approval of our first request covering 01.12.2022 &ndash; 31.03.2024. This new proposal seeks funding for our contributions from 01.04.2024 &ndash; 31.12.2024.
Over this period, our work has included supporting and executing runtime upgrades, facilitating OpenGov implementation, guiding treasury proposals, providing technical assistance, managing governance discussions, supervising bounties, and engaging in key ecosystem initiatives. We have also been involved in projects like the Polkadot Ecosystem Map and the Polkadot Community Foundation advisory process among others.
The requested funding will allow us to compensate for the work done and continue our work within the Polkadot ecosystem, focusing on governance, technical support, and community initiatives. By maintaining a retroactive funding model, we ensure that contributions are compensated based on actual work completed rather than estimated upfront. To further simplify financial planning, minimise volatility, and align with community standards, this time around, we are requesting compensation in Stablecoins.

JUST 2.0 Retroactive Compensation for Contributions to the Polkadot Ecosystem

Subscan has proposed a funding request of $249,250 USD to enhance both the open-source Subscan Essentials and its commercial platform by integrating PolkaVM (PVM) data indexing, parsing, smart contract interactions, and UI visualization. The initiative aims to provide an open-source Substrate + PVM explorer, an open-source PVM contract verification tool, enhanced PVM support in the commercial version of Subscan Explorer, and comprehensive user documentation. This will accelerate PVM adoption and provide the Polkadot community with a robust, user-friendly, and one-stop dashboard for on-chain exploration. Snowbridge Gateway is a contract on Ethereum that helps with cross-chain governance. They want to make it better by adding new features and fixing some technical details. Here's what they plan to do:

1. Let people move Polkadot-native assets like DOT to Ethereum.
2. Let people move Ether from Ethereum to Polkadot without using a special contract called WETH.

They will update the Gateway contract using a new contract they made. They tested the new update on fake versions of Polkadot and Ethereum to make sure it works well. They also had someone check the new contract to make sure it's safe to use. The full report on the safety check will be available later.

This proposal aims to upgrade the Snowbridge [Gateway](https://etherscan.io/address/0x27ca963c279c93801941e1eb8799c23f407d68e7) contract on Ethereum, which is remotely governed by OpenGov utilizing Snowbridge itself as a cross-chain governance bridge.

The upgraded gateway supports new user-facing features:

-   Bridging Polkadot-native assets such as DOT to Ethereum
-   Bridging native Ether from Ethereum to Polkadot without using the WETH ERC20 contract as a wrapper.

# Testing

The upgrade proposal was extensively tested using simulations on forked instances of both Polkadot and Ethereum mainnet. This was done using Chopsticks and Foundry for Polkadot and Ethereum respectively.

Since the Ethereum side of snowbridge has no fallback governance or centralized escape hatches, it is critical to ensure that the upgrade does not affect the ongoing viability the gateway. In this regard, the fork tests in [ForkUpgrade202502.t.sol](https://github.com/Snowfork/snowbridge/blob/main/contracts/test/ForkUpgrade202502.t.sol) verify that cross-chain signalling is preserved.

# Audits

The Ethereum contracts were audited at revision `cb05e1f8bf7018dfca42a8d93d73826a97c99100`, which includes the features described above. The audit report is still undergoing a QA process and will only be published some time later. We can provide a provisional audit report on request.

Goku is a solo creator who has been contributing to the Polkadot community for about 5 months. They focus on creating content that educates people outside of Polkadot about the technology, its value, and its place in the broader ecosystem. Polkadot Cloud Website Development (Phase 1: Q2 2025)

In 2025, Polkadot is focusing on launching a new EVM-compatible smart contract platform called Polkadot Hub and evolving Polkadot Cloud. OpenZeppelin, which completed four OpenGov proposals in 2024, is working with Parity to support the launch of Polkadot Hub and continue supporting Polkadot Cloud. OpenZeppelin has experience in developer enablement, especially targeting native Solidity developers and DeFi protocols for Polkadot Hub. They have a strong presence in the ecosystem, with $20 trillion USD of value transferred across their contracts, a 19% market share of all transactions on all chains, and 100% penetration across top 50 DeFi protocols. OpenZeppelin is also involved in cross-ecosystem initiatives like interop, privacy/ZK, and standards creation. They are working with Parity following the completion of the last treasury proposal, marking the beginning of their official working relationship.

