**Strategy update:**

Given that the execution of [ref#1160](https://polkadot.subsquare.io/referenda/1160) failed and bounty #19 is still open, we have decided to take a different approach to execute this proposal. We're moving away from opening a new bounty, which now clearly feels unnecessary, and instead pursuing the substitution of the current curator set.

We have communicated our intentions to the current curator set. It's also worth noting that the main motivation for closing bounty #19 seemed to be the lack of activity. We believe that refreshing the set with a group of passionate and involved agents will have a positive effect on both the application developers using ink! and the ecosystem as a whole.

The change of curators won't be accompanied by a top-up. We will focus on leveraging the existing funds and demonstrating demand.

The action plan will unfold as follows:

-   A referendum proposing the new curator set will be opened.

We are presenting ink!ubator 2.0 as a proposal to the Polkadot Treasury for continued innovation within the Polkadot ecosystem through projects utilizing ink! smart contracts. and ofc, we would like to hear the community thoughts first!

We have recently posted the [ink!ubator 1.0 report](https://forum.polkadot.network/t/final-report-of-ink-ubator/10120) and it is already finalised. But we would like to continue this initiative with the feedback and comments from the community.

We are aware of the existing proposal to return funds from ink!ubator 1.0 to the Treasury; however, given the recent failure of ref#1160 and the continued status of bounty #19, we are pivoting towards a different strategy. Instead of opening a new bounty, which now seems redundant, we have decided to refresh the existing curator set to reinvigorate the initiative.

We have communicated this decision to the current curator set and believe that bringing in a new, more engaged group will drive renewed interest among developers using ink! and strengthen the ecosystem.

**Key highlights of the proposal:**  
🔶 Ecosystem grants focus: We aim to incubate around 10+ high-potential projects, with each project receiving a grant in the range of $50,000 - $60,000. These funds will enable developers to focus on delivering innovative products that contribute to the Polkadot and ink! smart contract ecosystems.

🔶 Mentorship and guidance: ink!ubator 2.0 will provide professional mentorship through active curators who will guide projects in the creation of ideas from inception to completion. **🔶 The experience gained from ink!ubator 1.0 has deeply influenced the development of ink!ubator 2.0. We have reimagined our curator selection process in such a way that the curators remain motivated and on board during the whole project life cycle. Second, the incubator has been streamlined because now it will focus only on ecosystem grants since those have been most productive concerning the effort and resource involved.

Also, we understand the issue of Transparency in the ink!ubator 1.0, so we aim to do even more frequent reports and post more detailed feedback on the GitHun for each application!

In addition to this, I am really involved in many russian-speaking communities on different social networks such as TikTok, YouTube, Discord and Telegram and help learn Polkadot and why it can be and should be choice of anyone. There were a lot of jokes that I am a ambassador because I often brought up topics about Polkadot.

Please note that it is very important for me to show polite behavior, even in the most difficult situations. With my behavior and the style of my posts, I intend to make people feel like they are talking to a pleasant and very erudite person. And what kind of person, such are the projects he chooses.

My content is different from Goku, his content focused on the technical side of Polkadot, which is really necessary for Polkadot - to explain how it works in a popular way. 

My content has less technical explanations about how Polkadot works, instead it has more of a supportive, mass-positive nature, which is necessary or not you will decide. 

If you are honest, you will confirm that 3 months ago the atmosphere around Polkadot was not as positive as it is now. In many ways, the mood is dictated by the price, but it was important that positive content around Polkadot appeared as often in the news feed as around other hype projects. We are no worse, and thanks to frequent positive posts, many people got more faith, many did not sell and stayed with us. Emotions are a very powerful thing, especially in crypto and especially in a bear market.

Question: How can we trust that job is not done yet will be also done in terms?

