**Problem statement**

This proposal addresses the need to set up a framework of incentives and procedures which enables external (non-fellowship) developers to engage in Rust engineering tasks relating to the Polkadot Protocol. This should help ease up the growing backlog of tasks that have been requested by OpenGov or some other legitimate authority such as the Fellowship.

Over the past months, the community has requested several features using the Wish for Change (WFC) track – see for example [Ref #712](712) regarding the implementation of optimistic project funding. While the involvement of the community in the Polkadot roadmap should be welcomed as a form of decentralization, the implementation of such requests poses challenges. More specifically, it is not clear who would be responsible for carrying out the work, and how this would be incentivized.

The Technical Fellowship does have the expertise to carry out the required work, however their capacity is constrained by limited resources and a set of concurrent tasks they are working on. In a related development, the Fellowship also sees the need to outsource some of its tasks. Also here, there is no clear mechanism for incentivizing and managing the contributions.

**Proposed Solution**

OG Rust Bounties aims to open up the implementation of technical tasks requested under OpenGov or by the Fellowship to anyone with the required technical skills (e.g. PBA graduates or other Rust engineers). As the social consensus on the feature has already been reached, the developers will not need to undergo the whole OpenGov process again, or look for other complicated routes to fund their work. Instead, they can focus on a technical proposal for the implementation of the feature which should be reviewed based on its technical merits.

To foster competition, OpenGov Bounties work on the basis of Calls for Proposals. After the feature/change is requested by a reputable authority, the curators will publish a Call for Proposals which allows anyone to submit their proposal for implementing the task. After the submission deadline has closed, the curators will evaluate all submissions and pick the preferred supplier based on the following criteria:

-   Applicants should lay out in sufficient detail how the task will be implemented;
-   Complex tasks should be accompanied by a technical RFC;
-   Tasks that require longer than 2 weeks to be implemented should be split into verifiable milestones;
-   The preparation of an RFC can be carried out as the first milestone of the project and funded;
-   The proposal must contain a description of the applicant and their track record;
-   The proposal must specify how many FTEs the applicant will be dedicating to the task in question;
-   The proposal must specify timelines for the delivery of every milestone.

**Curators**

The bounty will be managed by 5 curators who satisfy both of the following criteria: a) possess technical knowledge of Substrate, and b) are active participants in the Polkadot ecosystem and mindful of its needs.

The responsibilities of the curators include:

-   Collect the requested tasks and initiate the relevant Calls for Proposals;
-   Review the submitted proposals. This includes a feasibility assessment based on the submitted RFC and on the track record of the applicants;
-   Award the task to the best proposal, which is a subjective judgment informed by the quality of the submissions and their execution price;
-   Prepare quarterly community reports which outline the activities of the bounty and contribute to transparency.

To fulfill these responsibilities, curators should be able to dedicate at least 0.2 FTE. For fellowship members, work on this bounty will be accounted towards their fellowship duties and financed through their fellowship salaries. Curators who are not part of the Fellowship will be incentivized by a monthly remuneration of $ 3,000 (paid out in DOT).

OG Rust Bounties

The Lotto multichain dApp is a decentralized lottery application that runs on multiple Polkadot blockchains, including Astar Network, Moonbeam, and Soneium. Users can participate with either Substrate or EVM wallets. The dApp uses smart contracts to automatically draw winning numbers and manage the jackpot. The proposal suggests allocating a significant amount, such as 10,000 or 100,000 DOT, for the jackpot, which would be held in a multisig wallet until a winner is found. If there is no winner after one year, the funds would return to the treasury. The dApp has been live since June 2024 and has attracted 15,500 participants. ## Proposal Summary

This proposal seeks to open the discussion for deploying the Lotto multichain dApp on several Polkadot blockchains (parachains) and agree on the settings and the amount to allocate to the jackpot.  
  
Sample Proposal

**dApp Overview**

The Lotto dApp is very similar to national lotteries. The user chooses numbers and if the numbers match the winning numbers, he wins the jackpot. If there is no winner, the jackpot is put back into play. We believe that the blockchain is really suited for this use case. All data is registered in the blockchain and can be verified. This is the Web3 version of the lotto.

A version of the dApp V2, multichain, is deployed on the testnets since November 20th 2024: [Lotto dApp V2 - testnet](https://reorg--lotto-evm.netlify.app/) The multichain version can be deployed on any EVM chains or Substrate chains with the Contracts pallet. Players can participate in the lottery on different chains using either EVM or Substrate wallets, competing for the same jackpot in a single draw. The draw and jackpot are common across all chains where the Lotto multichain dApp is deployed.

Everything is automated and decentralized via WASM smart contracts or Solidity smart contracts. These smart contracts communicate with each other.

## Impact and Value to the Ecosystem

Ink! smart contracts are one of Polkadot's specialties. These smart contracts are deployed and running using the Contracts pallet of the Substrate blockchains.

