Why is not built right now? 

The KILT SDK has upgraded, and after 9 months of raising capital without success there's something called the "Valley of Death", despite having once a PoC and a working product, a startup needs money to keep going. 

Why not apply for W3F grants? There are no grants, and the grants were focused on infrastructure and chains, out of Peranto CGo scope.

     We successfully developed a Proof of Concept (PoC) during the OneBlock+ Hackathon and launched a social media campaign with Tanssi. Initially we will focus on creating a second-hand car marketplace that integrates $DOT as one of the accepted currencies for payments.

     Motoverse's mission is to transform vehicle transactions by providing secure, transparent, and decentralized solutions to the global market, addressing real-world needs, preventing frauds, and enhacing eccessibility to vehicle financing.

     The first thing to do is create a legal company that will allow us to launch in a proper and global way. We already have been talking with Hong Kong Lawyers, but we still want to contact different lawyers around the world that can help us to launch on a global scale. Our first market will be Asia, then Latin America, because both continents have a big adoption.

**Milestone 2:  Vehicle Tokenizer Tool**

**Description:**  Complete the Development of a Legally-Compliant Real World Asset Tokenizer.

      Our solution, the "Proof of Law" mechanism, will digitize real-world asset ownership. By utilizing existing ecosystem substrate pallets (Identity, NFT, etc), we will customize them to meet specific legal requirements for tokenizing vehicles. One of the greatest challenges in tokenizing real-world assets is establishing a verifiable legal connection between digital tokens and their physical counterparts. With our legaltech solution and expertise we will ensure the real legal document representation of the digital asset.

     It is important to mention that we created a v1 of this tool as a POC in the OneBlock+ Hackathon, but we still need to improve it. 

**Milestone 3: Ricardian Contracts Tool.**

**Description**: Build Ricardian Contract Factory Pallet for Vehicle Purchases.

     By combining legaltech, legal design, cryptography and blockchain infrastructure, we will create Smart-Legal Contracts , also known as Ricardians Contracts, as the core of our AppChain. This will enable smoother, legally-enforceable transactions in the real world through our Marketplace. The first Version of these Ricardian Contract Factory Pallet will focus on commercial sales.

**Milestones 2 and 3 will involve testing** with real users to create an exceptional UX/UI, ensuring smooth interactions with our platform. This phase will also allow us to test market dynamics and prepare for the initial launch, fine-tuning the platform based on real-world feedback.

Archives are an important piece of Polkadot and Kusama data infrastructure provided by SQD (formerly Subsquid). They provide access to on-chain data for public chains in the Polkadot ecosystem. They are being used as a data source for Squids and for efficient data exploration and ad-hoc queries.

The Archives, as performant data sources of historical on-chain data, are critical to the operation of backend APIs run by major projects in the Polkadot ecosystem (the list is not exhaustive):

**Achievements**

-   **FireSquid Sunset and Full Migration to ArrowSquid:** With the launch of ArrowSquid, we have significantly enhanced our processing capabilities by enabling the ingestion of unfinalized blocks directly from network nodes. This advancement allows for bypassing the initial need for archiving, facilitating near real-time responses to on-chain activities with subsecond latency. ArrowSquid’s capability to handle forks and rewrite database contents when orphaned blocks are indexed, along with its support for detailed transaction execution receipts, traces, and state diffs, marks a significant step forward in our technology. **Following the complete sunset of FireSquid, all consumers successfully migrated to ArrowSquid by Q1’24**
    
-   **Decentralizing Archives Tethys Testnet:** Following the successful sunset of the Panthalassa testnet, which had initially launched in partnership with CoinList with over 40,000 participants, we have now launched the Tethys testnet. The Panthalassa testnet, renowned for deploying several thousand indexers to index substrate chains including Polkadot and Kusama chains, has paved the way for its successor. The Tethys testnet introduces significant enhancements, including improved query execution, increased network stability, and enhanced communication between nodes.
    
-   **The mainnet bootstrap:** Following the successful testnets, we have bootstrapped the mainnet. Throughout these test phases, we gathered valuable insights on enhancing quality, query execution speed, and reliability. These advancements have been fully implemented in the mainnet, ensuring a robust and efficient network.
    
-   The biggest Polkadot projects have fully migrated or are in the process of finishing the migration from FireSquid to ArrowSquid, including: Polkassembly, Subsocial, HydraDX, KodaDot, Talisman, Multix Multisig,  RMRK, Apillon, StellaSwap

This research project is about studying OpenGov systems, which are new ways of making decisions in a group without a boss. The researchers want to look at how these systems work in two places called Polkadot and Kusama. They want to find out what's good and bad about these systems and how to make them better.

The researchers have some questions they want to answer:
1. How do people use these OpenGov systems?
2. What makes people join in and make decisions?
3. How can we make these systems better?

They will read other studies, look closely at Polkadot and Kusama, talk to people who use these systems, and then analyze all the information they get. They will then give suggestions on how to improve these systems.

Action Research for OpenGov

"SoyPolkadot" is a project aimed at expanding Polkadot's adoption in Latin America, focusing on end users. We propose launching "SoyPolkadot" (I'm Polkadot in spanish), a strategic initiative to significantly expand Polkadot’s adoption in **Latin America, focusing on end users rather than developers.**

The project includes participation in three major fairs in Colombia (SOFA — Leisure and Fantasy Expo,  Bogota international book Fair, and Colombia 4.0), meetings with chambers of commerce, entrepreneurs, and students in art and music, alongside a digital marketing campaign in Spanish and educational content on SoyPolkadot.com.