Answer: You do not need to trust, I ask for a tip only for the work already done. Because it would be unfair to get guaranteed money for an unguaranteed results. As an example I used [first Goku proposal](referenda/569?tab=description) where he asked 900 DOT for 6 months of work, so i just divided that number by 2. Work for the next 3 months I inserted to acquaint you with my further plans, which may influence your decision on this proposal. Like you, I am a Polkadot enthusiast, even though I am planning to dedicate 6 months in the end, I still ask for a symbolic payment, because thanks to it I will really be able to do useful things.

(1) Disable the Statescan/Subscan explorer service support and conduct the XCM token transfer discreetly, as Subscan does not display XCM transfers from parachains to Polkadot when the parachain is unsupported by Subscan.

(2) Secret Minting and Burning of cDOT Tokens: Transactions indicate the minting of cDOT tokens to self-controlled addresses around May. The Parallel Team announced the closure of the crowdloan service for cDOT-6/13, cDOT-7/14, cDOT-8/15, and cDOT-9/16 on July 19. The corresponding function was offline by August 1, followed by a massive burning of users' existing cDOT tokens by GC, which suggests evidence of Parallel Finance burning user positions instead of returning funds.

(3) Using the general council to remove the balance lock on Yubo's account loan position, recreate the borrowing, and transfer the corresponding DOT to Binance. Subsequently, applying the same general council process to reimpose the lock, effectively emptying it.

A new proposal aims to teach decentralized finance (DeFi) and non-fungible tokens (NFTs) in Latin America through three online courses in the first half of 2025. During 2024, the results of the educational program have been highly positive:

-   One university in the region has joined the proposal, opening training spaces in decentralized finance.
-   Students from various disciplines have acquired practical knowledge about Polkadot, including the creation of wallets, staking, and the mint of digital assets.
-   We are starting a dialogue with academic institutions, so that they get to know Polkadot as an innovative and reliable network. • It spreads the word about education at La Bitconf, the oldest cryptographic event, where more than 10,000 people participate. -   57% had no or limited knowledge of the Polkadot ecosystem.
-   57% did not use a Polkadot wallet.
-   83% felt that the content was adequate.
-   100% would recommend the course.
-   100% rated the teacher 6 or 7 (scale 1-7).

Additional achievements to the previous proposal In addition to meeting the proposed objectives, the following milestones were achieved with the previous proposal,

-   In addition to the planned delivery of NFT and physical books, “DeFi en Polkadot” books were sent to the Polkadot Colombia team.
-   An invitation to participate in the education panel of La Bitconf in Buenos Aires, the oldest cryptocurrency conference in the world with more than 10,000 attendees.
-   At La Bitconf, a relationship is established with the “Whabbit” community of creators, with whom we will seek to work on initiatives in the Polkadot ecosystem.
-   An introductory course to DeFi is held at the University of Santiago de Chile, a university with 176 years of history and more than 35,000 students. The course is a success. All students receive a book as a gift.
-   Presentation of the DeFi book at Polkadot at the University of Santiago, with the presence of university authorities, such as the Dean of the Faculty of Engineering, the Vice Rector of Research and other authorities. New connections are generated with other departments of the University for future collaborations.
-   Establishment of connections for future collaborations with two other interested universities, who learned about the initiatives carried out.
-   The DeFi online course at Polkadot has the participation of a Member of Parliament from Honduras and representatives of the Autonomous University of Honduras, which may be useful for future joint activities.

The function of Program Director is created, with the following responsibilities:

-   Direct and coordinate training activities.
-   Maintain and strengthen relations with partner universities.
-   Expand the network of educational institutions interested in collaborating, particularly in Chile.
-   Supervise the execution of the courses and ensure their quality.

**PROGRAM MANAGER**

In order to improve the educational service and the student's experience, it is considered necessary to maintain and expand the Program Manager function by considering two people, with the following responsibilities:

-   Coordinate the preparation of class material and student support material, such as guides and assignments.
-   Manage communications with students by email, regarding schedules, contents, evaluations and workshops.
-   Manage queries and requests generated by students through the Telegram group of the community.
-   Manage class calendars, platform agendas, sending appointments, schedules, changes.
-   Manage class recording, save in shared repository and also share with students.
-   Manage the delivery of NFTBooks to students.
-   Manage the delivery of NFT certificates to students.

