**Problem Statement**

The Polkadot ecosystem is currently dominated by a single block explorer provider, [as the DAO denied funding a competing service provider](https://polkadot.subsquare.io/referenda/180), this monopoly goes against Polkadot's ethos, which aims to decentralize as much as possible. Leading to concerns about centralization, limited innovation, and restricted access to necessary features. Current solutions often fail to meet the demands of decentralized applications (dApps) and smart contract functionality, particularly with the upcoming Polkadot Virtual Machine (PVM) upgrade. This leaves developers and users with inadequate tools to explore, query, and monitor blockchain data, inhibiting the ecosystem’s growth and transparency.

Previous block explorers in the ecosystem lacked many needed features and thus lacked adoption. We aim to build a competitive Blockexplorer that follows industry standards and top features to provide the Polkadot ecosystem with a credibly neutral, user-friendly experience.

With the requested funding, we aim to continue developing the project and introduce several new features that will enhance its utility:

1.  **Delegate Voting Updates**: The new version of the Twitter bots will showcase delegate votes. This feature will provide valuable insights into how influential delegates are voting on key proposals.
    
2.  **Pinned Posts for Monthly Treasury and Governance Stats**: We will introduce pinned posts that offer a clear and concise overview of treasury holdings in DOT, USDT, USDC, and other tokens, as well as governance statistics. This will help community members easily track and understand the financial health and governance activities within the ecosystem.
    
3.  **On-Chain Identity Migration Updates**: Due to the recent migration of on-chain identities to People’s Chain, many identities are not currently displayed. We will modify our code to accurately reflect on-chain identities of voters, ensuring transparency and accountability.

OpenGov referendum 494 has received a lot of support from the community. The storage network has completed phase 1 and some extra parts. Weekly updates are posted on the forum. A book with technical details and instructions on how to test the storage network is available online. Work continues on phase 2 tasks.

Two additional projects are being worked on that contribute to Polkadot:

1. Move has been integrated into Substrate, allowing builders to integrate the Move VM and execute Move smart contracts. This means anyone can now create a Move parachain on Polkadot.
2. A full team is working on Strawberry, the client implementation of JAM, and is close to the first milestone.

PolkaStorage is being added to Polkadot as a native storage offering. It uses DOT exclusively as the fee token and is inspired by the idea of a ubiquitous supercomputer. PolkaStorage relies on other networks less and brings in storage providers to the ecosystem, with service fees paid in DOT. It uses some Filecoin libraries but is a custom implementation tailored to the needs of the DOT ecosystem.

Eiger's Polka Storage is being integrated with JAM's Preimage Lookup System and Data Availability. This provides access to larger data capacity that doesn't fit in account state and serves as the underlying storage layer for resupply of unrequested data that needs to be provided to validators on request. This allows for the best of both worlds: JAM with Data Availability, where apps can access this data and only keep crucial parts on the JAM state.

Why PolkaStorage, adding native storage offering to Polkadot:

-   Uses DOT exclusively as the fee token where anyone in the eco thru XCM can store and retrieve data. No new tokens to take away utility from DOT.
-   Inspired by Gavins presentation about the Ubiquitous Supercomputer, storage offering is critical: cores for execution, storage for data. Now with JAM, the same storage offering is needed.
-   Reliance on other networks is a weakness. Other solutions use their own token and are just incentivization models on top of IPFS. This would be exclusive native storage for the DOT ecosystem. Bringing in storage providers to the ecosystem, service fees paid in DOT.
-   Although we use some Filecoin libraries to speed up development and not waste developer time reinventing the wheel, this custom implementation allows us to tailor the solution to what is needed in DOT, we are adapting it around JAM (We have a separate team working on Strawberry our client implementation) and bring in other use cases like data availability on top of this storage. (We built the Celestia rust stack, [read about our work and experience in DA](https://www.eiger.co/blog/lumina-release-start-celestia-light-node)).

**Integrating Eiger’s Polka Storage with JAM's Preimage Lookup System and Data Availability**

Providing access to larger data capacity that doesn't fit in account state and being the underlying storage layer for resupply of unrequested data that needs to be provided to validators on request.