The Lotto multichain dApp demonstrates the potential of Ink! smart contracts and highlights Polkadot's strengths:

-   Interoperability between its blockchains
-   Rich ecosystem with WASM smart contracts on Astar Network
-   Offchain computation on Phala Network
-   EVM smart contracts on Moonbeam

In addition, the dApp can be deployed on any Layer 2 blockchain that is EVM-compatible, demonstrating Polkadot's openness to other ecosystems.

By making the platform open-source on GitHub, it provides the community with a real-world example of a dApp built with Ink! smart contracts, offering a valuable resource for other developers.

The Lotto dApp has been live since June 2024, attracting 15,500 participants, showing promising engagement even with a modest jackpot.

We believe that such a dApp, free, with its user-friendly interface and straightforward concept, could generate significant interest with a substantial jackpot and drive adoption of the Polkadot ecosystem.

This dApp could create organic growth for the Polkadot ecosystem and its blockchains with an increasing number of addresses and transactions.

The dApp can also be a showcase for the Polkadot DAO as a successful project, 100% made in Polkadot, written by its community, for its community, and funded by the largest DAO in the world.

## Proposal to fund lottery jackpot

To generate significant interest and organic growth in the Polkadot ecosystem, the jackpot must be substantial. The bigger the jackpot, the bigger the hype. It's why we would like the DAO allocates some DOT to the jackpot.

The jackpot will be held by a multisig wallet and the members will be chosen by the DAO (e.g. Head Ambassadors). No funds will be held by the smart contracts, eliminating the risk of token loss. When there is a winner, the community and our team can verify the draw's validity and the winner's participation before the jackpot is transferred from the multisig to the winner's address.

After one year, if there is no winner, the amount allocated to the jackpot may return to the treasury.

The jackpot amount may be adjusted based on the community feedbacks.

## Parameters of the dApp

The dApp settings should be chosen based on the size of the jackpot. With a big jackpot, the probability of finding the winning numbers should be low.

With 100,000 DOT as jackpot, we suggest the following parameters:

-   The players can choose 6 numbers between 1 and 99. There are more 1 billion possibilities.
-   The draw will take place draw every 100 000 blocks (around 1 week with 1 block per 6 second).

With these parameters and a jackpot of around $1M, the tx would have to cost less than $0.00089 for it to be economically interesting to spam the blockchains with all available combinations to have a possibile gain.

## Where the dApp will be deployed

The Ink! smart contracts that manages the lottery must be deployed on Astar and Phala Networks.

However, the contracts that the user interacts to register numbers can be deployed on any EVM chains or Substrate chains with the Contracts pallet.

We suggest to deploy the contracts on Astar, Moonbeam and Soneium.

On Astar Network, the user will be able to play with a Substrate wallet.

On Moonbeam, the user will be able to play with a EVM wallet.

Soneium, the new Layer 2 built by Astar Team and backed by Sony, will be connected to the Superchain. This way the dApp will the first cross-chain dApp between Polkadot and Superchain.

Another important and technical information, in order to make the use of Phala's VRF (Verifiable Random Function) as secure as possible, transaction hashes are used to generate the salt provided to the VRF function. These transaction hashes are provided by the blockchains where the dApp is deployed.

Even if some hackers found a way to hack the Verifiable Random Function provided by Phala, they would also have to find a way to control the hashes generated by all the blockchains, making the attack much more complicated. That’s why I suggest deploying the dApp on at least three different blockchains. Of course, we can also deploy these dApps on more blockchains.

## Project Overview

Lotto is a multi-chain dApp that includes multiple smart contracts:

-   `The Manager`: This smart contract, written in Rust and Ink!, is deployed on Astar Network. It knows the state of all other smart contracts and decides what actions to perform for each smart contract. It is the brain of the application.
-   `The Communicator`: This smart contract, written in Rust and Ink!, is deployed on Phala Network. It enables communication between smart contracts by communicating with the contract manager and transmitting actions to other contracts.
-   `The Participation Recorder` (WASM and EVM versions): These smart contracts record users' participation in the lottery. A version has been written in Rust and Ink! and can be deployed on any Substrate chain where the Contracts pallet is deployed, like Astar Network. Another version has been written in Solidity and can be deployed on any EVM-compatible chain like Moonbeam or any Layer 2 like Soneium.

All contracts are battle-tested via unit tests and integration tests.

Offering these NFTs to DOT stakers for free could provide an additional use case and increased attractiveness to the DOT token.

**1\. Executive summary**

A key challenge with current public Polkadot datasets is their insufficient level of **standardization and depth**, which limits the ability to calculate essential financial and business KPIs.

This proposal introduces two major improvements:

**i) The transition from basic to standardized metrics**. Our goal is to increase the depth, usability, and standardization of metrics, evolving from raw blockchain data to fully standardized financial and business KPIs for the leading parachains.

-   **Basic metrics** (_e.g. active addresses, gas used, and transaction counts, etc._) are programmatically derived from raw blockchain data. These metrics require less parachain-specific research or maintenance, as they are generated through automated processes and presented in their simplest form.
-   **Standardized metrics** (_e.g. TVL, fees, and active users, etc._) require significant transformation work by our research team. This process involves more in-depth parachain-specific research and ongoing maintenance to ensure the metrics are accurate, comparable, and aligned with established financial and business standards.