Polkadot’s strategy in 2025 is driven by the release of a new EVM-compatible smart contract platform in Polkadot Hub as well as the continued evolution of Polkadot Cloud. As a follow on to the four OpenGov proposals OpenZeppelin completed in 2024 ([1](https://polkadot.subsquare.io/referenda/105), [2](https://polkadot.subsquare.io/referenda/442), [3](https://polkadot.subsquare.io/referenda/892), [4](https://polkadot.subsquare.io/referenda/1290)), OpenZeppelin has been collaborating Parity to support the launch of Polkadot Hub in 2025 with developer enablement (Solidity contract libraries and tooling) and to continue to support Polkadot Cloud with iterative updates.

OpenZeppelin brings a wealth of experience in developer enablement to the ecosystem, especially as Polkadot moves to target native Solidity developers and widely-used DeFi protocols for Polkadot Hub launch. Not only has OpenZeppelin has been the “point of entry” for many developers who are first learning smart contracts, who study OpenZeppelin’s contract libraries, such as the ERC20, ERC721, upgradeable, and so on, but OpenZeppelin contracts are the standard contracts that almost all protocols build upon:

OpenZeppelin Support for Polkadot Hub and Polkadot Cloud in 2025

Open Web Academy is an educational organization that focuses on creating new blockchain solutions and growing the ecosystem. They have worked with various protocols and have had a significant impact on the NEAR Protocol, creating educational plans for the NEAR foundation and the "NEAR Dev Hub" developer circle. Now, they are proposing a new initiative focused on Polkadot, a platform they believe is ideal for developing blockchain solutions due to its interoperability, scalability, and flexibility.

The proposal includes creating a scientific paper about the performance of implementing AI on the Polkadot blockchain, conducting research and literature reviews, defining a theoretical framework, designing and developing experiments, executing and collecting data, analyzing and discussing results, and writing and publishing the paper. They also plan to run a Polkadot Workshop four times, focusing on smart contract development, auditing, creating AI agents on Polkadot, and exploring its governance.

The target audience for this proposal includes fullstack developers, solidity developers, general devs, university students, and IT professionals. The key performance indicators (KPIs) include 25 example deployments of participants to testnet, 5 participant projects launching to mainnet, 30 participants in each workshop, 15 office hour sessions, and the publication of a scientific paper by a SNI level 3 researcher in Mexico.

The Open Web Academy organization has carried out educational activities focused on the creation of new blockchain solutions that allow the ecosystem to grow.

Research on the Efficiency of AI Models on the Polkadot Blockchain

Open Web Academy has established an agreement with the Center for Scientific Research and Higher Education of Ensenada ([CICESE](https://www.cicese.edu.mx/)), one of the leading research centers in Mexico, to collaborate on the creation of educational content related to artificial intelligence and the development of scientific research in this field. As part of this alliance, the proposal includes the creation of a scientific paper titled "Computational Efficiency of AI Models on the Polkadot Blockchain", which aims to compare the execution of artificial intelligence models on and off the blockchain, evaluating costs and processing times.

Research about Computational Efficiency of AI Models on the Polkadot Blockchain + Workshops

Polkassembly is a platform for Polkadot and Kusama's governance. They have a proposal to get money from Polkadot Treasury to improve the platform in 2025. The proposal wants to make the platform better by improving things like user experience, stability, and important features. They want to make it easier to use, add support for more wallets, and make the website look better.

Some of the things they want to improve are:
1. Making it easier to set up an identity on the platform.
2. Making the website load faster and adding AI summaries for comments.
3. Improving how proposals are created and supported.
4. Adding support for more wallets.
5. Improving how the website looks and how easy it is to use.

They also want to make some technical improvements, like updating the software they use and making the platform more secure.

Polkassembly serves as Polkadot and Kusama's primary governance hub, enabling participation in on-chain governance, delegation, proposal discussions, and community voting.

This proposal seeks funding from the Polkadot Treasury to support Polkassembly's 2025 maintenance and key improvements in stability, user experience, and core features. It focuses on essential upgrades such as better UX/navigation, enhanced identity management, technical stability, and spam prevention – that will strengthen the platform’s reliability and usability for the community

**What’s our focus with this proposal?**

The primary focus for improvement is summarized as below:

1. Identity -
 1. Increase stability in core flow.
 2. Simplify things for multisig account identity setup and fix issues.
 3. Add support for proxy-identity setup.
 4. RPC connectivity issues to be resolved on priority.

 1. Improve support for multi-asset proposals.
 2. Improve the proposal creation process for different tracks and scenarios.