-   Fully synchronous execution: ETH L1. All app data is stored on-chain and easily accessible. Not scalable.
-   Incoherent system: App data in different rollups, scalable but not composable, rollup model.
-   Best of both worlds: JAM with DA. Where apps can access this data and only keep crucial parts on the JAM state. We are building the underlying storage layer for that data.

## 1\. Introduction

Submerge is an **open-source data platform** designed and developed by Polkadot natives. It addresses several critical gaps in the Polkadot ecosystem for developers and users:

-   Lack of indexer/explorer/scanner alternatives.
-   Limited open-access data analysis and analytics tools.
-   Insufficient KYT integration and intelligence gathering.
-   No AML compliance research, development, and tooling.
-   Insufficient real-time visualization of entities, relationships and dynamics.

Submerge is a continuation of [Helikon](https://helikon.io/)’s previous work, building on the foundation of:

This proposal seeks funding for Milestone 1 of the project, which will deliver core functionalities over the 3 months following the approval of the proposal.

## 2\. Problem Statement

**A. Vendor Lock-In:** Polkadot primarily relies on Subscan as the only fully functional scanner, indexer, and explorer. Alternatives such as Polkascan, Polkastats, and Polkaholic are either discontinued or unmaintained, while Statescan provides limited functionality.

**B. Limited Open-Access Data Analysis and Analytics Tools:** Although the Parity Data Dashboards and the Dune integration expanded insights into the ecosystem networks, a comprehensive data platform is still needed. Such a platform would enable various algorithms (clustering, community detection, links, anomaly detection, autoencoders, association mining) to be applied to indexed data, offering deeper insights into account behaviors and network dynamics. Currently, no platform provides comprehensive insights into fluid network dynamics through 2D or 3D real-time and historical visualizations.

**C. Insufficient KYT Integration and Intelligence Gathering:** Currently, there is no open-access KYT and screening solution available for institutional and individual DOT holders. While Merkle Science offers its account attribution API to Subscan and various wallets, the ecosystem needs a dedicated application to meet its attribution, analysis, KYT, and screening requirements.

**D. No AML Compliance Research, Development, and Tooling:** There is no comprehensive effort in AML research, compliance or tooling development within the Polkadot ecosystem. This limits the network's ability to detect and prevent suspicious (financial) activities. A reliable solution is crucial for ensuring long-term trust and regulatory compliance.

## 3\. Proposed Solution

Submerge proposes a comprehensive **data processing platform** to address the challenges identified in the Problem Statement section.

**A. _Submerge_ Indexer** We will leverage our expertise from developing the SubVT Indexer to build a high-performance, high-availability, open-source multi-chain indexer in Rust. The indexer is going to be responsible for fetching the blockchain data from RPC archive nodes, and feeding it into the ETL layer, which in turn will store the data in OLAP, OLTP and in-memory databases to address the high-availability and performance requirements of various use cases.

We will implement a block scanner/explorer web application to present the complete blockchain data to the users. It will provide an interface to all Submerge services and account management functionalities (visualizations, Analyst, Sentinel, settings, credits, API keys, etc.).

**B. _Submerge_ Analyst and Real-Time Analytics** The Analyst component will host various data analysis algorithms to be applied to the indexed data, allowing users to discover clusters, relationships, associations, and anomalies in the blockchain data. The component will also run graph algorithms for deep, network-wide and inter-network analytics. The Real-Time Analytics component will monitor newly produced blocks, running analysis algorithms on state data, allowing users to gain real-time insights and receive notifications.

**C. _Submerge_ Sentinel** The Sentinel monitors blockchain state changes in real-time for anomalies and security breaches, identifying and flagging suspicious activities in coordination with the Analyst and Real-Time Analytics components. We will collaborate with regulators and institutions to understand their compliance requirements and ensure they are effectively integrated into the Polkadot ecosystem. We will also focus on securing the ecosystem by integrating external KYT/AML service providers while also building our own intelligence-gathering capabilities.

## 4\. Key Benefits

**• Ecosystem Resilience:** Submerge offers a robust alternative to existing indexing solutions, eliminating the dependency on a single solution. This ensures resilience and stability.