We will incentivize participation with DOTs, memecoins, and exclusive NFTs. After the first year, we will evaluate and develop complementary projects in other countries across the region to further drive Polkadot adoption. This project not only benefits LATAM but also strengthens Polkadot’s global ecosystem by increasing DOT demand and demonstrating the power of decentralized governance.

**Previous Experience in Blockchain Projects**

Our journey into the crypto world began in 2013, when we started mining smaller coins like Solarcoin, Memory Coin, and Anoncoin. The gains were modest but gave us valuable experience in the space.

In 2017, we converted our initial mining profits into Ethereum and expanded our mining operations using a couple of GPUs. We also mined Monero using CPU power and diversified our investments into tokens from emerging projects of that time, including Monaco (now Crypto.com) and Tezos, along with participating in several ICOs.

A few years ago, we joined the Helium Network project by installing the first four antennas in Bogotá to support the network's decentralized expansion. Around the same time, we began doing staking on Polkadot, and after learning about Polkadot 2.0 and JAM, we decided to convert 50% of our savings into DOT, showing our belief in the potential of the Polkadot ecosystem.

Currently, we operate a couple of validators on Ethereum and are supporting the EigenLayer project. We reinvest all our gains into more Polkadot, which we stake continuously. Polkadot Community Foundation <> Ledger - Giveaway to Increase 𝕏 Followers

Cryptonitas is a project that aims to create educational content and provide user support for the Polkadot network. They have successfully completed their previous proposal objectives, which included creating tutorial videos in Spanish, supporting users through social networks, and increasing staked DOT. The project focuses on education and support rather than speculation and aims to help users learn and use the network effectively.

For their new proposal, Cryptonitas has set three key performance indicators (KPIs):

1. Create truthful and high-quality tutorial videos in Spanish while maintaining channel metrics.
2. Provide user support through social networks and video calls if needed.
3. Increase staked DOT in pool #61 by more than 200,000.

Cryptonitas believes that the success of their content should be measured by how many users actually use the network, not just by the number of views. They created pool #61 as a way to demonstrate the impact of their content on user engagement and DOT movement on-chain. The Cryptonitas channel is not a commercial channel based on speculation and prices, but rather a channel focused on support and education. For Cryptonitas, the main objective is for users to learn and use the network.

For this reason, we consider that our metrics should not be the same as those of a speculative content proposal, which focus mainly on measuring the views achieved.

We consider that a video with 500 views, of which 400 have used the network, is more successful than a video with 5,000 views of which not even 200 have used the network.

But it is usually really difficult to know how many users the videos you produce are useful for. Well, for example, when you make a video on how to create an on-chain identity, it doesn't mean that all the on-chain identities created since that date have been created thanks to your video. And the fact that this video has 10,000 views is not an indicator of whether any of them have created an identity.

So, how can we prove that the users who watch the channel's content actually use the network?

To do this, we came up with the idea of ​​creating pool #61, a way to demonstrate how many users and how much DOT are moving on-chain thanks to the content created by Cryptonitas.

For this proposal the objectives to be achieved are:

Showcasing Polkadot’s Capabilities: The Spammening

This proposal is about a social media campaign that promoted the DOT is DED memecoin from May to July. The goal was to make more people know about the DED token and help new users join the Polkadot ecosystem. The campaign focused on making DED popular as a memecoin and teaching people about launching memecoins.

Here are the main things they did:
- Worked with other Polkadot projects and important people (KOLs) to make the campaign successful.
- Made fun and shareable content like memes and videos to get people excited.
- Worked with 6-7 top KOLs to reach 5.5 million followers.
- Created 60+ posts and videos, and 10 YouTube videos.
- Got 20+ KOLs to make content and reached 40,000+ people on posts.
- Wrote 12 unique articles with 138,000 views.

The campaign cost 75,000 USD worth of DED tokens. They did well in using the memecoin trend and working with important people to make DED more popular in the Polkadot ecosystem. This money will help cover the costs and support future projects.

The primary goal was to increase awareness of the DED token as a bridge to onboard new users into the Polkadot ecosystem. **Campaign Focus:** The campaign aimed to position DED as a memecoin and drive education within the ecosystem on launching memecoins and a gateway for users to join the wider Polkadot ecosystem. We leveraged memecoin trends and targeted messaging to capture retail investors’ attention.

Our activities focused on co-marketing efforts with other Polkadot projects and KOLs, tying DED into ongoing Web3 and crypto discussions. The narrative appealed to both developers and retail users, aiming to shift away from purely technical builder content and toward retail user adoption.

Argus Explorer : Open-source, PVM-focused blockchain explorer designed to address critical needs within the Polkadot ecosystem.

OpenGov referendum 494 has received a lot of support from the community. The storage network has completed phase 1 and some extra parts. Weekly updates are posted on the forum. A book with technical details and instructions on how to test the storage network is available online. Work continues on phase 2 tasks.

Two additional projects are being worked on that contribute to Polkadot:

1. Move has been integrated into Substrate, allowing builders to integrate the Move VM and execute Move smart contracts. This means anyone can now create a Move parachain on Polkadot.
2. A full team is working on Strawberry, the client implementation of JAM, and is close to the first milestone.

PolkaStorage is being added to Polkadot as a native storage offering. It uses DOT exclusively as the fee token and is inspired by the idea of a ubiquitous supercomputer. PolkaStorage relies on other networks less and brings in storage providers to the ecosystem, with service fees paid in DOT. It uses some Filecoin libraries but is a custom implementation tailored to the needs of the DOT ecosystem.