5. Add support for more wallets including Nova, Mimir, Polkagate Snap, Signet.
6. Improve hardware wallet connectivity and functionality across all features.
7. Redo the landing page to improve discovery and site navigation.
8. Improve the proposal’s detailed view layout to make information more accessible
9. Site-idle connectivity issues and data loading.
10. Reduce steps in proposal creation & bundle decision deposit.
11. Create a proxy management dashboard and explorer Improve UX and platform navigation.
12. Add product walkthroughs for new user onboarding.
13. Add support for OpenGov Nomination Pool wallet voting for all wallet types.

1. Upgraded to Next.js 15 with Turbopack support for improved development experience
2. Node 20 support (compared to Node 18 in v1)
3. Revamped Editor
4. Better organized component architecture. Overhauled state management with Jotai Atoms.
5. New design system Integration along with shadcn/ui component system.
6. Overhauled project configuration with focus on security for easier open-source contribution.
7. The API architecture has been overhauled to improve data organization and facilitate easier integration for community members.
8. The API now offers expanded content delivery capabilities, enabling the return of data in markdown, block and HTML formats.
9. The authentication mechanism has been updated to utilize HTTP cookies for session management, replacing the previous implementation that relied on local storage and JWT.

Polkassembly Social Contract 2025

Polkadot-API is a set of libraries that helps make decentralized applications. They want to make it easier for developers to create these apps. They have added new features and libraries to make it better. They are asking for money from the Polkadot Community Foundation to keep working on it from February 2025 to December 2025. They have a plan for how they will use the money and have shared it in a Google Doc. If they get the money, they will sign a contract, do some checks, and then get paid. They have set aside some money for the Polkadot Community Foundation's costs, and they will give back any extra money to the Polkadot Treasury. As many of you may already know, [Polkadot-API](https://github.com/polkadot-api/polkadot-api) was envisioned to provide a robust and flexible suite of libraries that prioritize composability, modularity, and a light-client-first approach. Our goal remains to equip dApp developers with powerful tools that simplify the creation of truly decentralized applications while continuously refining the developer experience.

Over the past development cycles, we have introduced new features and enhancements to Polkadot-API, along with additional libraries that complement and expand its capabilities. We've also released a series of tech demos that are valuable in their own right, while also showcasing the potential of these libraries. A detailed breakdown of our recent progress can be found in our [latest update on the Polkadot forum](https://forum.polkadot.network/t/polkadot-api-2025-q1-update/11906).

We are seeking funding for ongoing development and maintenance through the [Polkadot Community Foundation](https://wiki.polkadot.network/docs/polkadot-community-foundation), for the months from February 2025 to December 2025. As outlined in their documentation, the beneficiary is their address in AssetHub.

Once the referendum is approved, the PCF and Polkadot-API team will go through the following process:

-   Create and sign a contractual agreement.
-   Complete the KYC/KYB process.
-   The Polkadot-API team will invoice the PCF for the 2025 development of Polkadot-API.
-   The PCF will transfer the proposal amount in USDC to our address in AssetHub (12R1XCdgkHysv8Y4ntiXguo4eUYHXjQTmfRjL8FbmezsG71j) in a single transfer at the beginning.

We have allocated a buffer of $7,000 for PCF legal and operational costs. After the process is complete, the PCF will refund the remaining amount back to the Polkadot Treasury.

A new update, version 1.4.1, is being voted on for the relay chain. This update fixes a bug in the staking system that caused problems with staking and nomination pools. The changes come from a custom Polkadot-SDK branch and can be reviewed on the release page. The proposal is on the Whitelisted Caller track, and the Fellowship is voting on the whitelist. A new upgrade of the relay chain to v1.4.1 is now up for vote: there was a bug found in the staking system which needs to be fixed &mdash; this fixes an issue related to staking in combination with nomination pools. This release pulls in changes directly from a custom Polkadot-SDK branch. The changes can be reviewed on the <a href="https://github.com/polkadot-fellows/runtimes/releases/tag/v1.4.1">release</a>.
The proposal is submitted on Whitelisted Caller track and Fellowship is voting on a whitelist.

Polkadot Runtime Upgrade to v1.4.1

- 200,000 DOT was taken due to problems with a voting proposal from Parallel Finance.
- The team was surprised by Parallel Finance's lack of knowledge about Polkadot's staking.
- Parallel Finance announced they will not give all cDot back to users and will provide limited swap options.
- They also changed their CEO and are shutting down their main service by August 1, 2025.
- There are calls for the community to keep evidence of Parallel Finance's actions, as investigations are ongoing.
- The team warns about possible theft of user funds and encourages legal reporting of the issue.
- They believe the tech-fellows misunderstood the whitelist proposal which allowed this situation to happen.