**ii) Increased distribution**. In addition to improving the quality and depth of metrics available on Token Terminal, this proposal also includes expanded distribution through the Google Web3 Marketplace. In practice, this means providing public access to all Polkadot data within Token Terminal’s data warehouse.

-   **Google Web3 Marketplace**: Each parachain will have its own dataset on the marketplace, covering everything from block-level data to standardized financial and business metrics.
-   **Token Terminal**: Each parachain’s project page will be populated with Standardized metrics (in addition to Basic metrics). Accelerate growth and adoption across the entire Polkadot ecosystem

Polkadot Hub is planning to integrate a custom Etherscan for PolkaVM/revive Smart Contracts. This $1 million Etherscan-as-a-Service integration aims to provide Web3/Solidity developers with seamless tools for deploying and interacting with PolkaVM contracts on Westend Hub and Polkadot Hub. The goal is to increase developer and user growth on Polkadot Hub in 2025-2026. Polkadot Hub is now the primary home for smart contract activities and other functions in Polkadot 2.0. The integration will allow Solidity contracts to be compiled to PolkaVM instead of EVM and interpreted by the revive-pallet on Polkadot Hub. The proposal includes a budget of $1,000,000 USDC for the Etherscan team to address and support the PolkaVM and revive custom integration fully. The integration is expected to be completed by Q2 2026.

**Polkadot Hub (also known as Asset Hub or “Plaza”) is now positioned in the Polkadot 2.0 Roadmap as the primary home for user-facing and developer-facing smart contract activities as well as staking, governance and managing programmable assets.  
  
Historically, EVM contracts have been deployed in the Polkadot ecosystem in [Moonbeam](https://moonscan.io/) and [Astar](https://astar.blockscout.com/) through the “[Frontier](https://github.com/polkadot-evm/frontier)” pallet, but with key breakthrough [PolkaVM](https://forum.polkadot.network/t/announcing-polkavm-a-new-risc-v-based-vm-for-smart-contracts-and-possibly-more/3811) (a RISC-V-based virtual machine also at the heart of [Polkadot JAM](https://graypaper.com)) there is a new Polkadot Hub+Cloud roadmap:

This roadmap enables 4th generation Web3 developers to access Polkadot in both high-performance ways in “old” ways (Solidity-based Smart Contracts on Polkadot Hub) and “new” ways – enabled by Polkadot JAM Services, not with yet another EVM Chain but with PolkaVM, revive and Polkadot 2.0 innovations at its _foundations_.  
  
This proposal concerns giving Web3 developers the best blockchain service available: [Etherscan as Service](https://etherscan.io/eaas), with dominant usage in the Ethereum ecosystem (Ethereum, Base, Optimism, Arbitrum, …) in addition to Moonbeam users in the Polkadot ecosystem.  Etherscan’s feature set is comprehensive and difficult for other block explorers to match. Our key motivation is simple: **Give Users + Developers the industry-leading explorer for Polkadot Hub: Etherscan** – but _fully customized_ for PolkaVM + revive-pallet innovations.

**Solution: Etherscan as a Service (EAAS) Custom Integration**  
  
The vast majority of Smart Contract Developers write contracts in Solidity and deploy compiled EVM byte code to an EVM chain – most commonly Ethereum and Ethereum rollups but also Polkadot rollups (Moonbeam, Astar).  With the revive pallet deployed on Polkadot Hub, these Solidity contracts will be compiled to PolkaVM instead of EVM, and interpreted by the revive-pallet on Polkadot Hub instead.  
  
Widely used REMIX tooling has already been customized for PolkaVM at [https://remix.polkadot.io/](https://remix.polkadot.io/) and enables compilation and deployment to Polkadot Hub in 2025, but is available on WestEnd Hub now: See [Deploy Your First Contract](https://contracts.polkadot.io/deploy-your-first-contract) to see how simple and familiar this is to everyday Solidity developers.  
  
In the same way, this proposal strives to have Etherscan also be simple and familiar as REMIX is to users and developers alike. This is enabled by a set of JSON-RPC methods necessary for indexers to do their work – our [tests](https://hackmd.io/FEHH1zuWR3aGPJUBWAS8Iw) indicate Westend Hub is ready for Etherscan integration in early 2025 and after all systems are fully tested, can proceed to Polkadot Hub as soon as pallet-revive is deployed in mid-2025.     
  
However, a custom integration is required to fully address PolkaVM.

The ink!ubator 2.0 proposal aims to continue innovation within the Polkadot ecosystem through projects utilizing ink! smart contracts. The proposal includes a focus on ecosystem grants, mentorship, and guidance for high-potential projects. The plan is to incubate around 10+ projects, each receiving a grant of $50,000 - $60,000. The proposal also includes a new curator selection process and aims to improve transparency with more frequent reports and detailed feedback on GitHub. The requested support from the Polkadot Treasury is between $600,000 - $1,000,000 USD to deliver impactful projects, empower developers, and strengthen Polkadot's position as a leader in blockchain innovation. The future goals of ink!ubator 2.0 include expanding the reach of ink!, fostering the development of decentralized solutions, and contributing to Web3 and blockchain technology globally.