Eiger's Polka Storage is being integrated with JAM's Preimage Lookup System and Data Availability. This provides access to larger data capacity that doesn't fit in account state and serves as the underlying storage layer for resupply of unrequested data that needs to be provided to validators on request. This allows for the best of both worlds: JAM with Data Availability, where apps can access this data and only keep crucial parts on the JAM state.

Edit: Adding some notes on the value proposition and our integration with JAM as we had looked at this months ago but realized that we hadn't shared it here.  
  

Why PolkaStorage, adding native storage offering to Polkadot:

-   Uses DOT exclusively as the fee token where anyone in the eco thru XCM can store and retrieve data. No new tokens to take away utility from DOT.
-   Inspired by Gavins presentation about the Ubiquitous Supercomputer, storage offering is critical: cores for execution, storage for data. Now with JAM, the same storage offering is needed.
-   Reliance on other networks is a weakness. Other solutions use their own token and are just incentivization models on top of IPFS. This would be exclusive native storage for the DOT ecosystem. Bringing in storage providers to the ecosystem, service fees paid in DOT.
-   Although we use some Filecoin libraries to speed up development and not waste developer time reinventing the wheel, this custom implementation allows us to tailor the solution to what is needed in DOT, we are adapting it around JAM (We have a separate team working on Strawberry our client implementation) and bring in other use cases like data availability on top of this storage. (We built the Celestia rust stack, [read about our work and experience in DA](https://www.eiger.co/blog/lumina-release-start-celestia-light-node)).

**Integrating Eiger’s Polka Storage with JAM's Preimage Lookup System and Data Availability**

-   Fully synchronous execution: ETH L1. All app data is stored on-chain and easily accessible. Not scalable.
-   Incoherent system: App data in different rollups, scalable but not composable, rollup model.

## 1\. Introduction

Submerge is an **open-source data platform** designed and developed by Polkadot natives. It addresses several critical gaps in the Polkadot ecosystem for developers and users:

-   Lack of indexer/explorer/scanner alternatives.
-   Limited open-access data analysis and analytics tools.
-   Insufficient KYT integration and intelligence gathering.
-   No AML compliance research, development, and tooling.
-   Insufficient real-time visualization of entities, relationships and dynamics.

Submerge is a continuation of [Helikon](https://helikon.io/)’s previous work, building on the foundation of:

-   [Chainviz](https://chainviz.app/) (data visualization, UI/UX design, web development),

This proposal seeks funding for Milestone 1 of the project, which will deliver core functionalities over the 3 months following the approval of the proposal.

## 2\. Problem Statement

**A. Vendor Lock-In:** Polkadot primarily relies on Subscan as the only fully functional scanner, indexer, and explorer. Alternatives such as Polkascan, Polkastats, and Polkaholic are either discontinued or unmaintained, while Statescan provides limited functionality.

**B. Limited Open-Access Data Analysis and Analytics Tools:** Although the Parity Data Dashboards and the Dune integration expanded insights into the ecosystem networks, a comprehensive data platform is still needed. Such a platform would enable various algorithms (clustering, community detection, links, anomaly detection, autoencoders, association mining) to be applied to indexed data, offering deeper insights into account behaviors and network dynamics. Currently, no platform provides comprehensive insights into fluid network dynamics through 2D or 3D real-time and historical visualizations.

**C. Insufficient KYT Integration and Intelligence Gathering:** Currently, there is no open-access KYT and screening solution available for institutional and individual DOT holders. While Merkle Science offers its account attribution API to Subscan and various wallets, the ecosystem needs a dedicated application to meet its attribution, analysis, KYT, and screening requirements.

**D. No AML Compliance Research, Development, and Tooling:** There is no comprehensive effort in AML research, compliance or tooling development within the Polkadot ecosystem. This limits the network's ability to detect and prevent suspicious (financial) activities. A reliable solution is crucial for ensuring long-term trust and regulatory compliance.

## 3\. Proposed Solution

Submerge proposes a comprehensive **data processing platform** to address the challenges identified in the Problem Statement section.

**A. _Submerge_ Indexer** We will leverage our expertise from developing the SubVT Indexer to build a high-performance, high-availability, open-source multi-chain indexer in Rust. The indexer is going to be responsible for fetching the blockchain data from RPC archive nodes, and feeding it into the ETL layer, which in turn will store the data in OLAP, OLTP and in-memory databases to address the high-availability and performance requirements of various use cases.

We will implement a block scanner/explorer web application to present the complete blockchain data to the users. It will provide an interface to all Submerge services and account management functionalities (visualizations, Analyst, Sentinel, settings, credits, API keys, etc.).

**B. _Submerge_ Analyst and Real-Time Analytics** The Analyst component will host various data analysis algorithms to be applied to the indexed data, allowing users to discover clusters, relationships, associations, and anomalies in the blockchain data. The component will also run graph algorithms for deep, network-wide and inter-network analytics. The Real-Time Analytics component will monitor newly produced blocks, running analysis algorithms on state data, allowing users to gain real-time insights and receive notifications.

**C. _Submerge_ Sentinel** The Sentinel monitors blockchain state changes in real-time for anomalies and security breaches, identifying and flagging suspicious activities in coordination with the Analyst and Real-Time Analytics components. We will collaborate with regulators and institutions to understand their compliance requirements and ensure they are effectively integrated into the Polkadot ecosystem. We will also focus on securing the ecosystem by integrating external KYT/AML service providers while also building our own intelligence-gathering capabilities.

**• Ecosystem Resilience:** Submerge offers a robust alternative to existing indexing solutions, eliminating the dependency on a single solution. This ensures resilience and stability.

