**1.1 Fenasbac**

National Federation of Associations of Central Bank Employees (Fenasbac), is an institution created over 50 years ago to promote benefits to the Central Bank of Brazil, through differentiated services in insurance, consortiums, and personal loans.

**1.2 LIFT Learning**

LIFT Learning ([https://liftlearning.com.br/)](https://liftlearning.com.br/\)) is a Fenasbac program, in partnership with the Central Bank of Brazil, which brings together the financial industry and higher education institutions for the development of innovative solutions that benefit the National Financial System (NFS) and the population.

The theme for this LIFT Learning edition is Interoperability and Bridges. Fenasbac chose UFRJ (Federal University of Rio de Janeiro) and COPPETEC (Foundation for Coordination of Projects, Research, and Technological Studies) to be the parties involved in the development of the PoC.

**2\. Our Goal**

2.1 The Vision

LIFT Learning is the best place to showcase the power of the Polkadot SDK at a national level. At the end of the program, it’s expected to have at least a PoC completed or an initial prototype of an interoperability/bridge solution using the Polkadot SDK that will be able to further advance and be integrated in the National Financial System (NFS).

Since XCM from the Polkadot SDK is not a protocol, but a format, it’s extremely flexible and teams have been already experimenting with it trying different things, we think this is valuable. With that in mind, we'll also make a post in the Polkadot Forum to bootstrap collaboration and discussion around **interoperability and bridging solutions.** This may lead to the possibility of the participation of such teams in guidance and mentoring of the development of the solution on LIFT Learning, but that's not a guarantee.

2.2 Short and Long Term Benefits

Short term, the partnership will activate the University of Rio de Janeiro, one of the biggest universities in Brazil, to participate in the Polkadot ecosystem, attracting potential developers from computer science courses, masters, and doctorates. Also, software houses like COPPETEC will develop a relationship with Polkadot, which will make further initiatives with them, funded by the government itself, easier. There will also be a lot of attention from the media and from financial institutions coming our way, bringing more deals to Polkadot.

Long term, being at the forefront of this innovation will remove all the technological and regulatory obstacles for Polkadot to be connected with the Brazilian CBDC, making it one of the first public blockchain ecosystems to attract all the potential use cases a digitized nation can bring, such as tokenized assets living on the CBDC chain and CBDC itself as an available coin to be used on Parachains, giving them even more use cases.

Other indirect benefits include a clear path for Brazilian regulators to also start integrating DOT into ETFs, more Web3 businesses and banks following this movement, and starting to see Polkadot as one of the best places to launch a chain or expand their products, establishing Polkadot as the preferred public ecosystem in Brazil to integrate with.

**3\. The Plan**

We’ll present the contract to be signed by Web3 Foundation (they are aware of the deal), given they will be better for the awareness of the partnership, but we also have a legal entity that can sign the partnership. The reason we have not done this already is that the contract was just sent to us, and to have the ability to give a response about the necessary amount for the sponsorship being available or not, the proposal has to be approved.  

It’s mandatory to have at least one representative from Polkadot with enough knowledge to be present at meetings (in portuguese) with Fenasbac, UFRJ and COPPETEC. Luis Dal Porto (current Polkadot Brasil Head Ambassador) and Arthur Gontijo (Polkadot Brazil Senior Ambassador, member of Parity Tech. and Polkadot and Kusama Validator) will be appointed as representatives.

The program usually takes about a year and will require from the representatives availability to also be present in in-person conferences.

They are requesting 30,000 DOT, with 12,500-15,000 DOT to be used as rewards for users who buy and hold DOT on their exchange. The goal is to increase Polkadot awareness and bring new users into the ecosystem. Swissborg has 750k users, with only 16k holding DOT. They aim to grow the holder base 3-4 times the current number and eventually have 15-20% of app users hold Polkadot. They have run similar campaigns with other projects, like Ternoa ($CAPS). Our aim with this focus month is to increase our app users awareness of Polkadot and to try to bring in new users / holders in to the ecosystem. Currently of our **750k** user base only **16k** hold $DOT on our app totalling over **1,000,000** DOT. So we have a huge scope to increase a holder base and awareness with this campaign.

We would be targetting growing our holder base to between 3-4x the current number by the end of this campaign, with a longer term target of 15-20% of app users to hold Polkadot. Growing our app user base also means we can look to create demand for more Polkadot projects.

Sónar+D DAO is a proposal to create a decentralized autonomous organization (DAO) for the Sónar music festival, which attracts over 120,000 attendees annually and has a digital community of over 500,000. The Sónar+D DAO by Polkadot

Polkadot is planning to add native storage to its network, using only DOT as the native token. This will allow anyone in the ecosystem to store and retrieve data through XCM. The idea is inspired by Gavin's vision of building a Ubiquitous Supercomputer. This storage offering will be similar to Filecoin and will help Polkadot become more like a supercomputer.

The native storage will be a system parachain, with DOT as the fee token. This is important because it will keep Polkadot independent from other networks and tokens. Compared to other storage networks like Crust, Polkadot's native storage will be provided by its own storage providers, not a subset of another network. Also, there will be no new token created for this project, so DOT will be the only fee payment token.