**Strategy update:**

Given that the execution of [ref#1160](https://polkadot.subsquare.io/referenda/1160) failed and bounty #19 is still open, we have decided to take a different approach to execute this proposal. We're moving away from opening a new bounty, which now clearly feels unnecessary, and instead pursuing the substitution of the current curator set.

We have communicated our intentions to the current curator set. It's also worth noting that the main motivation for closing bounty #19 seemed to be the lack of activity. We believe that refreshing the set with a group of passionate and involved agents will have a positive effect on both the application developers using ink! and the ecosystem as a whole.

The change of curators won't be accompanied by a top-up. We will focus on leveraging the existing funds and demonstrating demand.

The action plan will unfold as follows:

-   A referendum proposing the new curator set will be opened.
-   Once the decision deposit for the above referendum is paid, the current curator set will sign and submit [`unassign_curator()`](https://github.com/paritytech/polkadot-sdk/blob/9f603b1a7f3ca3fcfa7ea2d146cac5e011f523a9/substrate/frame/bounties/src/lib.rs#L462).
-   The referendum will be executed.

We are presenting ink!ubator 2.0 as a proposal to the Polkadot Treasury for continued innovation within the Polkadot ecosystem through projects utilizing ink! smart contracts. and ofc, we would like to hear the community thoughts first!

We have recently posted the [ink!ubator 1.0 report](https://forum.polkadot.network/t/final-report-of-ink-ubator/10120) and it is already finalised. But we would like to continue this initiative with the feedback and comments from the community.

We are aware of the existing proposal to return funds from ink!ubator 1.0 to the Treasury; however, given the recent failure of ref#1160 and the continued status of bounty #19, we are pivoting towards a different strategy. Instead of opening a new bounty, which now seems redundant, we have decided to refresh the existing curator set to reinvigorate the initiative.

We have communicated this decision to the current curator set and believe that bringing in a new, more engaged group will drive renewed interest among developers using ink! and strengthen the ecosystem.

**Key highlights of the proposal:**  
🔶 Ecosystem grants focus: We aim to incubate around 10+ high-potential projects, with each project receiving a grant in the range of $50,000 - $60,000. These funds will enable developers to focus on delivering innovative products that contribute to the Polkadot and ink! smart contract ecosystems.

🔶 Mentorship and guidance: ink!ubator 2.0 will provide professional mentorship through active curators who will guide projects in the creation of ideas from inception to completion. The selection criteria for curators are stringent, based on deep technical and ecosystem development experience; hence, supported teams will be able to get the best resources possible.

What will be different from ink!ubator 1.0:  
**🔶 The experience gained from ink!ubator 1.0 has deeply influenced the development of ink!ubator 2.0. We have reimagined our curator selection process in such a way that the curators remain motivated and on board during the whole project life cycle. Second, the incubator has been streamlined because now it will focus only on ecosystem grants since those have been most productive concerning the effort and resource involved.

Also, we understand the issue of Transparency in the ink!ubator 1.0, so we aim to do even more frequent reports and post more detailed feedback on the GitHun for each application!

Ink!ubator 2.0 – Change of curators for bounty #19

Merkle Mountain Belts (MMBs) is a new data structure that improves on Merkle Mountain Ranges (MMRs), which are used in BEEFY. MMBs can save costs for users of bridges like Snowbridge and Hyperbridge, and have other uses in the Polkadot/JAM ecosystem. The project will be completed by December 2025 and will cost 506,110 USDC. The team behind MMBs has experience in Polkadot and includes a Ph.D. in mathematics and early developers of the Polkadot-Ethereum bridge. MMBs work well for recent data queries and can reduce fees in cross-chain bridges. The project has made changes based on feedback, including deferring part of the cost and reducing the success reward. For more information, you can read the full proposal and watch talks about MMBs.

## Executive Summary

We propose Merkle Mountain Belts (MMBs) as a novel data structure for upgrading Merkle Mountain Ranges (MMRs), such as used in BEEFY. The final deliverables of this proposal are

-   a published research paper on MMBs, coauthored with Alistair Stewart (Head of Research at Web3 Foundation),
-   a Rust library implementing MMBs, and
-   the integration of MMBs into the BEEFY protocol.

## Technical description

Merkle Mountain Belts (MMBs) are a novel type of Merkle structure, from the same family that contains Merkle Mountain Ranges (MMRs) and hash chains. Like them, MMBs can be used to commit to a large database, and provide a compact proof of existence of a data entry to a verifier. This allows, e.g., users to quickly authenticate a transaction.

To oversimplify, we can say that if most user queries are for data from the latest handful of blocks, then the most efficient structure would be a hash chain, while if queries tend to be for very old data, the most efficient structure would be an MMR. The MMB structure is "the best of both worlds" with a performance that is always comparable to the better of the two previous structures --for any possible query recency-- and it considerably outperforms them both when users query data that was generated between the last minute and the last day.