The role of the program teacher considers the following tasks,

Additionally, regarding additional objectives, I hope to advance conversations with other universities and houses of study to develop face-to-face activities and also forge a lasting link with universities, involving other actors in the ecosystem that can use this relationship for new collaborations.

PROPOSAL EDUCATING IN LATIN AMERICA WITH THE POLKADOT ECOSYSTEM PART 2

Merkle Mountain Belts (MMBs) is a new data structure that improves on Merkle Mountain Ranges (MMRs), which are used in BEEFY. MMBs can save costs for users of bridges like Snowbridge and Hyperbridge, and have other uses in the Polkadot/JAM ecosystem. The project will be completed by December 2025 and will cost 506,110 USDC. The team behind MMBs has experience in Polkadot and includes a Ph.D. in mathematics and early developers of the Polkadot-Ethereum bridge. MMBs work well for recent data queries and can reduce fees in cross-chain bridges. The project has made changes based on feedback, including deferring part of the cost and reducing the success reward. For more information, you can read the full proposal and watch talks about MMBs.

## Executive Summary

We propose Merkle Mountain Belts (MMBs) as a novel data structure for upgrading Merkle Mountain Ranges (MMRs), such as used in BEEFY. The final deliverables of this proposal are

-   a published research paper on MMBs, coauthored with Alistair Stewart (Head of Research at Web3 Foundation),
-   a Rust library implementing MMBs, and
-   the integration of MMBs into the BEEFY protocol.

Once MMBs are deployed on Polkadot, this will have immediate cost savings - from our estimates [1.0-1.4 million dollars per year](https://hackmd.io/@MerkleMountainBelts/MMB-Funding-Proposal-V2#Cost-savings-analysis-against-MMRs) - for users of bridges like Snowbridge and Hyperbridge, as well as other potential applications within the Polkadot/JAM ecosystem.

1.  506'110 USDC until completion of all milestones,
2.  additional 29'428.62 DOT once the savings accrued by the Polkadot/JAM ecosystem exceed the aggregate cost of the proposal, and
3.  a 20-30%\* reward share of the saving incurred over 10 years from the moment the economic impact of our proposal is net-positive for the Polkadot/JAM ecosystem (note: this variable funding is _not_ requested within this proposal, but will be requested in followup referenda once the saving threshold is reached, substantiated by calculation of the actual saving incurred via on-chain data).

## Technical description

Merkle Mountain Belts (MMBs) are a novel type of Merkle structure, from the same family that contains Merkle Mountain Ranges (MMRs) and hash chains. Like them, MMBs can be used to commit to a large database, and provide a compact proof of existence of a data entry to a verifier. This allows, e.g., users to quickly authenticate a transaction.

To oversimplify, we can say that if most user queries are for data from the latest handful of blocks, then the most efficient structure would be a hash chain, while if queries tend to be for very old data, the most efficient structure would be an MMR. The MMB structure is "the best of both worlds" with a performance that is always comparable to the better of the two previous structures --for any possible query recency-- and it considerably outperforms them both when users query data that was generated between the last minute and the last day.

In lots of real-life applications, we naturally observe a recency bias, where users' queries are concentrated over recent events, and MMBs are specifically designed to reduce the operational and data access costs for them. Examples of use cases in Polkadot include XCMP messages, and the BEEFY commitment to all finalized blocks, which is used in cross-chain bridges. Our [cost savings analysis](https://hackmd.io/@MerkleMountainBelts/MMB-Funding-Proposal-V2#Cost-savings-analysis-against-MMRs) focuses only on the latter use case.