**• Seamless Onboarding:** We will help onboard new and existing development teams by providing a seamless process that minimizes costs and initial integration efforts. Submerge will offer the best path for teams to make their data and insights available to their audiences.

**• Enhanced Security, Compliance, and Transparency:** Submerge will enable real-time monitoring and reporting of suspicious activities, historical analysis through previously unavailable facilities, and increased visibility into account relationships and network dynamics. These features will introduce new security, compliance, and transparency levels for the Polkadot ecosystem.

**• Stake-to-Access (S2A):** A brand new utility for the DOT Token: Submerge's basic features will be free for all DOT holders, while premium features will reward larger DOT stakeholders. By staking DOT, users unlock premium features, driving increased demand for the token and creating additional network utility.

The Mosaic Chain Team aims to decentralize not only the Mosaic Chain but also its associated infrastructures, such as the blockchain indexer and explorer, to ensure they are not reliant on any single entity. In this proposal, the Mosaic Team highlights the benefits of the Rust based Mosaic Indexer and Mosaic Explorer, and explains its functionality in simple terms to the Polkadot Community. Additionally, we showcase the Mosaic Indexer in action through a DEMO version of the UI of Mosaic Chain Explorer. This demo queries on-chain data from the Mosaic Chain’s local testnet via the Mosaic Indexer and displays key on-chain events.

**Problem statement**

The Polkadot ecosystem is built on principles of decentralization, security, and interoperability. However, many of the current data indexing solutions are centralized or rely on specific entities, which can create single points of failure, limit transparency, and reduce the overall trustlessness of the ecosystem. Existing solutions may also involve significant costs or technical barriers that discourage broader adoption.

A Rust based indexer and community owned, decentralized explorer is crucial for the Polkadot ecosystem to fully realize its potential as a truly decentralized Web3 platform. By decentralizing the on-chain data querying through the decentralized explorer, we could eliminate reliance on a single party, enhancing security, transparency, and trust. Additionally, a decentralized approach aligns with Polkadot's ethos, ensuring that all data queries are handled in a trustless manner directly from the parachain nodes.

**What is Blockchain Data Indexing and Querying?**

Blockchain indexing is a method of organizing on-chain data so that users can quickly and easily query the information.  
Some common indexing methods include:

-   Indexing transaction-related information such as the sender, recipient, timestamp, and transaction hash.
-   Indexing addresses (accounts) to track their balances, transaction history, and other related data.
-   Indexing various crypto tokens and NFTs to track token activities and balances.
-   Indexing smart contract interactions, events, and parameters.
-   Indexing blocks by block height, timestamp, and other relevant parameters.

**API Integration:** The indexed data is then made accessible through powerful APIs and user interfaces, enabling users and applications to easily access the data. These APIs mainly include GraphQL endpoints and RESTful APIs.

**Solution: The Mosaic Indexer and the Mosaic Explorer**

The unique combination of a Rust-based, easily deployable blockchain indexer and a community-driven, decentrally run explorer infrastructure enables seamless transmission of on-chain data from Substrate chains to blockchain explorer interfaces, while it does not rely on third party services.

Our solution for indexing on-chain data in a decentralized manner consists two pillars:

1.  The Mosaic Indexer is a Rust based indexing processor which can query on-chain data directly from parachains to a local database.
2.  The Mosaic Explorer runs on multiple blockchain nodes' hardware and maintains connection via a p2p connection through a VPN and forwards on-chain information to Explorer UIs in a decentralized manner.

**Rationale behind the new concept of blockchain indexing**

The Rust based Mosaic Indexer we provide to the ecosystem aims to broaden the indexing landscape by offering a free alternative for teams with limited financial resources. The Mosaic Explorer Our goal is not to create a branded indexing protocol but to open-source the code of both the Mosaic Indexer and Mosaic Explorer as the new framework for decentralized blockchain indexing that the community can own and run.

The Mosaic Indexer and the Mosaic Explorer is designed in a Web3-native, Polkadot-like fashion as it is based on Rust and together, they create a significant advantage: ultimate decentralization for indexing blockchains.