In lots of real-life applications, we naturally observe a recency bias, where users' queries are concentrated over recent events, and MMBs are specifically designed to reduce the operational and data access costs for them. Examples of use cases in Polkadot include XCMP messages, and the BEEFY commitment to all finalized blocks, which is used in cross-chain bridges. Our [cost savings analysis](https://hackmd.io/@MerkleMountainBelts/MMB-Funding-Proposal-V2#Cost-savings-analysis-against-MMRs) focuses only on the latter use case.

More precisely, while MMR attempts to maintain a balanced tree, MMB maintains a slightly unbalanced tree, so that the leaves of recently generated data are closer to the root. In a cross-chain bridge, for example, a user's fee for a message (and its Merkle proof) is proportional to the message's depth in the tree, so reducing this depth means less fees.

We show in the image our projected delivery dates. We establish a conservative staggered payment schedule, wherein the payment for each milestone is executed a few weeks after its expected delivery. Naturally, this payment schedule can be modified in the future, in case we do not deliver a milestone before its scheduled payment. Notice in particular that 30% of the proposal's cost is only to be paid once the library's aggregate savings for the ecosystem have exceeded our proposal's cost. We expect this to occure before December 2027; we have scheduled the corresponding payment for a conservative July 2028.

## The team

The members of our team are highly qualified and have worked in Polkadot since pre-mainnet days. Our principal researcher Alfonso Cevallos has a Ph.D. in mathematics and is a co-author of many Polkadot papers, including the [2020 overview paper](https://arxiv.org/abs/2005.13456). Our principal developer Robert Hambrock has been one of the earliest stewards of the Polkadot-Ethereum bridge, going back to its initial W3F grant, design of protocols, and implementation.

## Changes against original proposal

Since our [original discussion post in July 2024](2392), we have made some material changes to it:

While we think the 30-day EMA would be more appropriate since the corresponding payout is scheduled over three years into the future (July 2028), this change reflects our conviction in Polkadot.

Treasury Proposal: Merkle Mountain Belts (MMBs)

Thank you for your support in Phase 1 and Phase 2. We have completed the work for Phase 2 and are excited to share our progress. We are the first team to submit a PR for review for JAM Milestone 1 with our JAM client Strawberry. For Phase 3, we are incorporating feedback from Phase 2 and requesting USDT instead of DOT due to market conditions and community optimism for DOT's future price.

In Phase 2, we explored integrating JAM data availability with Polkadot Storage to serve as the underlying storage layer for resupply of unrequested data to validators on request. We are considering using Polkadot Storage as the archival layer for all DA networks like Celestia, EigenDA, Avail, and more. As contributors to Celestia, we are familiar with the codebase and are exploring adding support for historical snapshots, import, export, and archive into Polkadot Storage.

As a side note we are happy to share that we are the first team to submit a [PR for review](https://github.com/w3f/jam-milestone-delivery/pull/6) for reaching JAM Milestone 1 with our JAM client Strawberry 🍓. We are very excited to turn this vision into executable code.

For this phase 3 we are incorporating feedback gathered during phase 2 and requesting USDT instead of DOT. Given the current market conditions and the community optimism on the future of the DOT price, we believe asking for stables is now the optimal choice for the treasury.

One more thing: During phase 2 we looked at integrating JAM data availability with Polkadot Storage so that it would serve as the underlying storage layer for resupply of unrequested data that needs to be provided to validators on request. What if we used Polkadot Storage as the archival layer of all DA networks such as Celestia, EigenDA, Avail and more. As you know data availability networks give you publishing guarantees but not archival. As [contributors](https://github.com/eigerco/lumina) to Celestia [stack](https://crates.io/users/eiger-releases), we are familiar with the codebase and are exploring adding support to take historical snapshots, import, export and archive into Polkadot Storage. Historical data is useful for looking past the retention window, explorers, rollup developers etc. So in short: Storing all DA blockchains archival data into Polkadot Storage, why not.

Talisman was founded in 2021 and now consists of a team of 12 people with deep experience in crypto, finance, development, UI design, and product management. **Day 1 support for Polkadot Generic Ledger app**

Besides having played a pivotal role in the wallet-side implementation of the Zondax generic Ledger app, Talisman committed significant development resources to delivering Generic Ledger support from day 1, enabling our users to migrate with ease. During the planning and development phase of the Generic Ledger application, Talisman engineers gave up their Friday evenings every week for several months in order to be present at planning meetings regarding the API design. During this time, our engineering team found several critical issues with proposed designs and provided crucial feedback to ensure a better outcome for the ecosystem.

**Native cross-chain swaps**

One of the key pain points of the Polkadot ecosystem has always been moving assets to/from Polkadot and other ecosystems, particularly between Ethereum and Polkadot, which has limited liquidity in the ecosystem. We have built a super convenient way for users to swap natively across chains, by integrating two swaps providers into our aggregator, and will continue to support additional paths.