More precisely, while MMR attempts to maintain a balanced tree, MMB maintains a slightly unbalanced tree, so that the leaves of recently generated data are closer to the root. In a cross-chain bridge, for example, a user's fee for a message (and its Merkle proof) is proportional to the message's depth in the tree, so reducing this depth means less fees.

## Timeline & Payment details

We show in the image our projected delivery dates. We establish a conservative staggered payment schedule, wherein the payment for each milestone is executed a few weeks after its expected delivery. Naturally, this payment schedule can be modified in the future, in case we do not deliver a milestone before its scheduled payment. Notice in particular that 30% of the proposal's cost is only to be paid once the library's aggregate savings for the ecosystem have exceeded our proposal's cost. We expect this to occure before December 2027; we have scheduled the corresponding payment for a conservative July 2028.

## The team

The members of our team are highly qualified and have worked in Polkadot since pre-mainnet days. Our principal researcher Alfonso Cevallos has a Ph.D. in mathematics and is a co-author of many Polkadot papers, including the [2020 overview paper](https://arxiv.org/abs/2005.13456). Our principal developer Robert Hambrock has been one of the earliest stewards of the Polkadot-Ethereum bridge, going back to its initial W3F grant, design of protocols, and implementation.

## Changes against original proposal

Since our [original discussion post in July 2024](2392), we have made some material changes to it:

-   [Deferral of 30% of the proposal's cost to economically positive threshold](https://github.com/Cryp-GmbH/mmb-proposal/commit/fdfce71dcffb5ad2e12b4df8ba9503c0bbd9e9bb).
-   [Switched to 7-day EMA](fd5a7b1133bf3b8b7cbd1ca520257125588a5208) instead of the [original proposal's 30-day EMA](https://hackmd.io/@MerkleMountainBelts/MMB-Funding-Proposal#Cost-of-Proposal), given the marked price increase of DOT in the last week, which resulted in a [31% reduction](https://polkadot.subscan.io/tools/price_converter?value=216904.276985743&type=time&from=USD&to=DOT&time=1732557600) of our proposal's DOT payout portion. While we think the 30-day EMA would be more appropriate since the corresponding payout is scheduled over three years into the future (July 2028), this change reflects our conviction in Polkadot.
-   [Added an audit quote from Oak Security](https://github.com/Cryp-GmbH/mmb-proposal/commit/c45a395bc0676aa290482ece67437e114bb83b7d). Note that an audit would be covered by a separate proposal once the library is mostly ready and the audit's scope is well-defined.
-   Added a [maintenance clause](https://github.com/Cryp-GmbH/mmb-proposal/commit/9a0779e20cd8f208abd6c4cbbbf62955cd16f770) for our included work on the MMB rust library even after its deliver.
-   Performed [back-of-the-envelope analysis of L2 gas cost savings](c7a8d419eac75852790f4061e01e374221a8325b).
-   Reduced the success reward as via feedback we received from AAG and a KusDAO poll.

Treasury Proposal: Merkle Mountain Belts (MMBs)

Asset Decentralized Identifier Communication (AssetDIDcomm) is a project that aims to create a secure, encrypted, and decentralized data storage and messaging system for digital assets. It uses DID verifiable credentials to allow digital asset owners to store and retrieve encrypted data and messages throughout the asset's lifetime. The system will use the Kilt Protocol and Crust for digital identity and decentralized storage, respectively.

Xcavate, a foundational protocol built on Polkadot, focuses on tokenizing real estate assets for community investment and decentralized governance. They plan to launch their blockchain through Agile Core Time on Polkadot and have been accepted into the UK's FCA sandbox for regulatory compliance.

Traditionally, tokenizing real-world assets like real estate involves many third parties and can lead to issues such as data breaches, data manipulation, and lack of accountability. AssetDIDcomm aims to solve these problems by providing a decentralized and secure method for data storage and communication related to digital assets.

