**_Context of the Proposal_**

This proposal is curated by reputable parachain founders and Polkadot builders who have been active contributors to the Polkadot ecosystem since its inception. With the experience of building in Polkadot and a deep understanding of how DeFi works across other ecosystems, we’ve identified two of the most crucial gaps that have dragged Polkadot’s DeFi ecosystem back; the lack of unified infrastructure and tooling in Polkadot.

_Infrastructure_

Parity's BD team, which was previously responsible for bringing essential infrastructure to the ecosystem, was tasked with directing those infrastructure teams (i.e CEXs, Onramps, Oracles, etc) to the Polkadot treasury for their integration fees. However, Polkadot doesn’t present the most compelling business case due to its low liquidity and user numbers in addition to the perceived complexity of integrating Substrate compared to EVM chains. The added challenges of navigating the on-chain treasury as an outsider further compounded the problems of convincing them to join the ecosystem.

This leaves a DeFi ecosystem that lacks channels of entry for liquidity and outside users and prevents teams on Polkadot to reach their full potential.

_Tooling_

In the current state, teams independently approach the treasury through referendums to secure funding for what they believe are the right solutions to the problems they've identified. However, this approach poses numerous challenges such as the unconventional ways to access funding, not implementing the ideal solution to a specific problem, and the misaligned incentives by receiving payment before the work is delivered.

In addition to the above, there are a lot of resources or teams that aren't incentivized to take a stab at solving the biggest ecosystem problems. One example of this is Parity's Delivery Service Partners Program (DSP) which includes more than 15 substrate development teams mostly focused around runtime development and parachain deployments. Unfortunately, their level of activity has remained relatively low given that the parachain pipeline was affected during the bear market. With the right structure in place, these DSP teams could take initiative to tackle some of the most pressing ecosystem gaps with a group of experts that guides them, provides feedback, provides funding and supports them with GTM initiatives to get the tools adopted across the ecosystem. It would help in funnel engineering resources where the ecosystem needs it most and provide the tooling necessary to improve DeFi specific and general UX and DevEx

**_Proposed Solution_**

This bounty proposal aims to empower both builders and infrastructure providers by establishing the right mechanisms and incentive structures to streamline the development and integration of key missing pieces. A curator set, predominantly consisting of technical parachain founders, will provide clear development guidelines for tooling and infrastructure through Request for Proposals (RFPs), review and assess milestones/deliverables and subsequently provide retroactive funding from the treasury upon successful delivery. The success of this bounty not only signifies addressing the tooling and infra gaps but also incentivizes teams from outside our ecosystem to come and contribute to Polkadot's growth.

Treasury Proposal: DOT liquidity loan for Bifrost DOT liquid staking token (vDOT) to be returned + DOT Staking rewards to Polkadot Treasury

This post is about a proposal for a referendum in the Polkadot network. The goal is to give out free DOTs (cryptocurrency) to people who vote "yes" on the referendum. The more DOTs a person contributes and the stronger their vote, the bigger their reward will be. The referendum is asking for 100,000 DOTs to be added to the treasury, and if it passes, everyone who voted "yes" will share those DOTs.

The purpose of this referendum is to encourage people to participate in the network's governance and protect it from bad actions. Voting "yes" on this referendum does not mean you have to vote on other referendums to get the reward. The main idea is to have people ready to vote, not to force them to vote.

If you want to earn some of the 100,000 DOTs, you should vote "yes." If you think that people should not be rewarded for participating in governance, you should vote "no." The people behind this proposal want Polkadot to grow and have more people involved in making decisions.

There are three links provided to learn more about the idea behind this proposal. The payment for this proposal will be managed by a group of people and a technical partner who will take a small fee to help with the payments. If someone does not like this idea, they can propose a different referendum to cancel or stop this one.