**Easy Polkadot staking**

We support and continue to support easy staking of assets across the entire Polkadot ecosystem, enabling our users to generate yield with just a few clicks of a button, both in the Portal and in the Wallet. We’ve recently integrated nomination pool staking functionality focusing on convenience in the wallet, and will continue to expand those features. **Going above and beyond with Talisman Support**

Talisman users don’t just use the wallet, they need to interact with dapps throughout the Polkadot ecosystem. Manned by both Sentinels and our core devs, our Discord help desk has always been there to guide them with the intricacies of the Polkadot ecosystem. Many of the common support issues raised in our Discord don’t relate directly to Talisman, but to Polkadot in general - for example, issues with the existential deposit, address formats, and (until recently) Ledger application incompatibility. The Talisman support team provides a crucial service to the ecosystem by educating users on Polkadot in general.

- This proposal is based on a similar successful program from another blockchain called Solana.
- A group of five experts will decide on the funding requests.
- The goal is to grow the Polkadot ecosystem by offering support and opportunities to new builders.

EasyA x Polkadot University Microgrants Bounty

The proposal discusses a program that promised independence and salary but faced issues with salary enactment and alterations. The current situation includes unpaid work, internal conflicts, and a risk of the program being wiped out. The proposed solution is to move forward with the program and address concerns about high salaries, merit, and the need for incentives. The requested amount is 840,000 USDT to provide a 4-month runway for the program's implementation and potential success.

## Brief timeline

## Concern & answer

**C: $120,000 per year is too high of a salary**

**A:** This is a competitive but in no way an unreasonably high salary. Fixating on rate is the wrong mentality and a sure way to hold back potential growth. We want to attract and retain top-tier, highly motivated talent, not mediocrely rated people that will deliver mediocre results.

**C: Merit & proof is needed before getting paid, passion will fuel them before that**

**A:** Quite frankly an insulting take. There's no passion to speak of when treating people like slave-labour ready interns. I myself would quit on the spot upon hearing this from any potential employment.

**C: People have other jobs & HA should be a full-time position**

**A:** HA **should** be a full-time position, but we can't expect them to blindly trust and take the plunge with everything that has happened so far. Guarantee of incentives needs to happen first.

**C: XYZ is a grifter and needs to be eliminated**

**A:** Let’s entertain this idea for a bit and suppose that there are "grifters". This needs to be dealt with discreetly, in an isolated manner. What we do not need is any sort of heavy-handed scorched-earth tactic that will hurt and turn away everyone, including people that can and will drive Polkadot forward. Which is magnitudes worse than driving away a couple of _maybe_ grifters.

**C: The program needs to be reset, spending needs revaluation & more governmental structure is required, etc**

**A:** What **IS NEEDED** is for DOT to go to +$100, and to get there we need actions, performed by people! All of this pivoting & constant virtue signalling needs to stop. These are talented and self-respecting individuals, not guinea pigs to be experimented on, nor do we want to attract/promote such people, which will happen if the program is reset.

With community and DV feedback, we have updated this proposal from prop #989 to request in stables and to split into two smaller tranches, focusing first to onboard Billfold.

The team behind {bash} events, PMEI (Polkadot Music Events Initiative), is a web3 foundation supported BD agency and DF grant recipient that is focused on bringing active users to Polkadot through the music industry vertical. We are leveraging decades of our music industry experience and relationships to strategically bring in millions of users and billions of dollars in transactions.

The music industry is a $100B industry which functions primarily on paper intensive processes - mostly in excel spreadsheets and manila envelopes (we’re not joking). Music is absolutely prime for change and blockchain can be a large component of that evolution.

This proposal is solely to cover costs to fulfill our financial requirements for a contract that will bring 3M+ of Billfold’s existing user base to Polkadot. Based on Billfold’s repeat and expanding customer base, we will see 4.5+ transactions per user on average annually. Each new user will automatically be added to Polkadot which means a potential total of 5M+ new Polkadot users across the contract term. That means 22.5M transactions per year.

**So as Billfold grows, so does the number of users and transactions on Polkadot.**

This is an incredible case of blockchain solving an issue where web2 falls short. This deal also brings hundreds of millions of dollars in transaction volume through Polkadot in gradual steps.

In short, Billfold is a vendor payment system for live event concession sales (alcohol, soft drinks, merchandise). What sets them apart is that they streamline concession sales by using a single tap feature at the point of sale and groups transactions to reduce time spent on checkout and reduce banking fees. Billfold is running $150M in annual transaction volume with massive brand partnerships which will greatly impact the usage of the Polkadot network.

**The nature of this deal does not allow us to execute on these commitments without full funding in advance. A traditional milestone approach is based on building tech and presenting repos for review. In our situation, we are funding Billfold for the acquisition of their users and the chance to create a long, ongoing relationship with Polkadot.**

In basic terms, the CAC is $0.33 per user TO BEGIN WITH. Every new user added to Billfold will automatically get and transact with a Polkadot wallet- so the CAC only decreases with each new user.