**• Seamless Onboarding:** We will help onboard new and existing development teams by providing a seamless process that minimizes costs and initial integration efforts. Submerge will offer the best path for teams to make their data and insights available to their audiences.

**• Enhanced Security, Compliance, and Transparency:** Submerge will enable real-time monitoring and reporting of suspicious activities, historical analysis through previously unavailable facilities, and increased visibility into account relationships and network dynamics. These features will introduce new security, compliance, and transparency levels for the Polkadot ecosystem.

**• Stake-to-Access (S2A):** A brand new utility for the DOT Token: Submerge's basic features will be free for all DOT holders, while premium features will reward larger DOT stakeholders. By staking DOT, users unlock premium features, driving increased demand for the token and creating additional network utility.

Peter Molnar, the CTO of Mosaic Chain, has proposed a budget of 79,520 USDT to develop the Mosaic Indexer and Mosaic Explorer. These are a Rust-based Substrate Indexer and a decentralized blockchain explorer, respectively. The goal is to decentralize the Mosaic Chain and its associated infrastructures, such as the blockchain indexer and explorer, to ensure they are not reliant on any single entity. **Short Description:** As mentioned in our previous **[Polkadot forum post](https://forum.polkadot.network/t/contribution-for-the-polkadot-community-open-source-nft-based-aura-consensus-algorithm-and-introducing-the-mosaic-indexer/9020)**, where we open-sourced our NFT-based consensus mechanism as promised, we are now presenting the concept of the Rust based Substrate Indexer **(Mosaic Indexer)** and the decentralized blockchain explorer **(Mosaic Explorer)**.

The Mosaic Chain Team aims to decentralize not only the Mosaic Chain but also its associated infrastructures, such as the blockchain indexer and explorer, to ensure they are not reliant on any single entity. In this proposal, the Mosaic Team highlights the benefits of the Rust based Mosaic Indexer and Mosaic Explorer, and explains its functionality in simple terms to the Polkadot Community. Additionally, we showcase the Mosaic Indexer in action through a DEMO version of the UI of Mosaic Chain Explorer. This demo queries on-chain data from the Mosaic Chain’s local testnet via the Mosaic Indexer and displays key on-chain events.

**Problem statement**

The Polkadot ecosystem is built on principles of decentralization, security, and interoperability. However, many of the current data indexing solutions are centralized or rely on specific entities, which can create single points of failure, limit transparency, and reduce the overall trustlessness of the ecosystem. Existing solutions may also involve significant costs or technical barriers that discourage broader adoption.

A Rust based indexer and community owned, decentralized explorer is crucial for the Polkadot ecosystem to fully realize its potential as a truly decentralized Web3 platform. By decentralizing the on-chain data querying through the decentralized explorer, we could eliminate reliance on a single party, enhancing security, transparency, and trust. Additionally, a decentralized approach aligns with Polkadot's ethos, ensuring that all data queries are handled in a trustless manner directly from the parachain nodes.

**What is Blockchain Data Indexing and Querying?**

Blockchain indexing is a method of organizing on-chain data so that users can quickly and easily query the information.  
Some common indexing methods include:

-   Indexing transaction-related information such as the sender, recipient, timestamp, and transaction hash.
-   Indexing addresses (accounts) to track their balances, transaction history, and other related data.
-   Indexing various crypto tokens and NFTs to track token activities and balances.
-   Indexing smart contract interactions, events, and parameters.
-   Indexing blocks by block height, timestamp, and other relevant parameters.

**API Integration:** The indexed data is then made accessible through powerful APIs and user interfaces, enabling users and applications to easily access the data. These APIs mainly include GraphQL endpoints and RESTful APIs.

**Solution: The Mosaic Indexer and the Mosaic Explorer**

The unique combination of a Rust-based, easily deployable blockchain indexer and a community-driven, decentrally run explorer infrastructure enables seamless transmission of on-chain data from Substrate chains to blockchain explorer interfaces, while it does not rely on third party services.

Our solution for indexing on-chain data in a decentralized manner consists two pillars:

1.  The Mosaic Indexer is a Rust based indexing processor which can query on-chain data directly from parachains to a local database.
2.  The Mosaic Explorer runs on multiple blockchain nodes' hardware and maintains connection via a p2p connection through a VPN and forwards on-chain information to Explorer UIs in a decentralized manner.

**Rationale behind the new concept of blockchain indexing**

The Rust based Mosaic Indexer we provide to the ecosystem aims to broaden the indexing landscape by offering a free alternative for teams with limited financial resources. The Mosaic Explorer Our goal is not to create a branded indexing protocol but to open-source the code of both the Mosaic Indexer and Mosaic Explorer as the new framework for decentralized blockchain indexing that the community can own and run.

The Mosaic Indexer and the Mosaic Explorer is designed in a Web3-native, Polkadot-like fashion as it is based on Rust and together, they create a significant advantage: ultimate decentralization for indexing blockchains.

Our concept for blockchain indexing is straightforward:

-   We developed the Mosaic Indexer in Rust, rather than TypeScript, making it easily compatible with any Substrate-based chain.
-   We created “processors” for the Mosaic Indexer that can query fundamental runtime modules, such as the balances pallet and staking pallet. (We are continuing to develop new processors for FRAME pallets)
-   We built Mosaic Explorer as a special decentralized explorer which runs on a community owned p2p network as it is deployed on multiple blockchain nodes.

Advantages of these open-source tools:

-   An indexer that can be hosted by anyone for any Substrate chain.
-   A more cost-effective, free option compared to subscribing indexer models. Not reliant on a third party.
-   A free codebase that the entire Polkadot community can further develop over time, in the spirit of open-source culture.