The team behind this proposal has experience in bringing MoveVM to Substrate and maintaining IPFS in Rust. They have also done extensive research on how to create this native storage. The goal is to make the system open source and decentralized, so anyone can propose improvements and maintain it.

We would like to add native storage offering to Polkadot.

One that uses DOT exclusively as the native token and where anyone in the ecosystem through XCM would be able to store and retrieve data. This is mainly inspired by the vision Gavin presented at Decoded 23 about building the Ubiquitous Supercomputer. When thinking about the app-centricity design and the Space and Cores model it will be critical for us to have native storage and not depend on other networks.

This basically extends the Polkadot value offering to include storage, similar to Filecoin, and brings us closer to the supercomputer vision.

We believe it's very important that this work is done as a system parachain with DOT used as the fee token, otherwise, any dependence on other networks or other tokens would undermine the goals.

Compared to existing offerings like Crust:

1.  Crust uses IPFS as its underlying storage network, on the other hand this would be native storage provided by the Polkadot storage providers, not the same storage network, not a subset. Even if you have a great incentivization model, being dependent on the storage technology limits what you can offer and how far you can innovate. For one to be free from these constraints it needs to have control of the whole stack.
    
2.  We are not proposing to create a new token on top of which our business model and investor returns would be built upon. This is a network owned solution, a system parachain, not a private endeavor like Crust. We want DOT to be the exclusive fee payment token. Someone said in another chat "than put all the eggs into the basket of one team which, if it disappears, takes the product with it (which is the case with every parachain right now)" and that is what we are trying to avoid and solve for. We just want to build the solution, not own it, system parachain, so avoiding "here's another token". Everything would be open source, open license, no ownership. Anyone can then make proposals to maintain and improve it. This whole industry, this is what its all about, open source and decentralization, making the system own itself.

Implementing a Polkadot-native system parachain for data storage: Phase 1/3

Electrocoin, a cryptocurrency brokerage and payment processing company, has proposed a new remittance platform called LiteSend. LiteSend aims to use blockchain technology to make international money transfers more efficient, secure, and cost-effective. The platform is currently in silent production and is accessible via a user-friendly website. Funds raised will be used to integrate stablecoin transactions, fund marketing campaigns, and expand the network of partner institutions.

LiteSend works by assigning a bank account number from a partner institution in the sender's region, converting the amount into a stablecoin on Polkadot's AssetHub chain, and then transferring it to a corresponding partner in the recipient's area. The main goal is to simplify and accelerate the remittance process while ensuring lower transaction fees and enhanced security.

Electrocoin was founded in 2014 and has become one of the most successful crypto companies in the region, enabling fast, easy, and secure cryptocurrency trading within the European Union. The company has a team of 30 members and has been recognized for its growth and innovation in the business community.

The problem statement highlights the slow and expensive nature of traditional remittance services, with international transfers taking 1 to 5 working days and an average cost of 6.18%. LiteSend proposes to use blockchain technology to speed up, secure, and decrease the cost of the remittance process.

The development tasks and budget for LiteSend include researching Polkadot's architecture, integration, and polishing the user interface. The marketing strategy focuses on partner acquisition and user acquisition through various channels such as events, online media, social media, and direct marketing. The total budget for development, marketing, and acquiring partner institutions is $195,000, equivalent to 28,761 DOT tokens.

Polkadot Decoded Asia is a big event happening on September 16-17, 2024, in Singapore. It is a part of the Singapore Token 2049 week. The event is for people who are interested in Polkadot, a big network for blockchain projects. It will have many activities like talks, exhibitions, and fun gatherings. The event will be in Chinese and English and will share the latest news about Polkadot.

The main goals of the event are to bring people together, show successful projects, and update everyone on the latest developments in Polkadot. It will also help grow the community and make people more excited about Polkadot.

These foundations will provide a legal setup for the projects, ensuring transparency, clear direction, and reliable external communication. The proposal requests 32,000 DOT to fund the foundations' operations, including professional services, registration fees, and obtaining legal opinions and FINMA no-action letters. Overview

In the last three months we have witnessed a change in the Polkadot community sentiment about mar- keting and partnerships. Several proposals have been presented to start actively investing to stimulate growth and excitement about DOT during this bull run. Among them the proposal “#385 Community Memecoin launch marketing campaign”, aiming to launch the DOT memecoin $DED, has been ap- proved with more than 60% Ayes. In the same year, on April 26, 2023, Mythical Games, the number one gaming blockchain, announced that was leaving Ethereum to launch its new ecosystem on Polkadot. As part of this groundbreaking move, Mythical Games will introduce and launch its Mythos ecosystem on Polkadot, a decentralized autonomous organization (DAO) that will allow Mythos gaming partners and projects to leverage Polkadot’s unique technology and community to build their own chains and create the largest and most connected gaming ecosystem in Web3.

Following the funding of the projects, in the next few months the two tokens $DED and $MYTHOS will be launched, distributed, and they will be promoted by leading marketing agencies.