Our concept for blockchain indexing is straightforward:

-   We developed the Mosaic Indexer in Rust, rather than TypeScript, making it easily compatible with any Substrate-based chain.
-   We created “processors” for the Mosaic Indexer that can query fundamental runtime modules, such as the balances pallet and staking pallet. (We are continuing to develop new processors for FRAME pallets)
-   We built Mosaic Explorer as a special decentralized explorer which runs on a community owned p2p network as it is deployed on multiple blockchain nodes.

Advantages of these open-source tools:

-   An indexer that can be hosted by anyone for any Substrate chain.
-   A more cost-effective, free option compared to subscribing indexer models. Not reliant on a third party.
-   A free codebase that the entire Polkadot community can further develop over time, in the spirit of open-source culture.

G6 Networks has proposed their second and final milestone, which focuses on integrating their products into institutions and connecting them to Polkadot. They also aim to develop an enterprise SDK for easy connection to Polkadot from managed and private blockchains, along with a public chain dashboard called "Citizens of Polkadot." The proposal is divided into three chapters: The Past, The Present, and The Future, which discuss their journey, current status, and future outlook. The budget includes path tracing features, enterprise SDK tooling, and live integrations with ecosystems and institutions.

Polkadot is upgrading its Relay, Asset Hub, Bridge Hub, and People Chain to version 1.3.0, and the Collectives chain to 1.3.1 to fix a payment issue. More details can be found in the release notes. This upgrade is part of a three-step migration to Agile Coretime, with sales starting in the third referendum.

With community and DV feedback, we have updated this proposal from prop #989 to request in stables and to split into two smaller tranches, focusing first to onboard Billfold.

The team behind {bash} events, PMEI (Polkadot Music Events Initiative), is a web3 foundation supported BD agency and DF grant recipient that is focused on bringing active users to Polkadot through the music industry vertical. We are leveraging decades of our music industry experience and relationships to strategically bring in millions of users and billions of dollars in transactions.

The music industry is a $100B industry which functions primarily on paper intensive processes - mostly in excel spreadsheets and manila envelopes (we’re not joking). Music is absolutely prime for change and blockchain can be a large component of that evolution.

In short, Billfold is a vendor payment system for live event concession sales (alcohol, soft drinks, merchandise). What sets them apart is that they streamline concession sales by using a single tap feature at the point of sale and groups transactions to reduce time spent on checkout and reduce banking fees. Billfold is running $150M in annual transaction volume with massive brand partnerships which will greatly impact the usage of the Polkadot network.

**The nature of this deal does not allow us to execute on these commitments without full funding in advance. A traditional milestone approach is based on building tech and presenting repos for review. In our situation, we are funding Billfold for the acquisition of their users and the chance to create a long, ongoing relationship with Polkadot.**

In basic terms, the CAC is $0.33 per user TO BEGIN WITH. Every new user added to Billfold will automatically get and transact with a Polkadot wallet- so the CAC only decreases with each new user.

Why else is this so incredible? Because Billfold can benefit from a blockchain solution that optimizes their business. Currently, Billfold’s dashboard provides every vendor (ie. bar vendor, merch vendor, food vendor, etc.) with an itemized list of concession items that are tracked and transacted on, with basic databasing and fiat rails, making it hard to verify and transparently share data with artists and brands. With Polkadot user wallets, this data is clear and verifiable so that an artist or brand can query data to identify loyal customers and reward that audience. This all happens on Polkadot. Beyond that, a vendor could already be working on tight margins, and in territories with volatile foreign exchange rates, this can mean a tremendous loss in revenue should the local currency shift out of their favor between payment settlements. USDC payouts solves this for every vendor on Billfold, and its powered by Polkadot.

If we agree that more active users on Polkadot is conditional for success, then this deal is a homerun for the ecosystem. These are repeat, lifetime users that are top-of-funnel and will have the chance to learn about and engage with Polkadot tech through extremely positive brand deposits. On average these users are transacting 4.5 times per year through Billfold’s current business, and they are in the process of making a larger global push to capture a far more significant piece of the market. It’s not a stretch to think that transactions can scale 10x from here.