With this semi-retroactive proposal, we are also eagerly looking forward to publishing the open-source code for the Mosaic Indexer and Decentralized Explorer on the Mosaic Chain's **[GitHub](https://github.com/Mosaic-Chain/)**, where we already released our NFT based Aura consensus improvement implementation.

G6 Networks has proposed their second and final milestone, which focuses on integrating their products into institutions and connecting them to Polkadot. They also aim to develop an enterprise SDK for easy connection to Polkadot from managed and private blockchains, along with a public chain dashboard called "Citizens of Polkadot." The proposal is divided into three chapters: The Past, The Present, and The Future, which discuss their journey, current status, and future outlook. The budget includes path tracing features, enterprise SDK tooling, and live integrations with ecosystems and institutions.

Our proposal is divided into three chapters, taking an unconventional approach. Instead of following the usual structure of problem statement, solution, and product, we will explore a different narrative. Our [first proposal](referenda/690) already covered the concept in detail, along with comprehensive research work. This time, we focus on a journey through our past achievements, present status, and future outlook.

**Chapter 1:** The Past In this chapter, we reflect on our journey so far. We share the collaborations and our achievements, a detailed report of our development milestones and our MVP.

**Chapter 2:** The Present This is where we stand now. We will discuss our current development status and we'll introduce the exciting concept for the G6 SDK and the “Citizens of Polkadot” dashboard — a vision becoming reality.

**Chapter 3:** The Future Looking forward, this chapter is our canvas. We'll paint a picture of our development outlook, our vision for the future and our sustainability efforts.

G6 Milestone 2: Enterprise SDK for Managed Blockchains and Polkadot Citizens Integration

Polkadot and EasyA have announced the finalists of their joint Harvard Hackathon. The event was part of the #180DaysOfPolkadot campaign, which aimed to educate and engage Web3 developers in the Polkadot ecosystem. The campaign was a follow-up to the successful 2023 #60DaysOfPolkadot developer education campaign. The hackathons in London and Harvard attracted a large number of participants, with 350 and 300 hackers respectively, and resulted in the creation of 56 and 55 projects. The event also featured Indy500 racer Conor Daly, who expressed his enthusiasm for the EasyA and Polkadot developer ecosystem. The campaign successfully educated over 100,000 developers on Polkadot and achieved 80% completion rate. The event was supported by various Polkadot ecosystem teams, parachains, and developers. EasyA is now focusing on supporting the top teams and builders to continue building on Polkadot and is working closely with the Unique Network team to funnel builders using NFTs on Unique Network towards their CodeCraft grants programme.

By now you’ve probably already heard about #180DaysOfPolkadot, which took the Web3 developer community by storm. We worked day and night to make this dream a reality, and couldn’t be prouder at having finally pulled it off. In our work across Web3, EasyA alumni have been funded by top VCs like a16z, YC, Founders Fund and many more. We’ve now laid the foundations to recreate this success in the Polkadot ecosystem.

This is our proposed referendum for successfully completing the final milestone (Milestone 2) in EasyA’s #180DaysOfPolkadot.

**Executive Summary:**

For context, the #180DaysOfPolkadot builds on the huge success of our 2023 [#60DaysOfPolkadot developer education campaign](371). After last year’s success, all our stakeholders (Polkadot ecosystem teams, parachains, developers, founders and more) wanted us to build on this momentum and go even bigger. So we took on the challenge and did! We even hosted Indy500 racer Conor Daly at the hackathon so he and his team could see it in action and learn more about the Polkadot developer ecosystem! **Milestone 2 Requested Allocation Breakdown Summary (Retroactive Funding)**

Our original proposal for #180DaysOfPolkadot split our costs into two phases. Milestone 1 (approved [here](503)) covered the creation, technical implementation and distribution of the in-app content, as well as the venue/logistics deposits. Milestone 2 (this milestone) is retroactive funding to cover the final costs of the in-person hackathons, prize money and educational campaign.

This retroactive funding after the successful completion of our proposal reflects EasyA’s deep respect for the Polkadot treasury and OpenGov. Rather than the community needing to take any risk with EasyA, we take on the responsibility ourselves of delivering on the KPIs and targets which we set out for the community originally.

**What’s next?**

EasyA has played a key role in growing the Polkadot developer ecosystem since 2022, and we intend to continue building on our successes. Our philosophy has always been to start small, prove ourselves and our results, and then double down on the key areas of success. It’s this approach which has enabled us to drive such big results with our #180DaysOfPolkadot.

In keeping with this guiding philosophy, we’ve already been assessing which areas we should double down on next, and have been discussing our key learnings with our Polkadot ecosystem partners/parachains, Parity and Web3 Foundation. We have detailed these in our full report. However, in summary, our core next step is to get the top teams and builders whom we’ve already recruited, to continue building on Polkadot. The huge EasyA developer community is filled with founders and entrepreneurs and we are excited to get them launching their startups in the Polkadot ecosystem.

We have already started working towards this. We’re working closely with the Unique Network team to funnel builders using NFTs on Unique Network towards their CodeCraft grants programme, which supports builders with launching and marketing. A record number of teams have already now applied for the programme. We’re connecting top games developers with Angie Dalton, who has been welcoming them into the Dot Play initiative. In fact, we have personally introduced all the gaming winners from our Harvard hackathon directly to Angie Dalton. We’re also mentoring teams ourselves, inspiring them about all the opportunities coming up in Polkadot, such as JAM and Plaza. There’s so much more we’re doing too, and we’re currently planning a whole suite of post-hackathon support for our builders, all the way up to getting them funded. We’re very excited to share more on this next month.