We believe that both projects and the communities, would benefit from giving to the projects a proper legal set up, to manage the launch of the coins, oversee the quality and the fairness of the distribution, and that would provide transparency of decisions, clear direction, and provide to the community with external communications predictability and reliability.

About Swiss Foundations

Under the Swiss Law, a foundation is a segregated fund, organized as a legal entity, dedicated to a specific purpose. A foundation has no “shareholders” and does not automatically embed in its legal form a charitable status with an automatic tax exemption. Swiss foundation law allows great flexibility in the definition of the purpose of the foundation. A foundation is established by public deed by an individual or legal entity (the founder) adopting the articles of association of the foundation and making the initial contribution. The foundation needs to be registered with the trade register to have legal personality. A foundation with international activities only needs a minimum starting capital of 50,000 Swiss francs. A foundation has only two compulsory bodies: the foundation board and the auditors. The foundation board is the governing body of the foundation and manages its activities and affairs. It must be com- posed of at least three individuals whose names will appear in the trade register; at least one of them with signing powers must be domiciled in Switzerland.

Legal Opinion

Before the issuance of the $DED coin and the $MYTHOS coin, it is advisable for the Foundations to obtain a qualification of the coins from a legal perspective and according to the FINMA (the Swiss Financial Market Supervisory Authority) Guidelines issued on February 16th, 2018. A legal opinion about the coin, provided by an independent law firm, is usually requested by most regulated parties, like exchanges and trading venues or financial institutions, before opening a business relationship.

FINMA no-action letter

Companies or individuals who intend launching a new coin have to ensure that they comply with the requirements set out in the relevant financial market laws. FINMA recommends parties interested in launching a new coin to inform themselves in time about the statutory provisions applicable to their business plan as set out in financial market legislation. It is therefore recommendable for the two Foun- dations to send a pre-emptive formal enquire to FINMA to obtain the authority opinion about the ap- plicability of financial market regulation to the $DED coin and the $MYTHOS coin, and verify the existence of licensing requirements.

Proposal

We propose to establish two new Swiss foundations with name DED Foundation and MYTHOS Foun- dation, with a starting capital of CHF 80,000 each, that will be contribute in kind using the DOTs received by the treasury following the approval of the present proposal. Abilex AG will act as the founder of the Foundations and at least two senior partners of our firm, will serve as board members of the foundations. The auditor for both foundations, swill be appointed selecting a well-established and respected accounting and auditing firm in Zug. The foundations will have legal seat in Zug and domicile at Abilex AG office.

The starting capital will be used to pay the professional services invoices and the registration fees, for the establishment of the foundation. The capital will also be used to obtain the legal opinion about the two coins and the respective FINMA no-action letters. The foundations will cooperate with the service provider that will execute the technical activities required for creation of the coins, and for the technical saspects connected to the fair distribution of the coins, as described in the respective distribution plans.

Execution Plan

Step 1. Establishment of the foundations

Abilex AG will receive the DOT from the treasury.  
A Swiss certified public accountant will certify the value of the DOT in Swiss Francs.  
Abilex AG will establish the two foundations by public deed, with a starting capital equivalent to the certified value of the DOTs received and will appoint two of its senior partners and, if required, one associate, as board members. The certified public accountant will be appointed as auditor of the foun- dation. Total execution will require 30 days, from the DOT deposit to registration at the Zug Commer- cial Register.

Step 2. Legal Opinion and FINMA no-action letter

The foundations will engage Abilex AG to provide the legal opinions about the $DED coin and the $MYTHOS coin, and to request to FINMA the two no-action letters. The time for the execution of this step depends on FINMA workload at the time of the enquiry but can estimated in a total of 60 days.

Step 3. Coin generation and distribution

The Foundation will cooperate with the respective technical service providers for the generation and the distribution of the coins, in accordance with the projects. The execution time for this step will be defined with service providers.

Step 4. Termination

The two foundations will most probably achieve their main purpose in about two years with the termi- nation of all related activities. At that time the foundations will be dissolved and the residual funds will be returned to Web 3.0 Technologies Foundation, Baarerstrasse 14, 6300 Zug

Setup of two Swiss Foundations for DED and Mythos

Moralis is a Web3 API Infrastructure, Data, & Dev Tooling Provider that helps developers create decentralized applications (DAPPs) faster and easier. They want to make it easier for developers to work with the Polkadot ecosystem by integrating Moonbeam, a chain that works like the Ethereum Virtual Machine (EVM), with their tools. This will help bring more developers to Polkadot and make it easier for them to build their applications.

# Moralis-Moonbeam Integration Focus

The Polkadot ecosystem faces the challenge of onboarding developers who are accustomed to the EVM ecosystem and/or are new to blockchain development. There are some excellent teams within this space, and we are keen on making Polkadot more accessible.

We propose integrating Moonbeam, a well-established EVM-compatible chain, with Moralis.io's renowned infrastructure, APIs, & developer tooling to significantly lower the barrier to entry. This integration would help alleviate this pain point and could serve as one of the major gateways for individuals from the EVM developer community.

The broader benefit to the ecosystem includes drawing attention to Polkadot & driving increased engagement on the relay.
