Many of you may also recall my attempt to lock them up for a 6 month headline sponsorship during the window of time when the old MB was defunct and the new one hadn't been set up ([Ref. 1085](referenda/1085)). Since that point in October, the show has seen an explosion in growth, partly fueled by my friend and frequent contributor s4mmy.eth's relentless focus and research on the AI agent niche within the broader crypto market.  
  
I am undoubtely happy for both the _Modern Market_ crew as well as the ecosystem to get some exposure through their show. I have told them I will help bring anyone from Polkadot to their Founder Friday interviews and otherwise remain a resource for them due to my daily appearance on the show as a regular panelist and occasional guest co-host duties.  
  
Having said that, and based on my past experience as a recruiter before joining Lucky Friday / Web3 full time ~ 2.5 years ago, I believe I deserve a small finder's fee for highlighing this talented team and introducing them to the ecosystem. The Marketing Bounty curators even went so far as to tell me that because of my introduction it made the vetting easy and they green lit them through the new agency that brought them (and others) to the MB.  
  
However, in the recruiting world, this is a massive no-no. If "candidates" are presented by other agencies (or individual recruiters), it is incumbent upon the client to return to the original recruiter to continue conversations with the candidate. Granted, I do not expect the curators to know or do this, but it definitely bothered me that I was cut out of the loop in this process and only informed after the fact. At the time of the original deal, I was only asking for a 5% (very, very low) commision, half of which I was willing to donate via Teddy DAO to a charity of the MM crew's collective choice.  
  
I am asking for a small tip to help rectify this situation, which is just over 10% of my original cut (had to go with the meme number). I believe this is more than resonable considering the circumstances, but happy to hear from others as to why this isn't deserved.

This proposal is about creating a special group called "OG Rust Bounties" to give 250,000 DOT to encourage Rust engineers to do important tasks related to the Polkadot network. **Summary**

This is a proposal to allocate 250,000 DOT for the creation of the OG Rust Bounties - a bounty designed to incentivize Rust engineers to carry out developer tasks that have been requested under OpenGov, or by some reputable authority such as the Fellowship. The tasks should relate to the Polkadot relay chain or any of its System Chains and target code changes to Polkadot-SDK or to some of the Runtimes (Polkadot Relay Chan and its System Chains). The bounty is curated by 5 curators who both a) possess technical knowledge of Substrate, and b) are active participants in the Polkadot ecosystem and mindful of its needs.

**Problem statement**

This proposal addresses the need to set up a framework of incentives and procedures which enables external (non-fellowship) developers to engage in Rust engineering tasks relating to the Polkadot Protocol. This should help ease up the growing backlog of tasks that have been requested by OpenGov or some other legitimate authority such as the Fellowship.

Over the past months, the community has requested several features using the Wish for Change (WFC) track – see for example [Ref #712](712) regarding the implementation of optimistic project funding. While the involvement of the community in the Polkadot roadmap should be welcomed as a form of decentralization, the implementation of such requests poses challenges. More specifically, it is not clear who would be responsible for carrying out the work, and how this would be incentivized.

The Technical Fellowship does have the expertise to carry out the required work, however their capacity is constrained by limited resources and a set of concurrent tasks they are working on. In a related development, the Fellowship also sees the need to outsource some of its tasks. Also here, there is no clear mechanism for incentivizing and managing the contributions.

**Proposed Solution**

OG Rust Bounties aims to open up the implementation of technical tasks requested under OpenGov or by the Fellowship to anyone with the required technical skills (e.g. PBA graduates or other Rust engineers). As the social consensus on the feature has already been reached, the developers will not need to undergo the whole OpenGov process again, or look for other complicated routes to fund their work. Instead, they can focus on a technical proposal for the implementation of the feature which should be reviewed based on its technical merits.

To foster competition, OpenGov Bounties work on the basis of Calls for Proposals. After the feature/change is requested by a reputable authority, the curators will publish a Call for Proposals which allows anyone to submit their proposal for implementing the task. After the submission deadline has closed, the curators will evaluate all submissions and pick the preferred supplier based on the following criteria:

-   Applicants should lay out in sufficient detail how the task will be implemented;
-   Complex tasks should be accompanied by a technical RFC;
-   Tasks that require longer than 2 weeks to be implemented should be split into verifiable milestones;
-   The preparation of an RFC can be carried out as the first milestone of the project and funded;
-   The proposal must contain a description of the applicant and their track record;
-   The proposal must specify how many FTEs the applicant will be dedicating to the task in question;
-   The proposal must specify timelines for the delivery of every milestone.