Builders who have joined Web3 through EasyA’s in-app challenges and hackathons have gone on to get funded by a16z, YC, Founders Fund and many more top VCs. We’re bringing the top talent who will be able to do that on Polkadot.

Rome wasn’t built in a day, and there are many different areas of the technical and ecosystem-wide funnel in Polkadot which we need to fix. However, we’re working night and day to get these builders launching the next big thing on Polkadot. This includes aligning efforts with Parity, Web3 Foundation, and other ecosystem support teams like Papermoon. Together, we’re nurturing a whole new wave of builders to breathe fresh life into Polkadot!

EasyA x Polkadot - Developer Growth via In-Person Hackathons and Crash Courses (#180DaysOfPolkadot): Milestones 1 & 2 Report

The Treasury Proposal is about creating an ink! Alliance to help Polkadot, a blockchain protocol, become more successful. Polkadot wants to make smart contract development easier and more accessible. Ink! is a special language that helps build secure and decentralized technology. It is important because it is made for Polkadot and shares its security and resilience. 

The ink! Alliance will have different teams working together to make Polkadot and ink! better. They will teach people about ink!, make it easier to use, and keep improving the code. They also want to get more people to use ink! and make Polkadot stronger. 

The alliance has some goals, like making good tutorials, being active on social media, and helping at events. They also want to keep making ink! better and support people who use it. They are asking for $520,000 to do this work for 6 months.

# Treasury Proposal: ink! Alliance for a more successful Plaza

### Motivation Overview

Polkadot is built to be “the next-generation blockchain protocol at the heart of a vision for a fair, secure and resilient web that protects user interests by design (Web 3.0).” ([src](https://polkadot.network/blog/what-is-polkadot-part-2-the-vision)). It is the compute platform designed to power the next generation of applications. Polkadot is secure, resilient and unstoppable, without compromise. However, for Polkadot to truly reach the masses, smart contract development must become more accessible. ink! offers the most straightforward approach to building secure and truly decentralized technology. By supporting the ink! alliance, growth can be accelerated and the developer pool broadened for Polkadot, Plaza, and parachains.

Why is ink! part of the solution? ink! is a Polkadot native smart contract language. ink! shares the same ideals, security and resilience as Polkadot. It uses the same code-libraries and technology that the Polkadot SDK uses, allowing for seamless integration with runtimes and Polkadot’s multichain composability. ink! allows smart contract developers to use Polkadot’s offerings, while remaining secure.

This security comes from ink! being Rust. The language that built Polkadot, and is renowned for its robustness, reliability, and performance. With ink!, Polkadot has a smart contract language that makes creating proper decentralized applications simple, while remaining true to Polkadot’s uncompromising ideals and composability. **Current Status and Adoption of ink!**

It is an ideal time to push for greater traction for ink! due to Polkadot’s preparation for contract-enabled system-chains, and ink! being at its most mature-stage yet. ink! is supported by several parachains, has thousands of contracts deployed across the ecosystem, and boasts a robust set of tools, including full-stack boilerplates, scaffolding tools, and advanced security tools.

**Endorsement and Impact**

OpenZeppelin, a major player in Web3 security, highlighted that they “see great potential in ink! and its tool `cargo-contract` which has demonstrated robust security measures and an unwavering commitment to ensuring the safety and security of its users. Overall we are confident that ink! and its associated tools will see significant adoption in the future” ([src](https://blog.openzeppelin.com/security-review-ink-cargo-contract)). Data from Parity indicates that the most used smart contract parachains in 2023, Astar and Phala, support ink!, with Phala having over 6,000 ink! Contracts deployed. Additionally, Aleph Zero has developed a thriving ecosystem around ink!, showing how ink! can be impactful in Polkadot with the proper support.

**Widespread Usage**

ink! Alliance for a more successful Plaza

GlobalLedger is proposing a cost-effective solution for Polkadot ecosystem projects to meet compliance requirements. The proposal offers tools and services to help projects qualify for VASP licenses, engage with TradFi institutions, maintain MiCa-compliant stablecoins, and provide data for regulators. The main benefits of this proposal include lower costs, faster delivery, inclusive access, and support for more parachains. The proposal asks for a 20,000 DOT commitment for Phase 0 delivery, with future phases approved separately as the ecosystem grows. GlobalLedger aims to debunk myths about compliance and provide a practical, transparent solution for the Polkadot community. The plan includes checking the formal proposal, joining video sessions, questioning and voting on the proposal, testing deliverables, and deciding on follow-up milestones.

**Summary of the proposal:**

GlobalLedger is offering a cost-effective set of compliance tools and services for Polkadot ecosystem projects enabling them to qualify for VASP licenses, engagements with TradFi institutions, onboard and maintain MiCa-compliant stablecoins, provide decision support data for regulators, maintain listing at Centralized exchanges in tightening regulatory environment and more.

**Why is this proposal better than others?**

-   **Cost.**  
    Significantly lower cost for the treasury to get essential tools and benefits (only 20000 DOT) with a flexible schedule and follow-up approvals for budget from the community.
-   **Speed.**  
    The first deliverables of essential compliance tools and cybercrime protection for the Relay chain will be ready in 3-4 weeks.
-   **Inclusive assess.**  
    Everyone in the community will be able to use the tools, materials, and services for their own personal or business benefits. We teach you and make sure you do get the benefits.
-   **More Parachains.**  
    The community will be able to vote for 10 additional parachains to be supported in later stages.