The project has gathered support and use cases from various members of the Polkadot ecosystem, including Archisinal, Aventus, and Mandala Chain. They believe that AssetDIDcomm can improve data security, transparency, and efficiency in various industries, including planning, construction, and government projects.

The main problems AssetDIDcomm aims to address are centralized storage, security and access, and data manipulation. By providing a decentralized solution, the project hopes to increase investor confidence, improve accountability, and reduce costs associated with data breaches and forensic investigations.

Create a secure encrypted decentralized data storage and messaging system relating to any digital asset by leveraging DID verifiable credentials. Any digital asset owner on any chain could store and retrieve encrypted data and messages throughout the assets lifetime, through a shared verifiable credential.

1.  Context

This project aims to design and implement an Asset Decentralized Identifier Communication (AssetDIDcomm) system that allows individuals and groups with a shared verifiable credential relating to a specific digital assetDID (any asset created on any chain has an AssetDID) to securely and privately communicate with anyone with the same credential. The system will leverage the Kilt Protocol (or any other digital identity provider using the W3C standard) and Crust (or any other IPFS decentralized storage provider), ensuring privacy, security, and user control over personal data as well as provide gated and verifiable communication to and from users based on specific protocol or dApp rules.

Xcavate is a foundational protocol, built using the Polkadot SDK, designed to focus on the trustless tokenization of real estate assets facilitating inclusive community investment and decentralized governance. Xcavate is a well established project with imminent plans to launch their own blockchain through Agile Core Time on Polkadot. This builds on having launched several Appchain testnets on Tanssi as well as an instance on the Paseo testnet to verify DIDs created on the Kilt Protocol using the Kilt DIP pallet.

Xcavate have also been accepted on to the FCA sandbox (the UK digital assets regulatory body), which means they can operate in a live environment in a regulatory compliant manner while refining their real estate tokenized asset marketplace relating to UK investors. This will mean approximately £30 million in TVL, within the Polkadot Ecosystem, over the next 9 to 12 months. They were also asked to present at the recent FCA Autumn Innovation Expo at which the FCA Director of Innovation commented Xcavate as a stand out project in the Wealth Tech category.

Traditionally when a real world asset, like real estate, is tokenized there are many third parties involved throughout the life cycle of the asset. Data storage (of documents and communication associated with the asset) and data integrity is either fractured or centrally stored or both. This can lead to many issues like; Deleted or manipulated data, gaps in accountability, decisions and authorisations, regulatory oversight and market manipulation.

We have reached out to various members of the Polkadot ecosystem to gather other use cases that would benefit from a more decentralized and robust data storage & secure communication method relating to particular digital assets.

There are many other examples where secure immutable communication and document access between various parties in relation to a specific digital asset would benefit society.

2.  Problems

Centralised storage Trust in centralized communication methods relating to real world assets like real estate is constantly being eroded through data breaches and data manipulation, resulting in the loss of hundreds of millions of dollars as well as extremely low investor confidence and diminished accountability in areas of health and safety.

Security and access Private communication and documentation is often stored through a centralized source, which does not easily get transferred with ownership / involvement of an asset. Publicly available documents and communication can be an issue, especially for time sensitive data.

Data manipulation A timeline of events and culpability is often difficult to determine without trusted third parties or forensic investigation, which is costly and extremely time consuming.

EasyA is excited to announce the next phase of their collaboration with Polkadot, called #360DaysOfPolkadot. After a successful 2024, they plan to upgrade the in-app EasyA Polkadot course to Polkadot 2.0 and host two hackathons at Harvard University and in London. The timeline for this project is from November 2024 to April 2025, with a requested allocation of USD $392,500. The target metrics include 120,000 developers starting the crash course, 100,000 completing it, 600 in-person hackathon attendees, 100 hackathon projects, and over 10 million social media impressions. The proposal is available for review, and feedback from the community has been incorporated into the final proposal.