**Curators**

The bounty will be managed by 5 curators who satisfy both of the following criteria: a) possess technical knowledge of Substrate, and b) are active participants in the Polkadot ecosystem and mindful of its needs.

The responsibilities of the curators include:

-   Collect the requested tasks and initiate the relevant Calls for Proposals;
-   Review the submitted proposals. This includes a feasibility assessment based on the submitted RFC and on the track record of the applicants;
-   Award the task to the best proposal, which is a subjective judgment informed by the quality of the submissions and their execution price;
-   Prepare quarterly community reports which outline the activities of the bounty and contribute to transparency.

To fulfill these responsibilities, curators should be able to dedicate at least 0.2 FTE. For fellowship members, work on this bounty will be accounted towards their fellowship duties and financed through their fellowship salaries. Curators who are not part of the Fellowship will be incentivized by a monthly remuneration of $ 3,000 (paid out in DOT).

Hello Polkadot community! Electrocoin team has a new idea for a mobile payment wallet. They want to talk about it and see if you think it's a good idea. Here are the main points:

Opportunity

**Payment wallets** are one of the **fastest growing industries** within the fintech ecosystem. The global mobile wallet market was valued at USD 7.42 billion in 2022 and is expected to grow at a compound **annual growth rate of 28.3%** from 2023 to 2030.

Problem statement

Most mobile payment wallets currently penetrating the market are **based on the tradfi infrastructure**: electronic money institution **(EMI) licence** + deep integration with VISA/MasterCard networks. This makes entering the market **complex, expensive and time-consuming.**

Proposed solution

Instead of building a wallet by acquiring an EMI licence and integrating with tradfi payment systems, we **use existing crypto building blocks**, including stablecoins, a crypto payment processor, and fiat on/off ramps. By connecting these building blocks, a brand-new mobile payment wallet can be shipped in a **very short time**.

Competitors

We are currently aware of only three projects doing this: airtm.com and Decaf in the US, littio.co in LatAm and stables.money in Australia. Each of them has its drawbacks, and only Airtm and Decaf have fiat on/off ramp capability in the EU. None of them operate in the Polkadot ecosystem.

Electrocoin’s solution

Electrocoin is a crypto/fiat on/off ramp from Zagreb, Croatia. We have existed for **over 10 years**, with a **team of 30 people**, and this year we processed **€60M**. We have the building blocks available:

Electrocoin has **existing relationships** with all the biggest mobile payment wallet **user bases** in Croatia: shops (**retail chains, web shops**), cash locations (**kiosks, petrol stations**), gambling industry (**casinos, bookmakers**). **From day one**, wallet can be used on more than **3,500 points of sale** to buy virtually anything in Croatia. Electrocoin on its own has **40,000 existing brokerage users** and **500 merchants** with **3,500 locations**.

Irving Cancino from Open Web Academy has proposed a treasury proposal called "Polkadot Education Path by Open Web Academy" to create a three-course certified training program for Polkadot beginners, enthusiasts, and experts, focusing on a Spanish-speaking audience. The proposal aims to address the lack of standardized educational offerings in blockchain technology, particularly in regions like Latin America and Africa. The program includes courses like Polkadot Elementals (PEC) Bootcamp, Polkadot Developer (PDC) Bootcamp, and Polkadot Architect (PAC) Bootcamp. The proposal suggests allocating a significant amount, such as 10,000 or 100,000 DOT, for the jackpot, which would be held in a multisig wallet until a winner is found. ## Proposal Summary

-   We could setup the dApp with the following settings :

     - Once a week, the winning numbers will be drawn automatically and in a decentrallized way by a smart contract deployed on **Phala Network**,
-   We could allocate a significant amount (**10,000 or 100,000 DOT**) for the jackpot. The jackpot will be transferred to the multisig, awaiting a winner. After one year, if there is no winner, the amount allocated to the jackpot will be returned to the treasury.