**Another proposal on AML?**

We are aware that there is a proposal from another company on this matter and its background, so we want to provide at least one alternative option to the community.

We understand that another offer is from a big brand so instead of a “strategic partnership with a big brand” we bring practical substance: software, education, consulting, return stolen funds service, available to everyone in the community for 3 years. All of this with a clear plan and ROI.

In contrast, we also understand that at the current stage of development, it is too early to call compliance a limiting factor for the growth and institutional adoption for Polkadot. Large investments in compliance may shift the focus from growth and create more risks for DOT price than opportunities. So we came up with a "bet small, start early" type of proposal, to give the community the ability to fight back cybercrime and AML risks as early as possible without significant spending.

This referenda asks for only 20000 DOT commitment (not millions) for the Phase 0 delivery. This provides essential tools and support that everyone will be able to test and decide on future phases (see the [formal proposal](https://docs.google.com/document/d/1PZL5GwzJtsl0WFaGjmCfBcwZof2oGoV5EsV_DlSuR-M/edit?usp=sharing "GL Proposal to Polkadot")). The following phases shall be approved as separate proposals as the ecosystem grows and naturally would require more sophisticated tools, better performance, and more services.

We also see many concerns about privacy, applicability, and ROI that we want to address specifically, during following video sessions.

**🤓But before let's debunk a few myths:**

-   **"Company X is accepted/recommended by regulators while other companies are not."**

The truth is: that regulators can not be biased and recommend certain companies.  There are no whitelists, chosen firm boards, standards, or laws written with certain company names. 

Just like there is no mandate on which blockchain explorer to use, there is no mandate on which software to use for AML.

Here is an example from FATF standards:

"VASPs should implement appropriate measures to identify and verify the identity of their customers, including through the use of reliable, independent source documents, data, or information (electronic or otherwise), as well as software that can aid in identifying suspicious activity and the sources of funds."

So as long as you can identify the source of funds (or Use of Funds) and verify blockchain data and labels - it's enough. In fact, if you use Blockchain Explorer and put your labels on it, you can fulfill the requirement, it just takes 100X more time for research and it is harder with darknet, mixing, and cybercrime research for example.

GL has a track record with entities like the Euro Council or UNODC and checks around 100-300K requests per day for its EU clients. Just enough authority in the right locality.

-   **"Older companies have bigger databases, especially for illicit activities"**

The truth: Polkadot is fairly new and does not have an extensive track record of illicit activities and cybercrime. So all companies are in the same position here.

It is more important how fast you get new updates because you might not want to help hackers process funds stolen 20 minutes ago from your community buddies.

For Polkadot especially, the current speed is more important than SilkRoad wallets last active in 2012. (However, we have them too).

-   **"Blockchain analytics software is created to spy on people"**

While this is partially true, the direction of “spying” is dependent on who operates the tool. In fact with a tool in your hand, you can check out how governments are selling seized crypto, who is donating to certain political groups, etc.

We were building our company believing in blockchain transparency and equality, so we provide equal opportunity to utilize the transparency.

BTW. By GDPR regulations in the EU, blockchain analytics companies can not store personal data, so deanonymization and labeling are only applicable to entities like exchanges, services, merchants, and also illicit activity, your personal data is out of reach.

By establishing a precise and mathematically rigorous model of PVM, we lay the foundation for diverse client development, thorough conformance testing, and the creation of advanced developer tools.

## Key Benefits of Formalizing PVM in K

-   **Client Diversity**: Formal semantics provide a single, authoritative source of truth for PVM’s expected behavior, independent of any specific implementation. This clarity eases the development of new PVM clients, particularly in the context of the JAM bounty, by allowing developers to refer to a precise but high-level semantics instead of grappling with the intricacies of a particular reference implementation. -   **Developer Tooling**: Formal semantics are not just about correctness; they also provide a solid foundation for developing various developer tools. The K Framework automates much of this process, enabling the rapid creation of debuggers, property testing tools, and symbolic execution frameworks. These tools can significantly streamline the development workflow, making it easier for developers to write, test, and verify their code. This will ultimately lead to higher-quality software and faster development cycles within the Polkadot ecosystem.

## Our Expertise and Track Record

Runtime Verification (RV) is particularly well-suited to undertake this project. We have a proven track record of applying these techniques to other blockchain ecosystems, notably through our work on KEVM—a formal semantics of the Ethereum Virtual Machine (EVM). The K Framework, our flagship product, has been successfully used to analyze and verify software across various languages, including Solidity/EVM, WebAssembly (Wasm), Michelson, and more. Our existing semantics for the RISC-V RV32EM architecture will enable us to quickly and efficiently develop KPVM.

Our past work includes the development of a range of tooling based on formal semantics, such as:

-   **Formal Reference Specifications**: Online auto-updated specifications of language semantics derived directly from their mathematical specification. For example, the [JelloPaper](https://jellopaper.org).

We are in close contact with Parity and the developers of PVM, and after our discussions, Parity encouraged RV to apply to the Polkadot treasury to proceed with this formal specification development. We bring extensive experience in both formal verification and blockchain systems, having completed numerous blockchain audits both inside and outside of Polkadot and verified several blockchain consensus protocols.

## Problem Statement

In an increasingly digitized world, ensuring software correctness has never been more critical. This is especially true for blockchain applications, where the permissionless nature and the intertwining of financial systems and software make absolute correctness paramount. Traditional testing techniques and ad-hoc implementations have proven inadequate to secure these complex systems, as evidenced by the numerous exploits and security breaches that have occurred in recent years.