UPDATE: A lot of people are commenting negatively about this proposal both on Polkassembly and Twitter. It seems the main reason for this is because of a deep misunderstanding of the purpose of this referendum. I just finished a Twitter spaces with 300 people asking questions and at the end of the spaces not a single person was against the proposal. The idea is to incentivize governance participation to protect the treasury and in general the network from potential malicious attacks. There is no difference between rewarding governance participation and rewarding validators. It's exactly the same thing. If you think it's different please listen to the recorded Twitter spaces.

The purpose of this referendum is very simple: If you vote yes and the referendum passes you will get some free DOTs. The more DOTs you contribute, and with more conviction — the bigger will be the reward, linearly pro-rated.

This referendum is asking for 100k DOT to the treasury, if the referendum passes all the people that voted yes will share the 100k DOT.

The way it is going to be calculated is that we are going to take the sum of all the yes votes multiplied by the conviction which will result in the effective voting power. The 100k DOT will be shared pro rata based on the amount of YES voting power contributed by each voter. If the referendum passes at the end of the referendum you will receive your reward in DOT directly on your address.

Polkadot Watchdogs Governance Monthly Incentive Referendum #1 - VOTE NAY

Interoperability is important for Polkadot, and it lets different things work together. Polkadot can move things called "fungible assets" between different parts, but it needs to be able to move special things called "NFTs" too. NFTs are like digital art or collectibles that are unique and can't be replaced.

A team called Unique Network has been working on a way to move NFTs between different parts of Polkadot since January 2023. They talked to many people and groups to create a plan and proof of concept. They want to make sure everyone agrees on how to do this and they need help from other parts of the system.

The plan is to create a group where people can talk and decide on important things together. They have already finished the first part of their plan, which was to show that their idea works.

The plan doesn't need any big changes to the system, and it will be built by many teams. This is important because it needs to work for all parts of Polkadot.

Interoperability is one of the key value propositions of Polkadot. With XCM and numerous bridges this value became possible. But they are all delivering interoperability only for fungible assets. For Polkadot to fully deliver on its promise, NFT XCM capability is a must have. Moving NFTs between different parachains will unleash the capabilities for the next generation of Web3 applications that are not constrained by any one chain.

Since January 2023 we (Unique Network team) worked on the NFT XCM solution. We engaged with numerous ecosystem members — Parity XCM team, Parity NFTs creators, parachains and wallets to create a solution PoC and its roadmap as described in this [proposal.](https://docs.google.com/document/d/1ZE2NAsk5ECPRFdn5wOXBpHeXwK29CYsNPR2Qk3RRnPE/edit?usp=sharing "NFT XCM Proposal") 

. Roadmap implementation will require a consensus on a number of questions, which will help establish the NFT XCM standards, and here views and participation of parachains is crucial. Parity has left us to lead this effort, and we would like to invite other stakeholders to take part, too. In the initial stages of the work we will be creating a working group for participants to communicate and collectively decide on key decisions. 

This proposal follows the successful implementation of the PoC, as described in the Milestone 1 of the proposal which was completed on December 20, 2023 after a year of work.

The Unique Network team proposes to create an NFT XCM solution for Polkadot to enable the movement of NFTs between different parachains. NFT XCM

The Polkadot Blockchain Academy (PBA) is asking for money to run their fourth program. This program will happen from January 3rd to February 3rd, 2024, in Hong Kong. They are working with a university there. They will teach 90 students, 50 who want to be developers and 40 who want to start their own businesses. The goal is to help more people use Polkadot by teaching them and helping new teams start. They teach in person and also make things to learn online. On behalf of the Polkadot Blockchain Academy (PBA) I am posting this treasury proposal for funding of the fourth wave of the Academy. The PBA will run from January 3rd to February 3rd, 2024 and will be held at Cyberport in Hong Kong. Polkadot Music Events Initiative (PMEI) is a team that plans to create web3 experiences at music events during major crypto conferences. They want to show off Polkadot technology and make it fun for everyone. 

In 2024 and 2025, PMEI will organize events at different places like Denver, Dubai, Austin, and Amsterdam. They will have live music and let people try out new technology. They also want to work with other teams to make these events even better.

PMEI had a successful event in September 2023 and now they are asking for more support to keep going. They have a plan to make money from these events, so they won't need too much help from others in the future.