**dApp Overview**

The Lotto dApp is very similar to national lotteries. The user chooses numbers and if the numbers match the winning numbers, he wins the jackpot. If there is no winner, the jackpot is put back into play. We believe that the blockchain is really suited for this use case. All data is registered in the blockchain and can be verified. This is the Web3 version of the lotto.

A version of the dApp V2, multichain, is deployed on the testnets since November 20th 2024: [Lotto dApp V2 - testnet](https://reorg--lotto-evm.netlify.app/) The multichain version can be deployed on any EVM chains or Substrate chains with the Contracts pallet. Players can participate in the lottery on different chains using either EVM or Substrate wallets, competing for the same jackpot in a single draw. The draw and jackpot are common across all chains where the Lotto multichain dApp is deployed.

Everything is automated and decentralized via WASM smart contracts or Solidity smart contracts. These smart contracts communicate with each other.

## Impact and Value to the Ecosystem

Ink! smart contracts are one of Polkadot's specialties. These smart contracts are deployed and running using the Contracts pallet of the Substrate blockchains.

The Lotto multichain dApp demonstrates the potential of Ink! smart contracts and highlights Polkadot's strengths:

-   Interoperability between its blockchains
-   Rich ecosystem with WASM smart contracts on Astar Network
-   Offchain computation on Phala Network
-   EVM smart contracts on Moonbeam

In addition, the dApp can be deployed on any Layer 2 blockchain that is EVM-compatible, demonstrating Polkadot's openness to other ecosystems.

By making the platform open-source on GitHub, it provides the community with a real-world example of a dApp built with Ink! smart contracts, offering a valuable resource for other developers.

The Lotto dApp has been live since June 2024, attracting 15,500 participants, showing promising engagement even with a modest jackpot.

We believe that such a dApp, free, with its user-friendly interface and straightforward concept, could generate significant interest with a substantial jackpot and drive adoption of the Polkadot ecosystem.

This dApp could create organic growth for the Polkadot ecosystem and its blockchains with an increasing number of addresses and transactions.

The dApp can also be a showcase for the Polkadot DAO as a successful project, 100% made in Polkadot, written by its community, for its community, and funded by the largest DAO in the world.

## Proposal to fund lottery jackpot

To generate significant interest and organic growth in the Polkadot ecosystem, the jackpot must be substantial. The bigger the jackpot, the bigger the hype. It's why we would like the DAO allocates some DOT to the jackpot.

The jackpot will be held by a multisig wallet and the members will be chosen by the DAO (e.g. Head Ambassadors). No funds will be held by the smart contracts, eliminating the risk of token loss. When there is a winner, the community and our team can verify the draw's validity and the winner's participation before the jackpot is transferred from the multisig to the winner's address.

After one year, if there is no winner, the amount allocated to the jackpot may return to the treasury.

The jackpot amount may be adjusted based on the community feedbacks.

## Parameters of the dApp

The dApp settings should be chosen based on the size of the jackpot. With a big jackpot, the probability of finding the winning numbers should be low.

With 100,000 DOT as jackpot, we suggest the following parameters:

-   The players can choose 6 numbers between 1 and 99. There are more 1 billion possibilities.
-   The draw will take place draw every 100 000 blocks (around 1 week with 1 block per 6 second).

With these parameters and a jackpot of around $1M, the tx would have to cost less than $0.00089 for it to be economically interesting to spam the blockchains with all available combinations to have a possibile gain.

## Where the dApp will be deployed

The Ink! smart contracts that manages the lottery must be deployed on Astar and Phala Networks.

However, the contracts that the user interacts to register numbers can be deployed on any EVM chains or Substrate chains with the Contracts pallet.

We suggest to deploy the contracts on Astar, Moonbeam and Soneium.

On Astar Network, the user will be able to play with a Substrate wallet.

On Moonbeam, the user will be able to play with a EVM wallet.

Soneium, the new Layer 2 built by Astar Team and backed by Sony, will be connected to the Superchain. This way the dApp will the first cross-chain dApp between Polkadot and Superchain.

Another important and technical information, in order to make the use of Phala's VRF (Verifiable Random Function) as secure as possible, transaction hashes are used to generate the salt provided to the VRF function. These transaction hashes are provided by the blockchains where the dApp is deployed.