The Polkadot Virtual Machine (PVM) currently lacks a formal specification, which poses significant risks, including undetected bugs and vulnerabilities and the hindrance of new PVM client development. The K Framework offers the perfect environment to address these challenges, providing precise and executable formal definitions and a well-tested approach to developing the necessary tooling on top of this foundation.

By creating a formal semantics of PVM using the K Framework, we will establish the required level of correctness, security, and reliability for the software systems running on the Polkadot ecosystem. This foundational work is essential for the continued evolution and success of Polkadot as a leading multi-chain ecosystem, enabling a wide range of decentralized applications and services to thrive.

The absence of a unified, user-friendly, and trustworthy analytics platform not only impedes Polkadot's visibility but also limits its ability to showcase its true potential as a leading blockchain network.

Enter Polkadot's Code-Free Intelligence: we propose the development of a comprehensive analytics platform that will serve as the definitive source of truth for all Polkadot activity, catering to both technical and non-technical users. By providing a holistic view of the ecosystem and its parachains, FiDi will showcase the vibrant activity across Polkadot at a glance, effectively boosting the network's visibility and competitiveness in the blockchain space.

It served as a response to Polkadot’s Analytics needs within [RFP #1539](https://grants.web3.foundation/applications/fidi-dotsight-analytics) and was successfully delivered in April 2024. Since then, FiDi’s core team and the open-source community have been extending the platform to a variety of use cases serving Polkadot’s users and its parachains’ needs. This community-supported extension of DotSight is focused on self-service analytics. It requires no prior SQL or coding expertise and caters primarily to non-technical users. It gives complete flexibility in choosing desired data providers, metrics, and visualization methods.

Custom-built network and project analytics for Moonbeam have been developed in partnership with the [Foundation](https://moonbeam.foundation/). It features a broad network overview highlighting top-performing projects across Transactions, Interactions, New and Returning Active Wallets, Gas Fees breakdown, and [other metrics](https://docs.fidi.tech/projects-built-on-fidi/moonbeam-analytics/metrics-definitions).

Under the hood, it acts as a hosted customized DotSight use case with its own indexing as a primary data source. Indexing is done in [partnership](https://medium.com/subsquid/subsquid-and-fidi-join-forces-to-bring-advanced-data-insights-to-web3-users-763094773676) with [SQD (fka Subsquid)](https://subsquid.io/), and FiDi serves as a presentation layer on top of the aggregated on-chain data.

The project comes with a best-in-class [contract discovery](https://docs.fidi.tech/projects-built-on-fidi/moonbeam-analytics/project-information-requirements) detecting activity from creator/deployer wallets, associated treasury wallets, and the project’s smart contracts. Illustratively, for Stellaswap, FiDi indexes 329 contracts versus 14 contracts currently available on DappRadar.

**4\. Wallet Analytics**

Another time-tested use case enables Polkadot users to track all of their wallets across multiple parachains on a single platform with in-depth insights into staking and lending performance not available elsewhere.

## Path to Polkadot’s Intelligence

Now that the architectural groundwork has been laid out and the proof points validated, we are looking to build a robust data source-agnostic intelligence product for all of Polkadot.

At the highest level, this would require us to (a) extend the data providers collection to additional sources, e.g., Dune, SubScan, and LimeChain, (b) broaden coverage for those currently supported, e.g., Parity’s DotLake and Colorful Notion, and (c) extend the repository of metrics and widgets available for the community.

They aim to create a platform for managing AI compute resources and launch the Cyborg parachain as Polkadot's web2.5 hub. They are also launching JAM-Boost, a product line for deploying and managing Polkadot edge nodes. The team is seeking 182,275 USDT to build and launch the Cyborg parachain on mainnet. Hello, everyone. This discussion post aims to gather insights and feedback from the community about a planned treasury proposal for Cyborg Network. Cyborg Network is a web2.5 centric parachain to onboard a fresh wave of enterprise and web2 native users into the dotsama ecosystem.

**Summary:**

Polkadot, as one of the most technically advanced blockchain ecosystems, holds immense potential for modeling enterprise-ready applications. This can attract a significant influx of users and developers. Our goal is to leverage this technology and introduce a new wave of web2 and enterprise users into the Polkadot ecosystem. We plan to achieve this by building industry-ready infrastructure that facilitates AI adoption.

We are developing a platform for managing AI compute resources (both training and inference) with strategic partnerships across web2 and web3 domains. Our vision is to launch the **Cyborg parachain** as **Polkadot's web2.5 hub**. This will empower developers to build, deploy, and scale web2.5 applications on our parachain with dedicated business development support and mentorship.

Additionally, we are launching a Polkadot-centric product line called **JAM-Boost**. JAM-Boost will enable the deployment and management of Polkadot edge nodes (low-latency collators and validators). This will facilitate infrastructure decentralization for new technologies like async backing and JAM. JAM-Boost will be offered as part of the [IBP](https://polkadot.subsquare.io/treasury/bounties/50) bounty program.

**Updates:**

Contrary to common assumptions, this proposal is not for a token swap.

The airdrop, as mentioned above, will be done irrespective of the result of this proposal. We like the idea of every DOT wallet holding some BORG, similar to how DED tokens are distributed, and to achieve effective decentralization.

Based on the feedback we received so far, we have decided to use the DOT token and Asset Hub stablecoins for all transactions related to JAM-Boost. Users can pay for services and receive rewards in DOT or other Asset Hub stablecoins. Our token will not be used for this product, as this will act as a common good for the ecosystem.

In the future, however, we may opt to use DOT across our entire platform (depending on user feedback and community consensus), potentially removing the need for a separate token for Cyborg Network.