Sustainable Economics

PMEI and Walker Music have created a runway for introducing new brand partners, paid partnerships and ticketed event models that can be used as a lever to generate revenues and make PMEI a sustainable series, eventually requiring little to no treasury funding. 

The strategy behind this model is to bridge opportunities for the ecosystem where outside brands can work together with Polkadot teams. A sensible outcome would be brand collaboration beyond the events creating ongoing usability. 

Context 

On many levels, music is an incredible vertical where blockchain can solve real world issues and create a higher quality and more equitable outcome for the fans and the artists. Polkadot should, and can be a phenomenal arena for music in web3 to grow and incubate necessary advances in technology and culture, alike. Many Polkadot projects already have products that can actively help advance this, directly and immediately, through the experience around live music events. 

We think of these events as a clever way to accomplish a few things that are ultimately required for the growth of the ecosystem- more specifically onboarding new users, new entrepreneurs and new developers.

Accessibility - Prioritizing an intuitive experience for ALL attendees

Hard and Fast Implementation - UX/ UI build outs and backend implementation specific to the event series. This will give developers a chance to work together on specific business needs surrounding the events and engage more use cases for XCM. 

Ownership and Perpetuity - A focus on creating brand loyalty through community, collectibles, cross-ecosystem collaboration and compounded benefits for ongoing/ repeat attendance. 

These three principles help us define the conditions for success and measure qualitative and quantitative outcomes. 

For our events, the goal is to take measurable and attainable steps in implementing new attendee experiences and advancing the music tech stack.

Our objective with this is to provide the community with reporting for engagement, attendance, successes and failures. We will encourage anyone with the same passion and principles, building in the ecosystem, to connect with us for open collaboration, ideation and to provide critique. 

Who is on the team?

PMEI has core members dedicated to the curation, planning and execution of all twelve events. In addition to these core members, partner teams will provide direct support and resources to create successful outcomes.

The Core Team

Spencer Zabiela:  Co-founder of MuFi, a music and royalty payments tech stack built on Polkadot. 11 + years of experience in the music industry. Spencer also has a background in media and financial services and has been a long time participant of the nightlife community and event organizing (most recently the September 19th Mainnet side event with Exiled Racers and Zeitgeist). 

Walker Music (Jojo Walker):  WM consists of four full-time coordinators, led by Jojo Walker. Jojo is a music industry entrepreneur with 15+ years of experience as a talent buyer and coordinator for the largest global nightlife brands, venues and labels, including Defected Records, Keinemusik, Boiler Room and Avant Gardner/ Brooklyn Mirage.

Er-Ti Chen: formerly the Ecosystem Marketing Manager and Global Event Program Manager at Parity Technologies. She has been instrumental in pioneering Polkadot's ecosystem marketing efforts and shaping the global event strategies for Polkadot Ecosystem. She has both spearheaded and provided invaluable support to the Polkadot community in orchestrating successful events throughout Asia, Europe, and North America.

Full-Time Dev/ Technical Success Manager: This will be a hybrid role and is yet to be hired. The responsibilities for this job will include full-stack development and technical success; working with parachain teams and dapps on strong collaborative outcomes. This candidate will also be managing the communications across entities, and technical expectations between team integrations and Walker Music Services. 

Direct Support Team

WebZero: WebZero is a community-run event agency which emerged during Berlin Blockchain Week in 2022 and has been a fixture in the Polkadot ecosystem ever since. The team around XyloDrone (Ordum, prev. RMRK, Kodadot), Roman Kemper (prev. CMO Subsquid) and Elisabeth Vajner (Amsterdot, Parisdot, prev. HydraDX) produced side events in the US (ETH Denver, Consensus) and Europe (Sub0, Decoded, BlockSplit, Berlin Blockchain Week) with the aim to raise awareness around Polkadot, as well as bringing the community together.

Exiled Studios: Gaming and prediction layer. Exiled Studios will provide technical support, marketing resources and BD support. 

What does the team do?