Why else is this so incredible? Because Billfold can benefit from a blockchain solution that optimizes their business. Currently, Billfold’s dashboard provides every vendor (ie. bar vendor, merch vendor, food vendor, etc.) with an itemized list of concession items that are tracked and transacted on, with basic databasing and fiat rails, making it hard to verify and transparently share data with artists and brands. With Polkadot user wallets, this data is clear and verifiable so that an artist or brand can query data to identify loyal customers and reward that audience. This all happens on Polkadot. Beyond that, a vendor could already be working on tight margins, and in territories with volatile foreign exchange rates, this can mean a tremendous loss in revenue should the local currency shift out of their favor between payment settlements. USDC payouts solves this for every vendor on Billfold, and its powered by Polkadot.

**Users need intuitive experiences for mass adoption of web3**

If we agree that more active users on Polkadot is conditional for success, then this deal is a homerun for the ecosystem. These are repeat, lifetime users that are top-of-funnel and will have the chance to learn about and engage with Polkadot tech through extremely positive brand deposits. On average these users are transacting 4.5 times per year through Billfold’s current business, and they are in the process of making a larger global push to capture a far more significant piece of the market. It’s not a stretch to think that transactions can scale 10x from here.

In addition, every PoS unit and receipt will have Polkadot advertising baked in to reinforce the fact that Polkadot is what powers and secures their experience. That means each user has a great experience and sees the Polkadot logo, over and over and over again. This is directly marketing to users that are USING the tech. Simple, straightforward and impactful marketing.

PMEI is spearheading a new and exciting initiative with our business development and onboarding partners at Transistor that will onboard these two companies into the Polkadot ecosystem. Billfold and Radiate are some of the most forward-thinking names in electronic music events, and are excited about the prospect of launching products on Polkadot to further solidify their leading position as music event technology providers.

**This proposal will cover the cost to integrate and market the following:**

-   Onboarding 3 Million active user accounts via Polkadot (substrate) custodial wallets
-   Streamlining crypto native payments for those users through web3 PoS solution: including, but not limited to, live events and sporting events
-   Polkadot activations via loyalty reward tools for brands, venues and artists

-   We will onboard the current 3M active users over a period of 3 months + every additional user that uses Billfold We are gradually transitioning their payment settlement to USDC on Polkadot resulting in organic volume and growth of transactions
-   Anybody creating an event can now use this tech moving forward to run their events and any entity can activate these users via their Polkadot wallets to market and interact with fans and the artists

NOTE: PMEI is managing this project to ensure that proper technical integrations are delivered. These components will also be used in the context of {bash} events beyond our current onboarding flow and tech stack.

These components will also be available to other event organizers and marketing orgs can have elevated tools for streamlined use of web3.

ANY project can benefit from this in Polkadot. ANY team can build on and customize these tools. This makes the funnel for onboarding wider, and the engagement and web3 education MUCH easier and more accessible.

The initial user onboarding will be completed within a 3 month timeline from when the deal finalizes.

The full scope of this integration is expected to be completed within an eight month timeframe. This would put the completion date, including payments, around June of 2025. Getting to contract signature(s), creating user onboarding infrastructure, and a built PoC for borderless payments using USDC on Asset Hub are the initial stages and are anticipated to be done by 2024. Marketing will begin as soon as user onboarding has launched.

Billfold Integration $ 1,018,000 -this is the cost to acquire users through Billfold and move forward with the integration. This pays Billfold, nothing goes to PMEI whatsoever.

Legal $ 75,000 - includes software licensing agreement and negotiation, compliance costs 

Marketing/ PR $ 40,000 - We are working with a top tier marketing agency to broadcast the completion of this integration to build positive sentiment around Polkadot and its ability to solve real world problems.

Project Management Fee - **0%** (we are not charging an agency fee for this. Now that we have been granted funds for DF, this sits within our purview)

Who’s on the team? PMEI

Miami - Expert full stack developer in Polkadot and Kusama known for their work under Moonbeans and across the Moonbeam ecosystem. Miami is the lead Developer for {bash} events.

Spencer Zabiela - Lead for {bash} events with deep ties in the music industry. Spencer is driving business development, bringing Billfold and Radiate together under this enterprise onboarding deal.

Sam Ruberti - Sam Ruberti has been developing full stack applications for over fifteen years. He was a Senior Rust Developer on the ink! team at Parity and has built full stack software for many companies, including Bloomberg, Peloton, and Clear, with a heavy focus on distributed systems, microservices, security, and user-facing web applications. He joined the Web3 space in 2017 and has launched numerous dApps, tokens, DeFi platforms, and NFTs on various chains.

Jaclyn Francis - Formerly at Tidal (Jay-Z’s HiFi music streaming platform recently acquired by Square/Block), Jaclyn is also part of the PMEI/ {bash} team and will be managing the digital ticketing experience for live music venues and artists using the RA platform.

**Additional Support**

Transistor - Transistor is a blockchain research and development firm focused on Polkadot adoption in the United States founded by Peter Mauric and Yoon Kim. Transistor will be supporting this onboarding effort with business development, key partner integration and development work. Peter led multiple teams and initiatives in the development of Ethereum and launch of Kusama and Polkadot’s success while at Parity Technologies and the Web3 Foundation from 2017-2022. Yoon Kim is a Polkadot ICO investor who worked at the highest levels of Wall Street tech banking and hedge funds throughout the Web 2.0 era.