Milestone 1: EasyA x Polkadot: In-person hackathons and in-app Polkadot 2.0 crash course (#360DaysOfPolkadot)

Thank you for your support in Phase 1 and Phase 2. We have completed the work for Phase 2 and are excited to share our progress. We are the first team to submit a PR for review for JAM Milestone 1 with our JAM client Strawberry. For Phase 3, we are incorporating feedback from Phase 2 and requesting USDT instead of DOT due to market conditions and community optimism for DOT's future price.

In Phase 2, we explored integrating JAM data availability with Polkadot Storage to serve as the underlying storage layer for resupply of unrequested data to validators on request. We are considering using Polkadot Storage as the archival layer for all DA networks like Celestia, EigenDA, Avail, and more. As contributors to Celestia, we are familiar with the codebase and are exploring adding support for historical snapshots, import, export, and archive into Polkadot Storage.

For this phase 3 we are incorporating feedback gathered during phase 2 and requesting USDT instead of DOT. Given the current market conditions and the community optimism on the future of the DOT price, we believe asking for stables is now the optimal choice for the treasury.

One more thing: During phase 2 we looked at integrating JAM data availability with Polkadot Storage so that it would serve as the underlying storage layer for resupply of unrequested data that needs to be provided to validators on request. What if we used Polkadot Storage as the archival layer of all DA networks such as Celestia, EigenDA, Avail and more. As you know data availability networks give you publishing guarantees but not archival. As [contributors](https://github.com/eigerco/lumina) to Celestia [stack](https://crates.io/users/eiger-releases), we are familiar with the codebase and are exploring adding support to take historical snapshots, import, export and archive into Polkadot Storage. Historical data is useful for looking past the retention window, explorers, rollup developers etc. So in short: Storing all DA blockchains archival data into Polkadot Storage, why not.

Polkadot Storage: Phase 3/3

We had a successful 2024 program and now we are moving to the next step, called Tranche 2. This will help people who learned in our classes and bootcamp to join a big event called the Polkadot Hackathon. There, they can use their new skills to work on cool projects and help make the Polkadot system better.

So far, we had over 350 people join our classes and bootcamp, and they learned a lot. We want to keep this going by having them join the Hackathon.

For Tranche 2, we need some money to help make the Hackathon happen. We are asking for $385,000, which will be given to us in three parts. We already got the first part in July, and we are waiting for the second part in November, and the last part in early 2025.

With Tranche 2, we will help people who finished our classes and bootcamp to join the Hackathon and use their new skills on real projects. This is important to help people grow and make the Polkadot system better.

We’re excited to continue building on the success of our 2024 programmes with Tranche 2 of our proposal, advancing the progress made in Phase 1.

Summary: Following the successful execution of the Educational Series and the completion of the ink! Bootcamp, we are now moving forward with the second tranche of funding. This phase focuses on transitioning participants from the bootcamp into the Polkadot Hackathon, where they can apply their skills in real-world projects and contribute to innovation within the Polkadot ecosystem.

Our Progress So Far: With the support of Tranche 1, we have achieved substantial milestones, including over 350 participants across our Educational Series and the successful completion of the ink! Bootcamp. These programmes have provided developers with essential technical skills, and we aim to build on this momentum by engaging them in hands-on building opportunities in the upcoming Polkadot Hackathon.

Tranche 2 Proposal: Tranche 2 funding will enable us to:

— Transition participants from the completed [Educational Series](https://www.encode.club/encode-polkadot-summer2024-educate) and i[nk! Bootcamp](https://www.encode.club/encode-polkadot-ink-summer2024-bootcamp) into the [Polkadot Hackathon (scheduled for Q1 of 2025)](https://www.encode.club/encode-polkadot-2025-hackathon), allowing them to apply their skills to innovative projects.  
— Plan and execute the 4-week Polkadot Hackathon, which will serve as the core platform for developers to demonstrate their capabilities and drive new projects within the Polkadot ecosystem.

Requested Funds: We are requesting $385k, split into three tranches of $128,333 in USDC or USDT