Each member will be focused on specific ongoing needs such as talent buying (booking) and advancing (logistics), venue coordination and permitting, show production (equipment rental, staff, logistics), marketing and promotions, partnership visibility (with conference organizers), tech implementations (with Polkadot teams), and events management (operations). 

There are seven unique event locations of which PMEI has decade-long relationships with local promoters in each region who can help supplement local attendance. We are really excited by this resource as it proved extremely helpful for our pilot event during Mainnet in September of 2023.

Messaging

Every conference has side events, so what makes ours worth attending? 

For one, we are booking top-tier talent curated to each event’s demographic. The reality is, money alone can’t buy you major talent for an event- and certainly not at a fair market rate. Our team has fostered long-held, trusted relationships with artist managers and management companies which allows us to produce these events with great talent at a fair cost. These events will also almost always include specific asks to artist teams that may require more complex logistics potentially affecting an artists' existing brand image or strategy. Communicating the event needs and interactions beyond playing music requires careful handling and experienced talent buying; a task that Walker Music does best.

Secondly, we are also giving outside music brands an opportunity to give away gear and leverage Polkadot tech! That means attendees will have a chance to win cool swag, synths, headphones etc. all for participating in these events. 

Lastly, we’re working with Polkadot teams to distribute event collectibles (like Moonbeans), push limited NFT artist drops (with Drop), access prediction games (like Exiled Racers w/ Zeitgeist) and RSVP and gain access (using RMRK x MuFi). All of these initial integrations encourage and/ or require attendees to engage with new onboarding flows!

During selected events, we’re also going to provide space at or near the venue for developers, teams and participants to take meetings and have a workspace. We’re creating a Polkadot resource hub that exists not only for the night of the event, but for the days during the conference. 

Marketing Strategy

We have been working within our network and with Amplified Strategy to create direct relationships with each conference to designate the PMEI events as official conference events. The marketing success for our Mainnet side event was seen through cross-network promotion and brand partnerships. With the support of our partner teams, many telegram channels and conference partnerships, we have a high probability of getting the desired attendance. 

PMEI will also deliver ongoing content around each event to provide updates and recaps, with more transparency for the community, sparking interest for those who could not attend. These videos will not only include recaps, but developer stories to showcase the teams building out integrations. Why was it a success? What failed?

As mentioned previously, we have long-standing relationships with local promoters in almost all of these proposed regions. PMEI distinctly seeks to attract attendees with no prior experience with web3. These events can simply act as a gateway for those attendees and spark curiosity.

How is it different from other events? 

These events are focused on creating intuitive web3 onboarding experiences within the context of side events during major crypto conferences. The $30,000 technical implementation budget is granted to teams adding developer resources to a new PMEI event experience.

Past Events- Mainnet Pilot

Our pilot event was on September 19th 2023, billed as an unofficial Mainnet side event. We worked with Polkadot, Exiled Racers, Zeitgeist, MuFi and a list of other Polkadot ecosystem dApps to host, what turned out to be, a 750 person event on the Williamsburg Hotel Roof.

This first event was a great measure of the scale of production and resources required. It also gave us an opportunity to evaluate key areas where we can be more capital efficient, where a core team is working across multiple events rather than one-off events. In total, our first event was ~$110K which you can see a breakdown for below in item 1a. 

One additional thing to note is that many vendor fees, location allowance, etc. were reduced, or negotiated for free, given that the event was held in NYC where most of the PMEI team is located. It goes without saying, but we will still say it: We will always negotiate for the best value and the lowest fee. 

Based on these numbers, we’ve estimated pricing in each additional market.

Polkadot Music Events Initiative - onboarding fans, artists and builders to Polkadot through music

Dune is a popular platform for creating shareable dashboards used by many people in the Web3 ecosystem. It is better at sharing on-chain data than block explorers or expensive dashboards. Colorful Notion wants to bring Polkadot and Kusama data onto Dune by mid-March 2024. This will help the community use the data for blockchain analytics and marketing. They have already made a proof of concept Polkadot dashboard on Dune. The proposal asks for 325,000 DOT ($1,968,200) to fund the first year of the project. Colorful Notion is a team led by Sourabh Niyogi and Michael Chung, who have been active in the Polkadot ecosystem. They plan to continue developing dashboards and integrating more data from Polkadot and Kusama in 2024.