In addition, every PoS unit and receipt will have Polkadot advertising baked in to reinforce the fact that Polkadot is what powers and secures their experience. That means each user has a great experience and sees the Polkadot logo, over and over and over again. This is directly marketing to users that are USING the tech. PMEI is spearheading a new and exciting initiative with our business development and onboarding partners at Transistor that will onboard these two companies into the Polkadot ecosystem. Billfold and Radiate are some of the most forward-thinking names in electronic music events, and are excited about the prospect of launching products on Polkadot to further solidify their leading position as music event technology providers.

**This proposal will cover the cost to integrate and market the following:**

-   Onboarding 3 Million active user accounts via Polkadot (substrate) custodial wallets
-   Streamlining crypto native payments for those users through web3 PoS solution: including, but not limited to, live events and sporting events

Jaclyn Francis - Formerly at Tidal (Jay-Z’s HiFi music streaming platform recently acquired by Square/Block), Jaclyn is also part of the PMEI/ {bash} team and will be managing the digital ticketing experience for live music venues and artists using the RA platform.

Transistor will be supporting this onboarding effort with business development, key partner integration and development work. Peter led multiple teams and initiatives in the development of Ethereum and launch of Kusama and Polkadot’s success while at Parity Technologies and the Web3 Foundation from 2017-2022. Yoon Kim is a Polkadot ICO investor who worked at the highest levels of Wall Street tech banking and hedge funds throughout the Web 2.0 era.

Exiled Studios - Exiled Studios is a gaming studio focusing on developing low touch, high reward games. Exiled focus on algorithmic and low touch strategy games allows time poor, ex-gamers a way to enjoy gaming without the effort. Exiled is currently building the Exiled Racers gaming platform on top of the Moonbeam (Polkadot) blockchain.

Growing the Music Vertical on Polkadot: Onboarding Billfold

StakingRewards.com is a platform that helps people invest in staking, which is a way to earn rewards by participating in the proof-of-stake blockchain networks. They want to work with Polkadot, another blockchain network, to make it easier for people to stake their tokens and support the network.

Here are some of the things they plan to do:

1. Create a special app for Polkadot that will let people stake their tokens and connect with different validators.

**Proposal Update: Response to Feedback and corresponding Adjustments**

**Background:**  
Before submitting our proposal to governance, it was posted on the discussion forum from August 19th to September 5th. During that period, there were no comments, so we moved forward to governance.

Once in governance, we received valuable feedback that raised important considerations we hadn't initially addressed. As a result, we are revising the proposal to incorporate these insights.

**Key Feedback:**  
[@TMC](../user/TMC): Highlighted the lack of governance capabilities in the proposal.

[@saxemberg](../user/saxemberg): Addressed concerns regarding the ranking logic for Polkadot Validators (currently based on VSP & AUM). 

We deeply appreciate the constructive dialogue and encourage continued community engagement to ensure this proposal adds significant value to the Polkadot ecosystem.

**Proposed Adjustments:**

1.  **New Badge for Validators:** We will introduce a "Decentralized Node Program" badge in the Polkadot Validator section, signaling participation in the 1KV program. This aims to further decentralize the Polkadot Validator set and support Community Validators in particular.
2.  **Ranking Criteria Update:** We will shift to an objective & neutral, performance-based ranking system. Validators will no longer be ranked higher solely based on VSP status. Instead, metrics like Era Points will be used to calculate validator performance. Additional feedback from the community on this change is welcome. Do not hesitate to leave a comment.
3.  **Support for Nomination Pools:** Beyond staking to individual validators, we will integrate nomination pools to enhance staking flexibility.
4.  **Transparency on Treasury Funding:** We will explicitly indicate that the integration into the stake app is funded by the Polkadot Treasury with a clear note: “This page was funded by the Polkadot Treasury.”
5.  **Governance:  
      
    (Included) Governance Information:** We can commit to including basic governance information as part of this proposal. This will include features such as voting prompts or a feed with proposals. At a minimum, we will inform our users about the existence of governance and their ability to vote.  
      
    (**Not Included)** Governance Features in Staking Terminal: Governance capabilities will be integrated into the Staking Terminal to foster participation. However, this requires further scoping and will be part of a separate proposal once the App integration is finalized.
6.  **(Not Included) Verification for all Polkadot Validators:** We are open to verifying (VSP) all Polkadot Validators. If there is community interest, we can submit a separate proposal to implement this.