Exiled Studios - Exiled Studios is a gaming studio focusing on developing low touch, high reward games. Exiled focus on algorithmic and low touch strategy games allows time poor, ex-gamers a way to enjoy gaming without the effort. Exiled is currently building the Exiled Racers gaming platform on top of the Moonbeam (Polkadot) blockchain.

**Background:**  
Before submitting our proposal to governance, it was posted on the discussion forum from August 19th to September 5th. During that period, there were no comments, so we moved forward to governance.

Once in governance, we received valuable feedback that raised important considerations we hadn't initially addressed. As a result, we are revising the proposal to incorporate these insights.

**Key Feedback:**  
[@TMC](../user/TMC): Highlighted the lack of governance capabilities in the proposal.

[@saxemberg](../user/saxemberg): Addressed concerns regarding the ranking logic for Polkadot Validators (currently based on VSP & AUM). 

We deeply appreciate the constructive dialogue and encourage continued community engagement to ensure this proposal adds significant value to the Polkadot ecosystem.

**Proposed Adjustments:**

1.  **New Badge for Validators:** We will introduce a "Decentralized Node Program" badge in the Polkadot Validator section, signaling participation in the 1KV program. This aims to further decentralize the Polkadot Validator set and support Community Validators in particular.
2.  **Ranking Criteria Update:** We will shift to an objective & neutral, performance-based ranking system. Validators will no longer be ranked higher solely based on VSP status. Instead, metrics like Era Points will be used to calculate validator performance. Additional feedback from the community on this change is welcome. Do not hesitate to leave a comment.
3.  **Support for Nomination Pools:** Beyond staking to individual validators, we will integrate nomination pools to enhance staking flexibility.
4.  **Transparency on Treasury Funding:** We will explicitly indicate that the integration into the stake app is funded by the Polkadot Treasury with a clear note: “This page was funded by the Polkadot Treasury.”

    (Included) Governance Information:** We can commit to including basic governance information as part of this proposal. This will include features such as voting prompts or a feed with proposals. At a minimum, we will inform our users about the existence of governance and their ability to vote.  
      
    (**Not Included)** Governance Features in Staking Terminal: Governance capabilities will be integrated into the Staking Terminal to foster participation. However, this requires further scoping and will be part of a separate proposal once the App integration is finalized.
6.  **(Not Included) Verification for all Polkadot Validators:** We are open to verifying (VSP) all Polkadot Validators. If there is community interest, we can submit a separate proposal to implement this.

They aim to continue serving as a content creator hub and evolve into a media hub that curates content from Polkadot creators. They request a one-year budget to continue their services, upgrade their website, and sustain growth on X.

-   Sustaining growth on X, maintaining an educational and entertaining tone.

**Was everything Pink?**

Nope. Challenges: WagMedia is primarily about creators, and it’s deeply satisfying when a creator is nurtured well enough to step up and make their own impact beyond WAG within the ecosystem. This is the ideal scenario when there is a constant emergence of new creators. After all, our value grows when there is starfish-like growth. However, we’ve noticed a stagnation in the number of new creators approaching Polkadot over the past year. Not just Polkadot, but also due to the prolonged market conditions and general sentiment changes in the crypto landscape. Still we adapt and keep on focusing on rewarding the best content rather than recycled or low-impact content, with tips ranging from $450 to $0.50.

Despite these challenges, during this period we have incentivized and kept prominent figures to write about Polkadot. We believe that if you see engaging, impactful content within the ecosystem, it’s likely written by a WagMedia creator.

WagMedia proposes to continue nurturing and incentivizing content creators within the Polkadot ecosystem through weekly newsletters, content bounties, retroactive rewards, and a website. The one-year budget request is $1,500,000 for upgrading the website, sustaining growth on X, and continuing existing services. The main challenge is the stagnation in the number of new creators approaching Polkadot.

WagMedia - Collective Content Creation for 52 Weeks

- The Polkadot Blockchain Academy (PBA) is planning new programs called PBA6 and PBA-X to train more people.
- PBA has already helped over 400 developers and entrepreneurs learn about Polkadot in the past 2 years.
- The goal is to help thousands of new learners and offer different types of educational content.
- The proposal asks for funding for a 6-month plan to support this new training.
- A new online program, PBA-X, will start with its first group in January 2025.
- There will be two tracks: one for DApps and another for Protocol.
- PBA aims to work with universities to share its content and support former students in their careers.

Polkadot Blockchain Academy proposes to create and execute PBA6 and PBA-X, an online version of PBA, to educate thousands of potential contributors to the ecosystem. The proposal requests funding for a 6-month activity to deliver an advanced in-person cohort, a scalable online program, a new DApps track, a written syllabus, university partnerships, and continuous learning initiatives for alumni. The first cohort of PBA-X is planned for January 2025. Details in the proposal linked below.