Common to the above is that Web3 ecosystem participants want to share on-chain data, which Dune is optimized for, better than a block explorer (\[Subscan - #311\](https://polkadot.polkassembly.io/referenda/311)) or expensive dashboards (\[Dolpha.com - #341\](https://polkadot.polkassembly.io/referenda/341)). Colorful Notion has built \[substrate-etl - #248\](https://polkadot.polkassembly.io/referenda/248), here proposed to be ingested by Dune as \*substrate-etl 2.0\* in 2024. ## Proposal - Onboard Polkadot + Kusama Data on Dune (12 months, 3/15/24-3/14/25) Colorful Notion proposes to onboard the Polkadot + Kusama relay chains by mid-March 2024, available for the community for at least \_2 years\_. This proposal funds the \_first\_ year after a PoC is completed in early 2024, for 3/15/24 - 3/14/25. Onboarding Polkadot will be Dune’s second non-EVM ecosystem integration, after Solana. Separate from this OpenGov proposal, Colorful Notion has negotiated pricing for all parachains with Dune, beyond the Polkadot and Kusama Relay Chain. This will enable Polkadot + Kusama Substrate data to be represented in Dune for both relay chains (using "polkadot" and "kusama") and all Polkadot parachains in an official integration with hourly indexing. # Demonstration: Polkadot Staking Dashboard In December 2023, Colorful Notion developed a proof of concept with key Dune engineers for the Polkadot Relay Chain with a few representative datasets. Colorful Notion’s commercial terms have been developed to allow for a certain amount of storage ingesting a certain number of chains so that “Dune wizards” can query these tables, views, and materialized views and produce shareable charts like the above. Everyone with a Dune account can query and build these dashboards in Dune. **Value to DOT Holders** All DOT holders know that the best thing about Polkadot is that it’s pink. Dr. Gavin Wood clearly agrees; otherwise, why would Polkadot’s logo be pink? To vote nay on this $PINK proposal would be to directly go against Gavin. But for those who are on the fence, here is a short list of amazing things that are pink: - Barbie - Bubblegum - The Pink Panther - Flamingos - The Mean Girls movie - Diamonds - The singer PINK - Muppet Characters - The Grand Budapest Hotel - Bows - DOT We could go on listing more amazing things that are pink, but the above examples should convince even the biggest doubters of pink’s clear value proposition. $PINK will also be issued on AssetHub, given Polkadot’s amazing security, which, despite being a tech feature, is probably Polkadot’s most pink tech feature. Pinkness = DOT price goes up.  
**Why Go To The Treasury** The $PINK community is made up of builders, many of whom joined the Polkadot community a few days ago. Raising money from VCs takes up a lot of time, and we’d rather focus on building $PINK. Pinkness is a common good, and the Polkadot treasury exists to fund common goods. Pinkness is also the best thing about Polkadot. For these reasons, this proposal is entitled to the maximum amount of funding (999,999 DOT).  
**Pink Budget** It should be obvious why this proposal is a no-brainer, but we understand that many voters value transparency. As a self-declared common good project, we also have a social contract with the Gov1 Committee, who is supportive of this proposal. For anyone interested in evidence of this social contract, we tried sending messages to former council members to confirm, but we were unable to figure out how to use Element, given it is quite complex. Since we are too busy building, we didn’t have the time to figure it out, so you'll just have to trust us. The proposal includes partnerships with the Central Government, Polkadot Lite Certification Program, meetups, and a government-led Polkadot Developer Conference. Funds are disbursed upon approval by both IBC Media and the Polkadot teams.

- The community is excited about a new proposal for the Polkadot Events Bounty.
- The Events Bounty started on August 12, 2022, and has supported over 100 events.
- Curators are looking to make the event review process better based on community feedback.