Even if some hackers found a way to hack the Verifiable Random Function provided by Phala, they would also have to find a way to control the hashes generated by all the blockchains, making the attack much more complicated. That’s why I suggest deploying the dApp on at least three different blockchains. Of course, we can also deploy these dApps on more blockchains.

## About us and Project Background

He has been instrumental in building user interfaces to interact with smart contracts, integrating EVM and Substrate wallets, optimizing decentralized hosting via IPFS, and ensuring real-time synchronization of the UI with blockchain states.

Together, the Lucky team has participated in multiple hackathons, earning grants and recognition for their work. They have deployed the Lucky dApp on both Astar and Shiden, the Lotto dApp on Astar and are working on expanding the project to bring a decentralized lottery experience to the Polkadot ecosystem and beyond. The team's goal is to make the project community-driven, allowing DAO members to shape the future of the platform and ensure a fully transparent and verifiable lottery experience for all participants.

## Project Overview

Lotto is a multi-chain dApp that includes multiple smart contracts:

-   `The Manager`: This smart contract, written in Rust and Ink!, is deployed on Astar Network. It knows the state of all other smart contracts and decides what actions to perform for each smart contract. It is the brain of the application.
-   `The Communicator`: This smart contract, written in Rust and Ink!, is deployed on Phala Network. It enables communication between smart contracts by communicating with the contract manager and transmitting actions to other contracts.
-   `The Participation Recorder` (WASM and EVM versions): These smart contracts record users' participation in the lottery. A version has been written in Rust and Ink! and can be deployed on any Substrate chain where the Contracts pallet is deployed, like Astar Network. Another version has been written in Solidity and can be deployed on any EVM-compatible chain like Moonbeam or any Layer 2 like Soneium.

All contracts are battle-tested via unit tests and integration tests.

### Additional Components

-   `Subquery Multi-chain Indexer`: All data is registered on the blockchain and indexed via a Subquery Multi-chain indexer.
-   `User Interface`: The user participates in the lottery through an intuitive graphical interface.
-   `CLI Tool`: A command-line interface tool for deploying and configuring smart contracts and testing the whole scenario.
-   `Contract Monitor`: A graphical interface that allows visualization of each contract's status during contract synchronization.

## Possible evolution with NFTs integration

NFTs can be integrated to serve as lottery tickets. These NFTs can be periodically airdropped to DOT stakers. In this way, later, the lottery could be limited only to the holder of these NFTs. Offering these NFTs to DOT stakers for free could provide an additional use case and increased attractiveness to the DOT token.

Based on community feedbacks, our team will:

-   Deploy the smart contracts on the different blockchains.
-   Configure the smart contracts with the chosen parameters.
-   Set up the indexer and the UI.
-   Once the contracts are configured, revoke the admin rights and update the contract owner with the smart contract address.

#### Support “Plaza” upgrades in relation to staking as they are deployed

Plaza is a major refactor that brings chain logic, including staking and nomination pools, from the Relay Chain to the AssetHub system chain. Staking dashboard will, therefore, need to be updated to support this migration by supporting AssetHub as an additional chain.

#### Support nomination pool bonding migration

Ensure the pool bonding mechanism stays intact amid the nomination pool bonding migration, that allows users to maintain voting rights while staked to a pool, Kusama and Polkadot migration is yet to be activated.

Prior to this migration, nomination pool members (and owners) must transfer their funds to the nomination pool’s stash address in order to participate. By doing this, it is no longer possible for members to vote in OpenGov. This migration fixes this shortcoming.

#### Streamline wallet connection interface

Implement unified connect interface to simplify wallet connections and reduce UI complexity. This action item will simplify Staking Dashboard’s wallet connection flow.

#### Layout plans to sunset the need for staking support in JS Apps

Provide comprehensive migration guides and tools to help users transition from JS Apps staking to the Dashboard, ensuring continuity of user experience and feature parity.

#### Improve application architecture

Provide an intuitive API to interact with all supported chains connected on the dashboard. E.g. have the same bootstrapping of network consts & configs for AssetHub and People Chain as the Relay Chain. Critical for enabling transaction submission on AssetHub.

#### Continued support of general dependency updates / refactors as dependencies roll out / breaking changes

Critical to keep Staking Dashboard up to date using industry-standard dependencies as they are updated.

#### Introduce "Easy Mode" staking setup with additional educational content

Create a simplified onboarding flow for new users that focuses on essential information and basic staking concepts. Advanced features and technical data will be optional/hidden to prevent information overload.

Move one-click pool joining syncing from node to Staking API that will provide all the necessary data to join a pool in one query. Currently, it can take a long time to sync multiple era data to determine pool performance with the light client / RPC node.

They used to get money from the Polkadot Treasury, and now they are asking for more to keep improving and maintaining the platform.

Subscan has made many updates and improvements in the past, and they have a plan for what they will work on in the future. They want to make sure that everyone can use the platform easily and that it works well for developers, people who check the network, and regular users.

Dear community,

This referendum seeks to re-propose a curator for the Public RPC Bounty as a consequence of the previous curators not renewing their intent. This resulted in providers not being paid for services rendered in November and December 2024.

After internal evaluation it was determined that it would be in the best interest of the bounty to have a new curation team. It is anticipated that the new curation team would aid with improving reporting, stakeholder engagement, timely payouts, SLA reviews and transparency of the procurement process.

The proposed curators are Frankywild, Coinstudio, Tim Janssen, Cappex and Pastaman. As a team they were recently handed over curation of a similar bounty in place on Kusama. In their short term they have already filled many of the gaps as identified earlier and are working assiduously towards putting administrative processes in place for future efficient running’s. For those unfamiliar with the bounty here’s a TL;DR:

The Public RPC Bounty sought provide RPC services to the public in a structured and price controlled manner. Before the bounty RPC providers would individually invoice the treasury for services rendered. The bounty took an analytical approach of determining the RPC needs for the ecosystem, the number of providers required for adequate coverage and putting this scope out for public tender. Tenderers need only prove their technical capabilities to be eligible participants.

While there’s need for improvement with some of the administrative aspects, the bounty (imo) was successful with improving the value of RPC service delivery to the community.

**Our community** spans Chinese and English Telegram groups, a Discord guild, and an X account, with two weekly AMAs engaging users and fostering collaboration. **We are already one of the most active and largest Chinese communities in Polkadot eco**.

**On the technology front**, we’ve implemented tools to enhance decentralization and interaction. These include Discord and Telegram bot with pointing systems, Dragon Card exchange on Discord, and a dynamic official website featuring decentralized product grids from grill (built on polkadot parachain subsocial), real-time Web3 news, and YouTube content updates automatically sync from discord posts to our website, etc. Our first beta test decentralized “opengov” for content creation is released so that users can support videos via Discord/Telegram points from our official discord. OG Tracker is a tool that helps track OpenGov proposals on Polkadot. This proposal aims to continue and improve OG Tracker. Here's what they plan to do:

1. Keep tracking OpenGov approved proposals.
2. Add community voting and an "Overdue" badge to help make decisions.
3. Put all collected Proof of Work into the OG Tracker app to make things more transparent.
4. Improve the Self-Report feature.
5. Show the whole history of an approved proposal.

The purpose of this proposal is to continue the tracking OpenGov operations and further develop [ogtracker.io](https://ogtracker.io/).

OG Tracker is a common-good tool designed to track deliverables and the ongoing progress of approved OpenGov proposals on Polkadot.

- The program offers easy and helpful legal support from an experienced law firm.

- Costs for the legal help will be paid back afterwards and there will be clear billing.
- Teams can request a certain number of hours for help, usually up to 96 hours.
- The program is now live, and teams can join via a special Discord link for legal requests.

Polkadot Legal Bounty

NaviDOT is a Christmas-themed campaign by Polkadot Peru that aims to promote creativity, increase Polkadot's visibility on social media, and bring the community together. The contest invites participants to create original content related to Christmas using Polkadot products and post it on Twitter, Instagram, or TikTok with the hashtag #NaviDOT. Participants must also comment on the NaviDOT proposal on OpenGov with a Christmas message and a link to their post. There will be 9 winners in total, with 3 winners for each social network, each receiving 3 DOT as a prize. Verified accounts on OpenGov and those who have voted on proposals in OpenGov during the year will receive extra points. The campaign is subject to the approval of the proposal.

🎄 "Merry Christmas" in Spanish means "Feliz Navidad", and that is why we are proposing this campaign called **NaviDOT**, uniting the magic of Christmas with the innovation of Polkadot.
